Vietnam Sends Senior Party Leader to Laos, Advances Strategic Ties

This Week

Vietnam’s Communist Party has dispatched Tran Cam Tu, a Politburo member and Permanent Secretary of the Communist Party of Vietnam’s Central Committee, to Laos.

Tran Cam Tu arrived in Vientiane on 9 April aboard a special flight. He was received at Wattay International Airport by senior Lao party and government officials. The visit was made at the invitation of Vilay Lakhamphong, Permanent Secretary of the Lao People’s Revolutionary Party.

During the visit, Tu held separate meetings with Party General Secretary and President Thongloun Sisoulith, and Prime Minister Sonexay Siphandone. Both sides reaffirmed the longstanding relationship between Laos and Vietnam, rooted in shared revolutionary history, political trust, and decades of cooperation.

The visit comes amid renewed diplomatic momentum between the two countries. Earlier this week, Lao leaders exchanged congratulatory messages with Vietnam following the re-election of To Lam as President, while preparations were underway for the high-level delegation visit to Vientiane. Officials on both sides emphasized continued commitment to strengthening friendship, solidarity, and strategic cooperation.

The timing also follows recent political transitions in both countries, including party congresses and leadership changes. Vietnamese Ambassador Nguyen Minh Tam noted that this is the first visit by a senior Vietnamese leader to Laos since the 14th National Party Congress.

Discussions focused on implementing the “strategic cohesion” framework, introduced during To Lam’s visit to Vientiane on Lao National Day on 2 December. Both sides stressed the need to translate this framework into concrete cooperation across trade, infrastructure, energy, defense, and people-to-people exchanges.

Economic cooperation remains a central pillar of the relationship. Vietnam is one of the largest foreign investors in Laos, with projects spanning energy, mining, agriculture, and telecommunications. Both countries are also working to improve transport and logistics connectivity, including regional initiatives such as the East–West Economic Corridor, which links Laos to Vietnamese ports and broader regional markets.

Recent discussions in southern Laos have also focused on accelerating cross-border trade and infrastructure development, including plans to strengthen road, rail, and energy links connecting Laos, Vietnam, and Thailand.

Prime Minister Sonexay also extended congratulations to Vietnam’s newly appointed Prime Minister Le Minh Hung.Officials say the latest visit reflects ongoing efforts to deepen coordination between the two countries as they move to implement their upgraded strategic partnership.
