Thailand Tightens Airport Security Amid Cambodia Border Tensions

Thailand has stepped up airport security measures for visa-free foreign nationals, particularly Cambodian citizens and individuals suspected of mercenary activity, as border tensions with Cambodia continue to escalate.

The Immigration Bureau announced the enhanced screening measures on 15 December confirming their immediate implementation at Suvarnabhumi, Don Mueang, Chiang Mai, Phuket, and Hat Yai airports. Authorities said the measures aim to identify individuals suspected of espionage, illegal border crossings, or other activities that could threaten national security.

Security concerns have intensified following renewed clashes between Thai and Cambodian forces, which erupted in early December. Officials said the current situation requires closer monitoring of cross-border movements and foreign arrivals during the period of heightened tension.

Focus on High-Risk Groups

Thai authorities are concentrating enforcement efforts on two main groups: suspected mercenary personnel from Eastern Europe and Central Asia, and Cambodian nationals traveling to Thailand during the ongoing border standoff. Officials said travel patterns among these groups appear inconsistent with normal tourism, given the recent military confrontations.

Between early December and 13 December, immigration officers denied entry to 185 individuals under the tightened screening criteria.

The Immigration Bureau said it is working closely with intelligence agencies to verify information related to possible foreign mercenary movements. Officials stressed that the measures seek to strengthen security while avoiding unnecessary disruption to legitimate tourism and travel.

Foreign nationals with genuine business purposes must now apply for appropriate visas through Thai embassies or consulates before traveling.

Airport Operations Continue

Authorities acknowledged that the enhanced screening could increase waiting times at Suvarnabhumi Airport during peak hours. However, the Immigration Bureau said it has deployed full staffing to manage passenger flows, with processing times expected to remain within 45 minutes.

The new measures do not apply to Thai nationals.

Indonesia: meaningful improvements in key governance areas

Over five years, Indonesia shows stability and targeted improvements. After 2021–2024 fluctuations, Indonesia ranks 47th globally in 2025. The Index highlights meaningful gains in areas tied to long-term vision, strategic prioritisation, and institutional strengthening.

Since 2021, Indonesia’s strongest improvements are in the Leadership and Foresight and Strong Institutions pillars:

  • Indonesia ranks 26th globally in the Leadership and Foresight pillar, up 9 places since 2021. Within this pillar, Strategic Prioritisation rose 25 places from 44th in 2024 to 19th in 2025.
  • Under Strong Institutions, the Coordination indicator improved 27 places between 2024 and 2025 (75th to 48th), reflecting the maturing role of the Coordinating Ministries system in streamlining communications and policy implementation across the public sector.

As Indonesia moves toward its 2045 “Golden Indonesia” vision, the CGGI findings reflect the impact of reforms in public administration: modernised planning, stronger regulatory governance, and adoption of digital tools to improve administrative processes. These ongoing initiatives have already contributed measurable improvements in state capability.

Dinesh Naidu, Director (Knowledge) at CIG, noted that Indonesia’s trajectory reflects the value of sustained reforms. “Indonesia’s progress shows that capability building is an investment that pays off. The most consistent gains come in areas where the government has strengthened coordination, improved institutions and systems, and enhanced long-term planning. These foundations matter because they enable better delivery over time,” he said.

Asia Pacific: diverse trajectories with strong performers

Asia Pacific remains one of the most diverse governance regions in the Index. In 2025, Singapore (1), Australia (12), New Zealand (13), South Korea (17) and Japan (19) were the region’s top five performers, demonstrating multi-year consistency rooted in strong institutions and long-term planning.

Among emerging economies, Mongolia stands out for its upward trajectory, rising from 88th in 2021 to 76th in 2025, with gains in Leadership and Foresight and improvements to digital service delivery under its Vision 2050 strategy.

These developments reflect a broader global trend: governments that invest in capability see tangible progress relative to their peers. This dynamic is part of what the Index refers to as “governance competition”, where advances in one country raise expectations for others. “The CGGI shows that capability building matters. As countries improve faster, they raise the bar and set new benchmarks for everyone else. Standing still is no longer an option,” Naidu said.

Japan’s construction sector faces chronic labor shortages, leading to an increase in the hiring of foreign nationals from Southeast Asia. This trend is accelerated by the Specified Skilled Worker system, supported by bilateral Memoranda of Cooperation (MOC) between Japan and various Southeast Asian governments. Consequently, a growing number of technical interns are transitioning to Specified Skilled Worker status. Simultaneously, the construction sector is expanding in many Southeast Asian countries, although it still faces common challenges of on-site quality and boosting productivity.

In response to these trends, ANDPAD has expanded its language support to include Indonesian, Thai, Traditional Chinese (Taiwan), and Spanish. Initially, this multi-language support will cover the Construction Management features—the most widely used function of ANDPAD—to facilitate centralized information management and smoother communication at construction sites in both Japan and Southeast Asia.

Going forward, ANDPAD will continue to actively pursue expansion of functions in multiple languages along with development efforts to offer support for various languages. The company will proceed to promote DX in the Southeast Asian construction industry in addition to the Japanese market.
