Laos is proposing to expand its official list of prohibited narcotics and controlled chemicals to close legal loopholes as authorities deal with new and unclassified drugs entering the country.
Minister of Public Security Vanthong Kongmany presented the proposed framework to the National Assembly on 5 October.
He told lawmakers that traffickers are increasingly using new chemical variants and designer drugs that are not covered by existing legislation. This can make it more difficult for authorities to make arrests and for courts to prosecute cases.
The proposal would turn a recent government decree into an official National Assembly resolution. It would create two clear lists: one covering prohibited narcotics and another covering controlled chemicals.
The government says the new framework would give police, prosecutors, and judges a clearer legal basis for dealing with existing drugs and new substances that may emerge in the future.
Large Drug Seizures
The proposed changes come as Lao authorities report a series of major drug seizures, highlighting the scale of trafficking operations in the country.

On 1 October, police seized 521 kilograms of crystal methamphetamine packed into 21 suitcases at Luang Prabang International Airport. The drugs were being loaded onto a private aircraft scheduled to fly to Malaysia.
Authorities seized the aircraft and detained 13 people, including the pilot, co-pilot, and seven airport staff members. The investigation is ongoing.
The following day, police in Bolikhamxay Province seized 800,000 methamphetamine pills weighing 95 kilograms after stopping a vehicle in Thaphabat District.
The smugglers reportedly tried to transfer the sacks to a motorcycle before fleeing into a nearby forest. Authorities are continuing to search for those involved in what they described as a cross-border trafficking network.
Courts Hand Down Penalties

Lao courts have also handed down severe sentences in recent drug cases.
A provincial court in Phongsaly recently sentenced a 27-year-old Lao national to death for trafficking 180,000 methamphetamine tablets. In a separate case, a 34-year-old man was sentenced to 12.5 years in prison for drug possession and attempted murder.
Meanwhile, the Vientiane Provincial Court sentenced 11 defendants in mid-September for various offenses, with prison terms ranging from two to 13 years and total fines of LAK 537.5 million (USD 23,952).
Across the separate cases, the defendants were convicted of trafficking or possessing a combined 3,665 methamphetamine pills, along with crystal methamphetamine and illegal weapons.
