Correcting and Replacing: BUMA Secures IDR 12 Trillion Mining Services Contract from PT Persada Kapuas Prima

  • Delta Dunia Group announced that its subsidiary, PT Bukit Makmur Mandiri Utama (“BUMA”), has signed a Mining Services Agreement with PT Persada Kapuas Prima (“PKP”) on August 12, 2024.

JAKARTA, INDONESIA – Media OutReach Newswire – 19 August 2024 PT Delta Dunia Makmur Tbk. (“Delta Dunia Group”, IDX: DOID) announced that its subsidiary, PT Bukit Makmur Mandiri Utama (“BUMA”), has signed a Mining Services Agreement with PT Persada Kapuas Prima (“PKP“) on August 12, 2024. PKP is a subsidiary of PT Singaraja Putra Tbk (“SINI“), which owns a coal mining concession in Kapuas Regency, Central Kalimantan Province. Under this agreement, BUMA will perform mining service works which include overburden removal and coal mining.

The mining services agreement work will span throughout the Life of Mine, with the initial phase planned for a period of 9 years starting from the fourth quarter of 2024. The initial phase of this mining service work is targeted to produce over 359,330,000 bcm of overburden removal and 60,600,000 tons of coal with contract value more than IDR12 trillion or equivalent to more than USD755 million.

PolyU scientists harness quantum microprocessor chips for revolutionary molecular spectroscopy simulation

However, it remains a long-standing computationally difficult problem that cannot be efficiently solved using traditional super-computers. Researchers are diligently working on quantum computers and algorithms to simulate molecular vibronic spectra. Engineering researchers at The Hong Kong Polytechnic University (PolyU) have successfully developed a quantum microprocessor chip for molecular spectroscopy simulation of actual large-structured and complex molecules, a world-first achievement. Capturing these quantum effects accurately requires meticulously developed simulations that account for quantum superposition and entanglement, which are computationally intensive to model classically. The research is published in Nature Communications, in a paper titled “Large-scale photonic network with squeezed vacuum states for molecular vibronic spectroscopy.” This cutting-edge technology paves the way to solving complicated quantum chemistry problems, including quantum computational applications which are beyond the capabilities of classical computers.

The research team is led by Professor LIU Ai-Qun, a Chair Professor of Quantum Engineering and Science and Director of the Institute for Quantum Technology (IQT), and a Global STEM Scholar, together with the main project driver, Dr ZHU Hui Hui, Postdoctoral Research Fellow of the Department of Electrical and Electronic Engineering and the first author of the research paper. Other collaborators are from Nanyang Technological University, City University of Hong Kong, Beijing Institute of Technology, Southern University of Science and Technology, the Institute of Microelectronics and Chalmers University of Technology in Sweden.

Dr Zhu’s team have experimentally demonstrated a large-scale quantum microprocessor chip and introduced a nontrivial theoretical model employing a linear photonic network and squeezed vacuum quantum light sources to simulate molecular vibronic spectra. The 16-qubit quantum microprocessor chip is fabricated and integrated into a single chip. A complete system has been developed, including the hardware integration of optical–electrical–thermal packaging for the quantum photonic microprocessor chip and electrical control module, software development for device drivers, user interface and underlying quantum algorithms which are fully programmable. The quantum computer system developed provides a fundamental building block for further applications.

The quantum microprocessor can be applied to solving complex tasks, such as simulating large protein structures or optimising molecular reactions with significantly improved speed and accuracy. Dr Zhu said, “Our approach could yield an early class of practical molecular simulations that operate beyond classical limits and hold promise for achieving quantum speed-ups in relevant quantum chemistry applications.”

Quantum technologies are crucial in scientific fields, including material science, chemistry and condensed matter physics. As an attractive hardware platform, the quantum microprocessor chips present a promising technological alternative for quantum information processing.

The research findings and the resulting integrated quantum microprocessor chip developed open significant new avenues for numerous practical applications. These applications include solving molecular docking problems and leveraging quantum machine learning techniques like graph classification. Professor Liu said, “Our research is inspired by the potential real-world impact of quantum simulation technologies. In the next phase of our work, we aim to scale up the microprocessor and tackle more intricate applications that could benefit society and industry.”

Laos Launches Plan to Bring Tigers Back by 2035

The Lao government has announced the 2025-2035 National Tiger Recovery Action Plan, a major initiative developed in partnership with the Ministry of Agriculture and Forestry and WWF-Laos. This plan aims to restore and protect tiger populations in Laos.

The first meeting to discuss the plan took place in Vientiane on 15-16 August. The gathering included provincial forestry officials, law enforcement agencies, and international conservation organizations. Participants reviewed strategies for managing and monitoring tiger populations and explored the feasibility of reintroducing tigers to their natural habitats.

Oupakone Alounsavath, Deputy Director General of the Department of Forestry, highlighted that the plan aligns with Laos’ Wildlife Law. He emphasized that the initiative will address habitat destruction from development and strengthen Laos’ commitment to biodiversity conservation.

According to WWF-Laos, the action plan will provide a comprehensive conservation strategy focused on recovering wild tiger populations, regulating tiger farms, and combating illegal tiger trade. The plan aims to improve management practices in national protected areas and parks, with the goal of revitalizing Laos’ tiger populations.

Despite being one of 13 countries with tiger habitats, Laos has seen a significant decline in tiger numbers, primarily due to poaching and habitat loss.

In a 2019 study, researchers claimed that tigers might now be extinct in Laos, reporting that snares have been devastating for Laos’ wildlife. These snares, often set by poachers, kill a wide range of animals, including tigers. The last confirmed sighting of tigers in Laos was in 2016, when only two individuals were recorded. These tigers have since been lost, the researchers believe.

The decline in Laos mirrors the broader struggles of the Indochinese tiger, with healthy populations now limited to Thailand, and very few remaining in China, Vietnam, and Myanmar. Despite global tiger populations showing an increase of about 40 percent since 2015, Laos has seen no such recovery, according to the study.

The research also identified the local extinction of leopards and declining populations of other predators and prey species.

While experts suggest that tigers could potentially repopulate Laos if snaring is controlled, current conditions remain dire.

The 2025-2035 National Tiger Recovery Action Plan represents a key step towards rewilding and restoring tiger populations to the forests of Laos, with hopes of witnessing tigers roam the country once more.

Humanitarians put their lives on the line to uphold fundamental rights, like sexual and reproductive health, ensuring that every individual receives the information and services they need to maintain their health and well-being. Today, we honor their courage and commitment to protecting human rights in the most extreme situations. 

Protecting the fundamental rights to health and bodily autonomy remains crucial when disasters hit. Without access to skilled healthcare professionals and essential services, women and girls’ sexual and reproductive health is put at grave risk. 

The impact is immediate and severe. The destruction of local clinics and hospitals can create a healthcare vacuum. Pregnant women face life-threatening complications without access to prenatal and postnatal care or skilled birth attendants. Survivors of gender-based violence find themselves without medical and psychosocial support, and communities can experience a surge in unintended pregnancies due to disrupted family planning and contraception services.

As humanitarian disasters intensify with the impacts of climate change, the risks for women and girls multiply. During climate-related disasters, infrastructure is demolished, economies are devastated, and health services people rely on are severely disrupted or destroyed. The presence of trained healthcare professionals can mean the difference between life and death. They not only provide immediate care but also help stabilize the community, facilitating recovery and rebuilding efforts.

Take Lamawng, for example. In a temporary shelter at a camp for internally displaced persons in the north of Myanmar, she turns a makeshift space into a life-saving facility. As a midwife, Lamawng comforts pregnant mothers who are worried about their baby’s health. Her training in performing emergency deliveries with limited resources allows her to transform a simple tarpaulin into a functional delivery space. Simply said, Lamawng saves lives – of mothers, babies, and entire families. She is one of the many humanitarian champions that we celebrate today.

Across Asia and the Pacific, millions of people are displaced due to conflict, climate change, or other disasters. As the most disaster-prone region in the world, in 2022 alone, over 140 disasters struck Asia and the Pacific, leading to over 7,500 deaths and affecting over 64 million people. Women and children face the brunt of these disasters as they are 14 times more likely to die than men due to various factors stemming from existing inequalities.

In Bangladesh, I have seen first-hand how the displaced Rohingya community – including women, youth, and transgender people – in Cox’s Bazar is coping with multiple crises thanks to local healthcare workers, counsellors and youth leaders who safeguard their fundamental rights. In Afghanistan, young people are central to the humanitarian response. Through innovative data mapping, they track the distribution of resources and identify areas in need, ensuring that trained midwives can stay on the frontline of the fight for sexual and reproductive rights. Retired midwives from Fiji are now humanitarian first responders sent into storm-ravaged areas to meet the needs of Pacific women and girls when cyclones devastate clinics and hospitals. 

By investing in these trained and dedicated healthcare professionals, especially for sexual and reproductive health services, governments can uphold fundamental rights, ensuring that all individuals receive the care they need and deserve, even amidst climate disasters. 

Our collective efforts to build more resilient systems require an approach that puts the needs of women and girls at the center. UNFPA is working with governments across the region to train a network of humanitarian first-responders and localize services to meet the unique needs of each country. To respond faster in disasters, we have prepositioned emergency supplies where they are needed most, and trained thousands of midwives to handle emergency births in crisis conditions. 

Prepositioning is a long-term approach that includes specialized expertise and sustained budgeting support. Healthcare workers must be prepared for the challenges posed by disasters and equipped with the skills to provide care under extreme circumstances. 

Disaster response across the region is too often reactive rather than proactive. Governments and humanitarian organizations scramble to address health needs after a disaster, resulting in fragmented and insufficient care. 

Forward-thinking governments are shifting towards strategies that prioritize the availability of trained and experienced healthcare professionals. This transition requires investing in training, logistics, and resource management, but the payoff is a more robust and effective response to climate disasters.

When healthcare professionals, like Lamawng, are deployed proactively, they enhance community resilience. Effective sexual and reproductive health services address acute health needs and support long-term recovery by promoting physical and mental well-being. Ensuring these services are available helps communities recover faster and emerge stronger, with a greater capacity to withstand future crises.

Vietnam’s Investment in Laos Hits USD 5.5 Billion

Vietnamese investment in Laos has reached a total of USD 5.5 billion across 256 projects.

These figures were released on 18 August at a conference in Nghe An Province, Vietnam, which reviewed the progress of the Vietnam-Laos cooperation plan for 2024 and set strategic directions for the 2021-2025 bilateral cooperation agreement.

Since 2021, Laos has granted investment licenses for Vietnamese projects totaling USD 869.9 million. In the first half of 2024, Laos approved six new Vietnamese projects, amounting to USD 339 million. These projects span sectors such as mining, electricity, and health care, according to Phet Phomphiphak, Lao Minister of Planning and Investment and chairman of the Laos-Vietnam Cooperation Committee.

The disbursed capital by Vietnamese enterprises in Laos has reached approximately USD 2.8 billion.

Trade between the two countries has also surged, with bilateral trade hitting a 11.1 percent increase from the previous year.

Both nations are actively pursuing new cooperative projects, including the Vientiane-Hanoi Expressway and the Vientiane-Tha Khek-Tan Ap-Vung Ang Railway. They are also focusing on the development of Vung Ang Ports I, II, and III.

Phet Phomphiphak highlighted the importance of improved cooperation between Vietnamese and Lao ministries to better manage investments, resolve issues, and oversee joint ventures. Vietnamese Deputy Minister of Planning and Investment Tran Quoc Phuong also mentioned the proactive coordination between both countries despite global challenges.

Looking ahead, Vietnam and Laos plan to focus on implementing high-level agreements and advancing infrastructure projects, with a strong emphasis on human resource development and innovations in high-tech manufacturing, mining, and e-commerce.

Both nations are also committed to boosting bilateral trade, enhancing connectivity, and improving energy cooperation by connecting power grids between Vietnam, Laos, and Cambodia.
