Savannakhet Urges Simple Pi Mai Lao Celebrations Amid Budget Concerns

Savannakhet authorities are urging simple and responsible Pi Mai Lao celebrations this year, warning against unnecessary spending as economic pressure continues.

In a notice issued on 2 April, the provincial government called on all sectors, especially state departments, to limit costs and focus on meaningful traditions.

Officials encouraged family gatherings, temple activities, and Baci ceremonies, while discouraging large and costly events, particularly those organized by state departments using public funds.

The move comes as the country faces rising living costs and fuel shortages, along with recent storm damage in some areas.

Authorities confirmed that Pi Mai Lao will take place from 14 to 16 April.

Measures During Pi Mai Lao

Officials will monitor markets to maintain stable prices, prevent supply shortages, and stop unfair increases, especially in transport and tourism services.

Local teams will manage public safety, organize clean-up efforts, and maintain order throughout the celebrations. Security forces will increase patrols in busy areas to reduce accidents and prevent crime.

Authorities also introduced new rules. Private events must end by 23:00, and loud noise is prohibited after this time. Water splashing on public roads must stop by 18:00, except in designated areas.

Risky behavior is banned, including throwing colored or iced water, setting up roadside water stations, and carrying large water containers on vehicles. Officials will strictly enforce laws on drunk driving and speeding.

Authorities stressed that Pi Mai Lao will still go ahead, but urged the public to celebrate safely, respectfully, and at low cost.

Designed to provide affordable, flexible financing to small and medium-sized tourism enterprises, the Fund supports businesses that integrate environmental restoration, climate resilience, and inclusive economic development into their core operations. Indonesia-based Livingseas Asia and Bambike Ecotours in the Philippines are the beneficiaries of the new investments. Each new investee receives USD 25,000 in loan capital to expand impact-driven initiatives across the region.

In Indonesia, Livingseas Asia combines dive tourism with coral reef restoration in Padangbai, Bali. Its nonprofit arm, the Livingseas Foundation, has restored more than 7,300 square meters of degraded reef, deploying artificial reef structures and planting over 320,000 coral fragments, with measurable biodiversity recovery. The Fund’s investment will support the construction of modular housing for staff and trainees near the restoration site. This will expand Livingseas Asia’s hosting capacity and strengthen the Foundation’s ability to deliver marine education, conservation training, and reef restoration activities. 

Bambike Ecotours in the Philippines connects bamboo agroforestry, fair trade bicycle manufacturing in rural communities, and regenerative tourism experiences. The loan will support the development of Ligtasin Cove in Batangas, a bamboo-built tourism destination that will include coastal ecotours and a bamboo nursery for reforestation and erosion control. The initiative aims to create local jobs while expanding lower-carbon tourism experiences that connect travelers with community-led environmental restoration.

Over 16,000 Fire Hotspots Recorded Nationwide as PM 2.5 Blankets Laos

Laos recorded 16,395 fire hotspots in the first three months of 2026, according to the Ministry of Agriculture and Environment (MAE), producing PM 2.5 levels that have now reached hazardous levels across every province in the country.

The hotspots spread across all forest categories, with National Protection Forests absorbing 5,360 and areas outside the three formal forest classifications accounting for 5,634, the highest share of any category, reflecting the scale of burning on agricultural and fallow land.

Human activity remains the primary driver, including slash-and-burn farming, burning grass for livestock grazing, and forest clearing for foraging without proper firebreaks.

The numbers spiked sharply toward the end of the quarter. 

On 1 April alone, 895 hotspots appeared in a single day. Luang Prabang province topped the count with 220, followed by Oudomxay at 103 and Savannakhet at 80.

Air Quality Deteriorates Nationwide

The fires are taking a direct toll on the air. 

Today, 3 April, MAE reported that PM 2.5 levels had exceeded safe standards in every province nationwide, pushing all provinces above the 100 Air Quality Index (AQI) threshold. The northern provinces of Bokeo, Oudomxay, and Luang Prabang recorded the worst readings in the country at reaching over 200 AQI, a level that poses health risks to the entire population, not just vulnerable groups.

The crisis does not stop at the border. 

Chiang Mai in northern Thailand, which sits directly adjacent to Laos’ worst-affected northern provinces, recorded 235 AQI on 1 April, ranking it the most polluted city in the world on that date. 

Wind patterns are carrying transboundary haze from neighboring countries into Vientiane Capital and the north, compounding the domestically generated pollution. 

Authorities urge citizens to wear masks outdoors, avoid outdoor exercise, and monitor for respiratory symptoms including sore throat and coughing.

Regional Response

Laos and Thailand are tackling the shared crisis.

In late March, officials from both countries met in Luang Prabang to commit to zero-burning agriculture and roll out traceability systems to identify and reduce agricultural fires across the region.
