Pre-Olympic Event Builds Excitement for Paris 2024

Ahead of the much-anticipated opening ceremony of the Paris 2024 Olympic Games on 26 July and Paralympic Games on 28 August, the French Embassy in Laos organized a sports event in the garden of the French Institute.

This gathering brought together participants from Laos, ASEAN countries, and France, creating a welcoming atmosphere centered around various sports activities including pétanque, badminton, ping pong, archery, basketball, and a boxing show by Lao athlete Daomayuly Chanthilath.

The pétanque contest, featuring teams from the French Embassy, the Ministry of Education and Sports, the Ministry of Health, and the Lao Rugby Federation, ended in a victory for the representatives of the Ministry of Education and Sports.

French Ambassador in Laos, Siv-Leng Chhuor, and Vice-Minister of Education and Sports, Kingmano Phommahaxay, inaugurated the event, stressing the importance of inclusion, equality, respect, and team spirit that sports merge into a universal language. Ambassador Chhuor highlighted France’s commitment to fostering human exchanges between Lao and French youths, particularly through education and sports initiatives.

The event in Vientiane is part of the global initiative “Relay around the world,” spearheaded by Paris 2024 and the French Ministry for Europe and Foreign Affairs on 14 March. This initiative orchestrated a 24-hour sport relay across five continents, engaging more than 18,000 participants and 176 athletes who showcased 55 different sports throughout the day.

SIBUR attends Geneva roundtable, discusses projects to reduce plastic pollution


GENEVA, RUSSIA – Media OutReach Newswire – 25 March 2024 – Representatives of SIBUR, Russia’s largest producer of polymers and rubbers, attended the Ecumene roundtable in Geneva where they discussed the company’s advanced initiatives in the circular economy and the mitigation of its climate impact.

The discussion took place in advance of an upcoming United Nations discussion on a legally binding global agreement to combat plastic pollution, including in the marine environment, scheduled for April 2024 in Ottawa, Canada.

Maxim Remchukov, SIBUR’s Director for Sustainable Development, called polymer waste recycling an important part of the company’s sustainability strategy. Under its Vivilen brand, SIBUR produces a range of polymers containing recycled plastic for various applications: food (rPET), non-food (rPO) and home decor (rPS). This initiative helps keep around 1.7 billion plastic bottls per year out of landfills. SIBUR also recycles polystyrene packaging and canisters made of low-density polyethylene.

SIBUR is implementing a number of plastic collection and recycling projects in collaboration with various partners in its regions of operations. The company supports plastic waste collection at marathons as well as football and basketball matches, and it even produces eco-friendly basketballs from recycled plastic.

The Russian government is also concerned about the environment and last year mandated that plastic-packaging manufacturers either recycle their packaging or pay a special environmental fee. Discussions are also under way regarding a ban on certain types of plastic packaging.

Remchukov noted that opportunities for recycling mechanical plastic waste were limited, depending on the quality of the material and how clean it is, whereas chemical recycling (thermolysis) has enormous potential, he said. This process converts complex and difficult-to-recycle packaging waste into hydrocarbon raw materials, which are then used to produce primary polymers. SIBUR is considering launching a pilot thermolysis plant.

The company is also a leader when it comes to the climate agenda. According to the Russian Carbon Unit Registry, SIBUR has one of the largest portfolios of climate projects among the Russian companies. SIBUR’s climate projects are set to reduce CO2 emissions by over 6 million tons by the end of 2032. The company plans to sell the carbon units obtained through their implementation in Russian and international markets.

Polymer waste recycling also reduces greenhouse gas emissions by decreasing the volume of waste sent to landfills and the amount of primary raw materials used for production, which are replaced in part by recycled materials.

Four Suspects Charged, as Russian Diplomat Says US Didn’t Pass Along ‘Concrete’ Info Before Moscow Attack

As four suspects were charged in the deadly terrorist attack on a concert at Moscow’s Crocus City Hall, Russia’s ambassador to the United States (US) claimed that the US administration didn’t pass “concrete information” through the Russian Embassy in Washington about possible preparations for a terror attack.

Russian investigators said the attack killed at least 137 people, including three children, and injured 182 others. At least 101 of the victims were being treated in hospitals on Sunday, Russian officials said.

Russian authorities identified the two suspects charged in Friday’s attack as Dalerjon Mirzoev and Rachabalizod Saidakrami Murodali, the press services of the Basmanny Court of Moscow told the Russian news agency Interfax on Sunday.

The suspects are charged with committing a terrorist attack that resulted in the death of a person as part of an organized group, Interfax reported. The suspects are under detention, but investigators are formally asking for their arrest.

“The court received petitions from the investigation to select a preventive measure in the form of detention in relation to Dalerjon Mirzoev and Rachabalizod Saidakrami Murodali,” the press service reported.

Τhe suspects face life imprisonment if convicted.

Late Sunday and into early Monday morning local time, two other suspects were brought to the Basmanny Court – Muhammadsobir Zokirchonovich Fayzov and Shamsidin Fariduni – and charged with terrorism, according to the court. All of the suspects have been ordered to remain under pre-trial detention of at least two-months.

Meanwhile, Anatoly Antonov, the Russian ambassador to the United States, denied a statement from a US State Department official Saturday that the US shared information on a possible attack with Russian authorities in accordance with its longstanding “duty to warn” policy.

“Nothing was passed,” Antonov told Russian state news agency TASS while answering a question about whether any information was handed over by the U.S. side before the terrorist act.

He added, “No concrete information, nothing was transferred to us.”

A U.S. State Department official said Saturday that the U.S. government had shared information on a possible attack with Russian authorities in accordance with its longstanding “duty to warn” policy.

But U.S. officials claimed information sharing came ahead of Friday’s deadly attack on a Moscow venue.

The search for bodies under the rubble of the Crocus City Hall, one of the largest shopping and entertainment complexes in Russia, continued on Sunday.

Russian President Vladimir Putin was informed Saturday that four suspected gunmen responsible for the attack were arrested near Russia’s western border with Ukraine, Russian news agencies reported.

Seven others have been detained and the search for other accomplices is ongoing, the state news outlets reported.

ISIS claimed responsibility for the deadly attack Friday night, in which gunmen opened fire on concertgoers at one of Moscow’s largest entertainment complexes. The attackers then set the complex on fire.

Antonov described the official Washington reaction to the attack on Friday as “rather muffled,” adding that the administration followed on Saturday with a “clear” statement. But it was unclear how much information Washington officials had passed on prior to the attack, he said.

“The question arises whether US officials passed all the available information to the Russian side, as they state,” the ambassador said.

He further elaborated that the NACC has collaboration with enforcement agencies from the Nordic countries in both bilateral and multilateral. It has a memorandum of understanding between each other to exchange legal information, coordinate cases, as well as academic cooperation in particular, the sharing of knowledge and anti-corruption practices which is beneficial to raising the level of the Corruption Perceptions Index (CPI) of Thailand. This tie collaboration will help promote the prevention and suppression of corruption in Thailand more effectively.

Furthermore, under the cooperation, both sides discussed and exchanged information on international cooperation in criminal matters related to corruption cases between Thailand and the Nordic countries. Denmark has expressed great interest in the NACC’s corruption prosecutions and is willing to cooperate in solving transnational corruption cases, while also exchanging information that is beneficial to the fight against corruption.

Mr. Niwatchai concluded that the NACC has given great importance to strengthening and expanding the network of cooperation with law enforcement agencies of various countries to deal with transnational corruption continuously. Presently, the NACC, in Thailand has made memoranda of understanding with 25 law enforcement agencies and international organizations, including nine ASEAN countries, the Ministry of Supervision of China, the Independent Authority against Corruption of Mongolia, the Anti-Corruption Commission of Bhutan, the Independent Commission Against Corruption of Australia, the Oversight and Anti-Corruption Authority of Saudi Arabia, the Police Presidium of the Czech Republic, Federal Ministry of the Interior of Austria, Investigative Committee of the Russian Federation, International Department of the National Crime Agency of the United Kingdom, and Office of the Comptroller General of Brazil, as well as World Bank, United Nations Office on Drugs and Crime (UNODC), International Anti-Corruption Academy (IACA), Basel Institute on Governance, United Nations Development Programme (UNDP) and the UN International Organization for Migration (IOM).

National Anti-Corruption Commission (NACC), Thailand

The National Anti-Corruption Commission (NACC) is a constitutional independent organization and supervised by nine commissioners selected from various professions. It is authorized to undertake work on the prevention and suppression of malfeasance, particularly in government agencies, on assets investigations, as well as on the monitoring of ethics and virtues of political position holders.

It has the authority to file charges in court as well as support and build up awareness of the penalties for committing corruption. The NACC is supervised by the NACC Board and has the Office of the NACC as its administrative agency.

Since 1997, Thai Courts have ruled against and punished politicians, former ministers, high-ranking government officials as well as executives of the private sector in the thousands of cases submitted by the NACC.
