Clarivate Reveals the AI50 – the Organizations Leading Artificial Intelligence Invention

Detailed Methodology
The inaugural edition of the AI50 is derived from a focused analysis of AI inventions indexed in the Derwent World Patents Index. Invention strength is scored using an invention‑level metric from Clarivate, and the top 0.5% within the AI set are selected. From these, only inventions with patent family members in at least two countries are retained. Each invention is attributed to its current ultimate owner, and organizations are ranked by the number of these qualifying inventions they own. The top 50 organizations constitute the AI50 (52 this year due to a tie at the inclusion boundary).

Shahin Mahmudzada, executive director of the Central Bank of Azerbaijan, echoed the opinions, highlighting the importance of building a sound ecosystem for development of finance and green transition in face of increasingly imperative climate change situations.

Currently, global green transition is shifting from passive responses to combating climate changes to active strategies pursuing energy independence and improvement in economic efficiency, noted Li Hongyan, deputy head of the State Administration of Foreign Exchange.

Under such circumstances, green and sustainable development remains a question that must be answered in the common development of humanity and the Global South is becoming a value highland for green investment, said Wang Zhiheng, president of Agricultural Bank of China (ABC).

Amid global green industrial chains’ reshaping, opportunities are there for China and other Global South countries to seek win-win cooperation through high-level financial opening-up and deeper green financial coordination, added Li.

To co-advance high-quality green finance development and guide global capital flows into green and low-carbon sectors, Chinese financial institutions are encouraged to carry out green and low-carbon investment in Belt and Road partner countries, said Lu Lei, deputy governor of the People’s Bank of China.

Green is the defining color of high-quality Global South development and Chinese entrepreneurs and financiers are co-contributing a series of sustainable solutions and wisdom to Global South green development, said Yang Dongning, vice president of the Export-Import Bank of China.

Laos Audit Body Uncovers LAK 37,600 Billion in Budget Violations Over Five Years

Viengthavisone Thepphachanh, President of the State Audit Organization (SAO), presented figures on violations over the past five years (2021–2025) during the inaugural session of the 10th National Assembly on 25 March.

Laos’ State Audit Organization (SAO) uncovers LAK 37,600 billion (approx. USD 1.8 billion) in budget discipline violations over the past five years, SAO’s president Viengthavisone Thepphachanh said during the inaugural session of the 10th National Assembly on 25 March.

Over the 2021-2025 period, the SAO completed 611 audit cases spanning state budget, loans and grants, public investment, banking, state-owned enterprises, and special topic audits, achieving 102 percent of its five-year target.

Recovery performance showed a dramatic upward trend across all five years. 

In 2021, just 5.87 percent of violations identified were recovered. The following year, total violations dipped to LAK 3,961.39 billion (approx. USD 184 million), though the recovery rate edged up to nine percent. 

Violations rose again in 2023, with a recovery rate of 13.84 percent. By 2024, enforcement had accelerated sharply, with nearly 48 percent recovered. The 2025 figure stands at LAK 12,033 billion (approx. USD 555 million) identified, the highest single-year total, with recovery results to be finalized by end of 2026. 

In total, the SAO recovered over LAK 7,000 billion (approx. USD 323 million) across the five-year period.

The findings drew a direct response from Prime Minister Sonexay Siphandone, who at the same session on 26 March called for a major overhaul of audit and inspection systems, flagging unrecoverable state assets, overlapping institutional roles, and the need for stronger enforcement and digital modernization.

In the next five years, Viengthavisone also unveiled the SAO’s 2026-2030 Action Plan, targeting 620 audits and an 80 percent annual resolution rate, built around six pillars: organizational restructuring, legal reform, human resource development, professional audit strengthening, digital modernization, and international cooperation.

Vietnam, China Congratulate Thongloun on Re-election as Lao President

Laos has received warm congratulations from Vietnam and China following President Thongloun Sisoulith’s re-election.

On 23 March, Vietnam’s top leadership has extended their congratulations to Laos’ newly appointed leaders, including Thongloun Sisoulith, who was elected State President, Sonexay Siphandone as Prime Minister, Saysomphone Phomvihane as National Assembly Chairman, and Viengthong Siphandone as Vice State President.

In their messages, Party General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Vice State President Vo Thi Anh Xuan acknowledged the significant trust placed in the new leadership. 

They highlighted the recognition of their capabilities, reputations, and contributions, particularly in advancing Laos’ revolutionary ideals and socio-economic development. The Vietnamese leaders reaffirmed the strong and continued relationship between the two countries.

Bertelsmann Stiftung BTI Survey 2026: More Autocracies Worldwide – But Democratic Resistance Is Growing

Democracy is on the defensive. This is shown by the Bertelsmann Stiftung’s Transformation Index 2026 (BTI). The BTI was first surveyed twenty years ago, when democracies were still in the majority. Today, 56 percent of the 137 countries surveyed by the BTI are ruled autocratically. However, this rarely leads to better governance. Autocracies are more susceptible to corruption, less capable of shaping the future, and less consensus-oriented. However, examples such as Poland and Brazil show that social resistance and political competition can pave the way back to democracy.

GÜTERSLOH, GERMANY – Newsaktuell – 26 March 2026 – A majority of 77 of the 137 states surveyed by the BTI are now ruled autocratically and are taking increasingly repressive action against the opposition, the media and civil society. Of these countries, 52 are hard-line autocracies in which fundamental rights are completely disregarded – more than at any time since the survey began in 2006. But autocratic tendencies are also gaining ground in numerous democracies. “Many elected governments have undermined core democratic institutions in order to stay in power, and this paves the way for autocracy,” says democracy expert Sabine Donner.

In 54 percent of the countries, elections no longer meet minimum standards. In some countries, such as Gabon or Niger, they were suspended after military coups, while in Belarus, Russia and Rwanda they are strictly controlled legitimizating rituals. However, numerous free and fair elections also led to peaceful changes of government. In Madagascar, Tanzania and Venezuela, mass protests following rigged elections were violently suppressed, but strengthened political mobilization beyond the election date.

Examples such as El Salvador, Serbia and Turkey show that the repeatedly touted promise of authoritarian efficiency is rarely fulfilled. Corruption is insufficiently combated in more than 100 countries, two thirds of which are autocracies. “In autocracies, loyalty must be rewarded and positions secured,” says BTI expert Hauke Hartmann. “The supposed efficiency of authoritarian regimes is a myth.”

However, persistent grievances continue to ensure that protests by dissatisfied citizens show no sign of abating. In Bangladesh, Nepal and Sri Lanka, protests forced a democratic opening, while a democratic turnaround was achieved in Brazil and Poland. “The BTI shows how much pressure democratic institutions are coming under – at the same time, we are seeing remarkably lively resistance to their erosion in many places,” says Daniela Schwarzer, Member of the Executive Board, Bertelsmann Stiftung. “This ability to mobilize, which comes above all from an active civil society, is a key potential for democratic renewal.”
