ISCA Commits $6 Million to Launch Polytechnic Pathway Programme to Support Polytechnic Graduates in Becoming Chartered Accountants of Singapore; Builds on Full Employment Rate for Diploma Holders who completed SCAQ


SINGAPORE – Media OutReach Newswire – 20 January 2025 – The Institute of Singapore Chartered Accountants (ISCA) will be setting aside up to $6 million in associated costs and subsidies to launch the Polytechnic Pathway Programme (PPP), specially curated for all local polytechnic graduates who embark on the Singapore Chartered Accountant Qualification (SCAQ) programme after completing their diplomas. The newly-minted programme is in line with recommendations by the Accountancy Workforce Review Committee, announced in May 2023, to ensure a sustainable pipeline of high-quality accountancy talent.

Under the PPP, polytechnic graduates from full-time Pre-Employment Training Diplomas who sign up for the SCAQ Foundation Programme (FP) will receive a sponsorship of SCAQ-related fees and learning support from ISCA for a period of two years after graduation. The PPP will also allow polytechnic students to enrol as ISCA student members and gain access to SCAQ learning resources. Students from all local polytechnics in Singapore are eligible for the programme regardless of the diploma they hold, and ISCA aims to attract students across various non-accountancy disciplines, such as business, information technology, and even design and media.

This initiative builds on the success of ISCA’s Accelerated Pathway Programme (APP), which was launched in April 2024 to offer university students studying accountancy a dedicated route to becoming a Chartered Accountant of Singapore. Since the expansion of the SCAQ in November 2023 to include non-accountancy diploma holders, ISCA has seen a twofold increase in the number of polytechnic graduates enrolling for the SCAQ, including graduates who held non-accountancy diplomas. Presently, ISCA has over 110 polytechnic graduates currently enrolled in the SCAQ FP, which comprises around 11% of the total SCAQ FP candidature pool. This number is projected to increase, especially with the launch of the PPP and other student outreach efforts that ISCA will scale up over the next few years.

In addition, ISCA will be establishing Campus Enterprise Hubs across six polytechnics and universities by end-January 2025. These hubs are dedicated spaces which aim to provide an avenue for students to engage with ISCA and ISCA’s wide network of Accredited Training Organisations and Professional Accountancy Hub member organisations[1], collectively bringing together over 520 employers and 3.6 million members to connect with students. ISCA will also facilitate engagement sessions between students and employers, with the objective of cultivating a strong pool of talent for employers to tap on, and conversely helping students pursue internship and job opportunities. Earlier today, Member of Parliament and Chair of the Government Parliamentary Committee (GPC) for Finance, Trade and Industry Mr Liang Eng Hwa and ISCA President Mr Teo Ser Luck opened ISCA’s first Campus Enterprise Hub in Ngee Ann Polytechnic (NP).

The Cook Islands – Providing Peace of Mind

Whilst it is true clients want their financial service providers to be progressive, provide expertise and grow wealth, in these very uncertain political and economic times they also want to be sure their assets are safe and secure and held within organisations and jurisdictions that are well regulated and compliant with international best practices.

Over the past four decades the Cook Islands has shown itself to be innovative with its trust laws, which provide the strongest protection for a settlor’s assets, but also a leader in the regulation of the licensed trustee companies that hold those assets and in the implementation of a money laundering regime designed to protect the Cook Islands banking system from being used by those seeking to commit financial crimes. 

Regulation

The Cook Islands Financial Supervisory Commission (“FSC”) is responsible for the regulation and supervision of all financial services and licensed financial entities (including licensed trustee companies) in the Cook Islands. One of the FSC’s key responsibilities is to protect the interests of clients of financial institutions, policyholders and depositors. Any complaints concerning the conduct of a licensed entity can be taken to the FSC (as well as the business itself and the Ministry of Internal Affairs) for investigation.

International Best Practice

Over recent years the Cook Islands has received an outstanding Mutual Evaluation Report from the FATF indicating it has one of the best anti-money laundering regimes in the world. It has implemented the CRS and FATCA into its laws to ensure transparency through automatic exchange of financial information with other jurisdictions to assist in countering tax evasion and other financial crimes.  The Cook Islands is a member of the OECD’s Global Forum on Transparency and Exchange of Information for Tax Purposes as well as its BEPS Inclusive Framework. It has avoided being placed on the EU’s non-cooperative tax jurisdiction list by making carefully constructed amendments to its tax laws. The EU and the OECD regard the Cook Islands as a cooperative tax jurisdiction.

The 15th Spring Festival Book Exposition held around the world

BEIJING, Jan. 20, 2025 /PRNewswire/ — During the Chinese New Year of 2025, the 15th Spring Festival Book Exposition organized by China National Publications Import & Export (Group) Co.,Ltd (CNPIEC) was held successively among the Chinese bookstores from 33 countries and regions, including the U.S., Canada, France, Singapore, Malaysia, Nepal, Tunisia, Japan, Greece, Myanmar and Germany. The book exposition provided a great assortment of the latest Chinese books to overseas Chinese and readers.

A total of 100 well-known publishers from China participated in the 2025 book exposition such as People’s Publishing House, People’s Literature Publishing House, Foreign Languages Press, China Science and Technology Press and Peking University Press. They offered a wider choice of books for readers, covering social science, traditional culture, literature and art, and children’s literature.

As the book exposition coincides with the spring festival of 2025, CNPIEC also presented overseas Chinese bookstores with creative cultural products such as calendars, brush pens, the paper bearing the Chinese character “happiness”, and decorative Chinese knots. Moreover, various traditional Chinese cultural activities were held, including making dumplings, Peking Opera mask flipping cards, pitch-pot and hooping, and also Airplane Model Building Contest.

All of these products and activities greatly enhanced the atmosphere of the spring festival, attracted more overseas readers, and won unanimous acclaim from overseas Chinese bookstores.
