A Spanish perspective on Chinese modernization

In the 21st century, China is one of the most important players on the international stage. It plays a key role in global economic development, scientific and technological innovation, and the fight against climate change. Gaining a deeper understanding of how China interacts with the world is not only an academic exercise but also essential for anticipating the trajectory of global affairs.

The term “Xuanji” originates from an ancient Chinese astronomical instrument used to track the stars. Just as early astronomers aligned their decisions with celestial movements, Europe today needs to recalibrate its strategic orientation. “Xuanji Tu” (The Celestial Compass) is the title of a palindrome poem written by Su Hui, a talented woman of the Southern and Northern Dynasties (420-589). This carries symbolic weight: there are multiple ways to respond to global challenges, and China’s development experience shows that modernization does not follow a single path. My new book, El calibrador de estrellas, which means Xuanji Tu, explores how China, its enterprises, and its people navigate an increasingly complex global landscape.

One of the most important lessons I have learned from China is that development is not the product of spontaneous impulses, but the result of decades-long, deliberate efforts. In Europe, political vision is often constrained by election cycles, with frequent leadership changes disrupting long-term initiatives. China exhibits strategic continuity: long-term goals remain constant, and the actions to achieve them are sustained over time.

My name is Julio Ceballos. After 18 years of living and working in China, I have come to observe its development with a focused and unbiased perspective, looking beyond surface impressions to understand deeper motivations and values. I have also come to see China not as a monolithic entity nor as an unfathomable enigma, but as a vibrant mosaic where tradition and innovation coexist, pragmatism aligns with ambition, and strategic patience is reinforced by executional efficiency.

The book El calibrador de estrellas is not intended to be an exhaustive analysis or a definitive guide. Rather, it is an invitation – through concrete experiences – to share lessons from China that can resonate with any society: the importance of long-term planning, investing in human capital, fostering innovation with clear objectives, and nurturing collective resilience. It is neither a gesture of blind admiration nor of idealized comparison, but an earnest effort to build a bridge between Europe and China. In an increasingly interdependent world, the true challenge lies in fostering mutual understanding and moving forward together.

Canadian G7 Presidency and IRENA Seize Opportunities for Power System Transformation

New IRENA report for G7 policymakers shows how digitalisation can cut costs, enhance reliability and strengthen power systems worldwide

ABU DHABI, UAE and TORONTO, Oct. 30, 2025 /PRNewswire/ — Digitalisation and artificial intelligence-based applications are becoming gamechangers for the energy transition. They cut electricity costs for end-users, increase energy security, improve business performance, and help integrate low-cost renewables, according to a new report.

Digitalisation and AI for Power Systems Transformation: Perspectives for the G7 explores how Artificial Intelligence (AI) and enhanced applications such as forecasting or automated grid operations can create value across the power system. The report was published today by the International Renewable Energy Agency (IRENA) at the request of the Canadian G7 Presidency, during the G7 Energy and Environment Ministers’ Meeting taking place from 30-31 October in Toronto, Canada.

The analysis intends to guide G7 countries via five value clusters: monitoring, forecasting, operational optimisation, end-use automation, and transparency to address the global power systems transformation. It builds on close cooperation with emerging and developing economies (EMDEs) and highlights advantages for energy access and socioeconomic development in EMDEs, where modernised grids and targeted investment can unlock vast opportunities.

The report recommends G7 policymakers to:

  • Perform benefits-oriented assessment of power systems to guide policy and investment decisions
  • Strengthen data systems and interoperability, with focus on regional networks and cybersecurity
  • Address the digital skills gap across sectors to ensure workforce is ready for energy transition
  • Boost energy planning to mobilise investment, particularly in EMDEs
  • Enhance the cooperation between energy, digital and public sector to accelerate and manage power system transformation

The Honourable Tim Hodgson, Canada’s Minister of Energy and Natural Resources, welcomed the report’s findings: “Digitalization and the rise of new technology like Artificial Intelligence (AI) is reshaping global energy systems, from increased electricity demand to industrial efficiency. Empowering Canada’s energy sector to harness digital solutions is vital to make it more secure, responsible and competitive. Our government was pleased to collaborate with IRENA on a report that reinforces the energy security and innovation priorities that Canada is advancing at the G7 Energy and Environment Ministers’ Meeting.”

Francesco La Camera, Director-General of IRENA said: “Preliminary IRENA data shows the world is set to smash renewable power records again this year, the strongest step toward tripling renewables by 2030. With electricity powering more than half of global energy by 2050, reliability, affordability and security must be the backbone of the digital transition.”

Today’s report encourages a holistic, integrated approach to digitalisation, aligning financial incentives, regulatory frameworks, and workforce development to reduce uncertainty, encourage innovation, and ensure equitable technology adoption.

As countries modernise and expand their power systems, digital solutions should be embedded by design, developed in parallel with physical infrastructure and long-term energy planning.

With electricity’s share of final energy consumption projected to reach 52% by 2050, according to IRENA’s Outlook, digitalisation will be essential to manage this unprecedented scale. The variability of the growing demand and generation, and the rising number of distributed energy resources require a digital transformation in power systems to maintain reliability without diminishing the cost reductions brought by renewables.
