Bokeo-Xayabouly Road Project Reaches 30 Percent Completion

The 53-kilometer road construction project linking the northern provinces of Bokeo and Xayabouly has reached 30 percent completion.

A road construction project linking two northern provinces, Bokeo and Xayabouly, has reached 30 percent completion, according to officials following a recent inspection.

On 8 March, Lao Deputy Prime Minister Saleumxay Kommasith and the Minister of Public Works and Transport visited the construction site to monitor progress and accelerate the project’s implementation.

Spanning a total length of 53 kilometers through challenging northern terrain, the road is designed with a width of 8 meters to accommodate two-way traffic. The project carries a total investment of over LAK 318 billion (approximately USD 14.9 million) and is scheduled to be completed within four years. The project is being carried out by the Douang Chaleun Group, which began work in July 2023.

Officials said work is progressing across several sections along the route. Some parts between Houayxay and Paktha have already been paved, with completed segments ranging from 5 to 10 kilometers.

Despite the progress, authorities said the project has experienced some delays due to budget constraints affecting payments under the construction contract.

Once completed, the road is expected to improve transportation between the two northern provinces and eventually connect to Vientiane Capital.

During the visit, the delegation also inspected a 3.6-kilometer Mekong River riverbank protection project in Huayxay district, valued at over LAK 350 billion (USD 16.3 million), which has reached 3.35 percent completion.

Attapeu Corruption Case Exposes Billions in Stolen Public Funds, 38 Suspects Implicated

Authorities in Attapeu Province have uncovered one of the province’s most significant corruption cases to date, involving 38 suspects and resulting in staggering financial losses that have shaken public trust in local governance.

According to Souvansy Keopaseuth, Head of the Provincial Anti-Corruption Organization, who reported on 10 March, the total losses comprise over LAK 158 billion (approximately USD 7.4 million) and an additional USD 369,000. 

At the center of the case is Souvixay “Mou” Souliyalay, the primary suspect, who fled to Thailand following the initial investigation. He later surrendered to provincial authorities in December 2024, triggering a broader probe that identified 37 additional suspects. 

Investigators found that misappropriated funds were drawn from multiple sources, including government ministry budgets, disaster relief funds earmarked for victims in Sanamxay district, and loans obtained from financial institutions.

Of the 38 suspects identified, 12 have been prosecuted and sentenced, while 26 remain under active investigation. The suspects include 19 government officials, one of whom has since died, three centrally managed officials, including one retiree, 16 individuals directly linked to the corruption offenses, and 10 others connected to related criminal activities.

In conjunction with the investigation, authorities seized several assets, including 14 land plots, four vehicles, two motorcycles, and one mobile phone.

Souvansy confirmed that investigators have completed their work and formally submitted the case file to the Provincial People’s Prosecutor’s Office. Remaining matters are still being processed, and further announcements will be made as results become available.
