The Ministry of Public Security has instructed police departments nationwide to accelerate the issuance of digital ID cards, setting a target of 220 cards per district per day as part of a nationwide rollout of the new citizen management system.
The directive applies from 15 January to 16 June and calls for nationwide police and relevant authorities to prioritize digital ID services.
Authorities are also urged to mobilize officials, mass organisations, the military, police, and the public to encourage public participation in the registration process.
Alongside the daily issuance target, police units are required to accelerate the conversion of family registration books into electronic records, with full digitization scheduled for completion by 15 June this year.
Laos began preparing for nationwide digital ID issuance in 2024 with the launch of the Digital Citizen Management and Identity Card System, aimed at modernising identity verification, e-government services, and population data management. The rollout expanded nationwide in December 2025, allowing citizens in all provinces to apply for digital ID cards to replace the paper-based system.
Officials said the measures are intended to modernise population management, improve access to public services, and support national goals under the digital ID and population database program.
