Houaphanh Kicks Off Radio & TV Station Project With Support From Vietnam

On 27 October, Houaphan Province began constructing a new radio and television station, jointly funded by Laos and Vietnam with over VND 146 billion (around LAK 120 billion), set to boost local media with modern digital broadcasting by the end of 2026.

On 27 October, Houaphanh Province launched the construction of its new provincial radio and television station, strengthening local media infrastructure.

The ceremony took place at the former site of the Provincial Culture and Tourism Division, witnessed by Lao and Vietnamese officials.

Valued at over VND 146 billion (approximately LAK 120 billion), the project is jointly funded by the governments of Laos and Vietnam, with more than VND 138 billion (around LAK 113 billion) contributed by Vietnam and VND 7.8 billion (about LAK 6.4 billion) by Laos.

According to Houaphanh authorities, the new broadcasting complex will feature modern, interconnected digital systems, including digital transmission and broadcasting equipment, standard ground-based transmission infrastructure, production studios, a 75-meter antenna, and comprehensive safety systems covering electrical networks, fire prevention, and lightning protection.

The project is scheduled for completion by the end of 2026.

Once operational, the station will enhance local media production capabilities, enabling high-quality broadcasting that delivers timely information and educational content to the public with improved clarity and speed.

The following is a text of the announcement:

Banner Capital Management Limited as Arranger and Underwriter has announced today that the Issuer is seeking to raise AUD 9,455,635 through the issue of a series of debentures (in the form of loan notes) for the purposes set out below.  

The loan notes (the Notes) to be issued represent a loan commitment of up to AUD 9,455,635.

Pursuant to an agreement with the Issuer, the offer is made by the Underwriter to investors who are qualified as ‘wholesale investors’ as defined in the Corporations Act 2001 (Cth). The Underwriter has agreed to initially subscribe for the issued Notes on 24 October 2025 and will offer the loan notes pursuant to the agreement.       

This open letter constitutes an offer of the Notes for the purposes of the ‘public offer test’ in section 128F(3)(e) of the Income Tax Assessment Act 1936 (Cth). That provision provides an exemption from Australian interest withholding tax in relation to interest paid on the loan notes to non-Australian noteholders.

Financiers and those in the business of dealing in debentures, or the buying and selling of loan notes or other debt interests and who are interested in subscribing for the Notes will be required to give customary representations, warranties and information about their status, to assist the Issuer to demonstrate compliance with section 128F of the Income Tax Assessment Act (Cth).

For the past 21 years, the MOE’s Taiwan Scholarship and Huayu Enrichment Scholarship programs have been supporting international students to pursue degrees or study Mandarin in Taiwan. Through their time in Taiwan, it is hoped that these students will gain deeper insight into Taiwan’s educational and academic environment, build meaningful connections with the people of Taiwan, and become important bridges linking Taiwan with their home countries. The MOE also encourages these outstanding students to make the most of their bilingual or multilingual abilities and their familiarity with both their own and Taiwan’s cultures after graduation. Whether they choose to stay and work in Taiwan or return to their home countries, they can help promote international talent exchange and become the best ambassadors for “Studying in Taiwan.”
