Japan Launches USD 10 Billion Energy Support Plan for Asia

Japan has announced a USD 10 billion energy support initiative for Asian countries as tensions in the Middle East continue to threaten global oil supply routes.

Prime Minister Sanae Takaichi announced the plan during the Asia Zero-Emission Community (AZEC) Plus online summit on energy resilience held on 15 April. It forms part of a new cooperation framework called Partnership on Wide Energy and Resources Resilience (POWERR Asia).

The support will include financing for the procurement of crude oil and petroleum products, efforts to maintain supply chains, and investment in storage facilities to expand oil reserves across the region.

The framework also covers longer-term measures such as diversifying energy sources, securing critical minerals, promoting biofuels, and improving energy efficiency.

Support to Southeast Asia

Japanese officials said the USD 10 billion figure is equivalent to roughly one year of ASEAN’s oil imports if converted into crude oil and petroleum product procurement, but the support package is intended for Asia more broadly, including Bangladesh and South Korea.

AZEC partners include Laos, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Vietnam, as well as South Korea, India, Bangladesh, Sri Lanka, Timor-Leste, as well as international organizations such as the International Energy Agency and the Asian Development Bank.

The announcement came as several Asian governments raised concerns over supply risks tied to the Middle East crisis, especially for countries that rely heavily on imported oil.

At this year’s summit, Philippine President Ferdinand Marcos Jr. called for stronger regional coordination and urged ASEAN to activate and test the ASEAN Petroleum Security Agreement (APSA), a fuel-sharing mechanism designed to respond to supply shocks.

Marcos said the current crisis had exposed how vulnerable Asian economies remain to disruptions along Middle East shipping routes. He proposed a joint emergency exercise under APSA and called for a regional study on shared oil stockpiling.

The developments highlight growing concern across Asia over fuel security, as governments look for both immediate safeguards and longer-term regional solutions.

South Korea to Send Baseball Coaches to Laos Under Regional Development Program

Laos is set to receive South Korean baseball coaches in 2026 as part of a regional initiative aimed at developing the sport across Southeast Asia, according to a report by a South Korean entertainment publication.

The program, led by the Korea Baseball Softball Association with support from the Ministry of Culture, Sports and Tourism and the Korea Sports Promotion Foundation, will dispatch a total of three coaches to the region, including two assigned to Laos and one to Vietnam.

Selected coaches will work directly with local players and coaches, focusing on technical training, grassroots development, and strengthening national teams. They are also expected to design and implement youth development programs to identify and nurture emerging talent.

The initiative forms part of a broader effort by South Korea to expand baseball internationally, using sport as a form of soft diplomacy while raising the global profile of Korean baseball.

Under the program, coaches will help to transfer advanced training methods and build more structured systems for the sport in host countries.

Growing Interest in Baseball in Laos

The program comes at a time when Laos is beginning to show early momentum in developing baseball, particularly among young people.

In Vientiane, the country recently hosted its first Baseball5 Friendly Cup, introducing a simplified version of baseball that requires no bats or gloves. The event drew nearly 100 participants, with strong engagement from youth aged between 15 and 25.

Organized by the Lao Baseball Softball Federation and Lao Youth Baseball, the tournament marked an important step in expanding access to the sport, particularly in areas where full baseball facilities are not available.

Baseball5 is designed to be played in smaller spaces using minimal equipment, making it suitable for schools and community settings. Organizers say it helps build fundamental skills such as throwing, catching, and running, while lowering barriers to entry.

Following the event, plans are underway to introduce Baseball5 programs in schools across Vientiane and establish a school league to create more structured competition pathways.

Laos’ men’s national baseball team is currently ranked 47th globally, and expanding youth participation is seen as key to improving competitiveness in the long term.

AI Adoption Accelerates in Finance But Capabilities Are Lagging Behind

These are some of the key findings from NTUC LearningHub’s Industry Insights Report on Financial Services, which surveyed 200 business leaders to examine how technological change, sustainability priorities and workforce capabilities are shaping the future of the industry.

Against this backdrop, workforce readiness emerged as a key challenge. More than two in five leaders (42%) report difficulty attracting talent with emerging skills such as AI, Environmental, Social, and Governance (ESG) and cybersecurity, while 39% say they struggle to upskill existing employees quickly enough to keep pace with regulatory and market changes.

Beyond talent availability, the report also points to capability gaps within the financial services sector. Business leaders identify AI and machine learning expertise as the most critical future capability (46%), yet more than one-third of leaders (34%) say it is currently lacking in their workforce. Other skills business leaders believe are critical to develop in the sector include cybersecurity (41%) and AI governance and ethical AI practices (38%), fraud and financial crime prevention (34%), and risk management (31%).

In response to these challenges, organisations in the sector are stepping up their investment in training and development. More than one-third of business leaders (37%) report having sent employees for financial services-related training in the past two years, while 50% of leaders say they plan to do so within the next one to two years, signalling a strong intent to strengthen workforce capabilities. This emphasis in workforce development is reinforced by broad recognition of formal credentials, with more than four in five business leaders (25% very important, 59% quite important) acknowledging the importance of industry-recognised certifications in validating employee competencies.

At the same time, business leaders recognise that workforce development must extend beyond technical capabilities. They also identify a continuous learning mindset (41%), critical thinking (40%), and creativity in product and service innovation (39%) as the top human skills for professionals in the financial services to develop.
