The inauguration ceremony was attended by Indonesia’s Vice Minister of Communication and Digital Affairs Angga Raka Prabowo, President Director of Telkom Indonesia Dian Siswarini, Papua New Guinea Consular representative in Jayapura Leon Galemo, Papua Provincial Government representative L. Christian Sohilait, and PNG DataCo CEO Paul Komboi.

In his remarks, Vice Minister Angga Raka Prabowo emphasized that accelerating digital transformation remains one of Indonesia’s national priorities in building a more advanced, inclusive, and globally competitive nation.

“Connectivity must be developed equally, sustainably, and inclusively so that every region – including Eastern Indonesia has the same opportunity to grow within the digital economy ecosystem,” said Angga.

The Pukpuk submarine cable system is the first cross-border cable in the Asia-Pacific region to directly connect Indonesia and Papua New Guinea. Operated by TelkomGroup, the landing station in Jayapura serves as a strategic connectivity gateway to Kumul Telkom Holdings’ network in Papua New Guinea, delivering capacity from multiple provinces across PNG to Vanimo.

Beyond telecommunications infrastructure, the project reflects a strategic partnership between Indonesia and Papua New Guinea in shaping regional connectivity—connecting nations, unlocking future. The synergy between Telin and PNG DataCo, further strengthened through the signing of a commercial agreement on the same day, marks a significant step toward deeper network integration and stronger Asia-Pacific digital connectivity.

With the launch of the cable system, Jayapura now has two independent connectivity routes. The first route connects Sulawesi, Maluku, and Papua, while the newly inaugurated second route links cities in Papua New Guinea like Vanimo, Madang and Port Moresby to Jayapura, continuing onward Manado in North Sulawesi and United States, through the SEA-US cable system.

This alternative connectivity route significantly enhances Papua’s digital infrastructure resilience through route diversity, ensuring more reliable and uninterrupted services. As Papua’s connectivity hub, Jayapura is now better positioned to support regional digital economic growth and unlock new economic opportunities through world-class infrastructure.

“Embed” data centers deep in the sea for greener computing power

Off the east coast of Nanhuizui in Shanghai stands a 32-meter-tall steel cylinder in steady operation. For local residents and workers, every short video they scroll through, every online ride-hailing service they book, and every cross-border payment they make is computed right here, with nearly zero network latency.

This is no movie set for a sci-fi film, but the Shanghai Lin-gang Underwater Data Center (UDC) — the world’s first wind-powered underwater data center, which was just recently put into official operation.

Data centers, simply put, are “super warehouses” in the digital world. Any data generated by our daily digital activities is stored in and processed by them, while their operations run entirely on electricity.

Adopting an offshore wind-power direct-supply model, the Shanghai Lin-gang UDC shares the same sea area with an offshore wind farm, allowing wind power to be directly supplied to the data center via a dedicated cable, much like building a house next to a power station. This avoids long-distance transmission, drastically cutting energy losses and operational costs. Thanks to this model, the direct supply rate of green power for the data center exceeds 95%.

Furthermore, traditional onshore data centers rely on massive freshwater resources and complex refrigeration equipment to cool servers. That means out of every 10 yuan spent on electricity, three to four yuan go solely to cooling rather than computing. By contrast, this UDC leverages seawater with an annual average temperature of 15℃ as a natural cooling system, saving enormous amounts of electricity and freshwater.

Power Usage Effectiveness, or PUE, is a core international metric to evaluate the energy efficiency of data centers, with a theoretical limit of 1.0, meaning every unit of electricity is dedicated to IT equipment such as servers. By combining offshore wind power and natural seawater cooling technologies, the PUE of the Shanghai Lin-gang UDC has already dropped below 1.15, cutting around 12,000 tons of carbon emissions annually.

A new green development path that integrates computing capacity building and electricity infrastructure is taking shape across China.

With the rapid evolution of AI, the number and scale of global data centers keep expanding, driving a surge in energy consumption. The International Energy Agency predicts that by 2030, electricity consumed by AI-related computing will account for over half of the electricity demand of newly established data centers. Thus, developing greener, low-carbon computing power has become an inevitable choice.

Well before 2019, China piloted the construction of green data centers; in 2021, China’s “East Data, West Computing” initiative was officially launched. Vast amounts of data generated in China’s densely populated eastern regions were redirected to western China, where abundant wind, solar, and hydropower resources support low-carbon computing, driving both computing power growth and environmental sustainability. In 2023, China for the first time proposed the concept of coordinating computing power development with electricity generation, and emphasized the construction of computing hubs close to end users, with the aim of further enhancing computing efficiency while cutting energy loss. The Shanghai Lin-gang UDC is a vivid representation of the commitment, turning out to be a fruitful exploration in China’s years-long drive to advance green computing power.

It is worth noting that placing a data center in the sea is a project with few mature global references to follow. China’s solution pioneers an approach of coordinated construction of offshore green power and undersea computing facilities. South and East Asia identified as hotspots of global warming related impacts on male fertility

BEIJING, May 9, 2026 /PRNewswire/ — A major new study has shown that South and East Asia dominate patterns of global warming related decline in male fertility with the strongest and most consistent evidence coming from India, Pakistan and the southern parts of China.

The effects of increased environmental temperatures on male reproductive health include declining sperm concentration and motility and increased sperm DNA fragmentation, or genetic damage that can hinder fertilisation and embryo development.

Male related factors account for around 50 per cent of infertility cases around the world and the impact of rising ambient heat on semen parameters raises serious implications across wide areas of Asia where total fertility rates are in serious decline.

Outcomes of the study undertaken by the Taiwan IVF Group and Ton Yen General Hospital, Taiwan (China) in collaboration with Stanford University (USA) are being presented at the 2026 Congress of the Asia Pacific Initiative on Reproduction (ASPIRE) in Beijing.

Research principal and Adjunct Clinical Assistant Professor at Stanford University, Dr Jack Yu Jen Huang, MD, PhD, FACOG said: “Given the temperature sensitivity of spermatogenesis, even modest increases in ambient temperature could have cumulative, population-level effects over time.

“As global warming accelerates, male reproductive health may represent an emerging climate sensitive public health concern.”

The testes function optimally at temperatures lower than the internal body heat level, and previous studies have shown elevated scrotal or ambient temperatures can impair sperm production.

The latest research explored global patterns to reveal comparative data across regions. It is based on a systematic review of international studies on temperature exposure and semen parameter trends between 2000 and 2024. Artificial intelligence algorithms and machine learning tools were applied to extract key variables including geographic regions and semen outcomes.

Dr Huang said studies examining occupational heat exposure alone were excluded from the analysis as they reflected localised, job-specific conditions rather than broader climatic trends.

“Our findings therefore represent population level climate associated temperature effects including consistent seasonal variations showing poor semen quality parameters in warmer periods.”

The global patterns on temperature associated lower sperm concentration and motility show South and East Asia as major hot spots of concern followed by the Middle East, Europe and North America.

“South and East Asia are likely more affected due to a combination of factors including higher baseline ambient temperatures and rapid urbanisation that contribute to greater cumulative heat stress on spermatogenesis,” Dr Huang explained.

“With ongoing global warming, chronic heat exposure may increasingly impact male reproductive health.”

Dr Huang said potential approaches to address the issue include:

  • increasing public awareness of heat exposure and reproductive health;
  • encouraging protective behaviours;
  • expanding research integrating climate and reproductive health data; and
  • exploring clinical and lifestyle interventions to mitigate heat-related effects.

The research team was assisted by research intern Jeffrey Zi Kang Huang from Taipei American School, particularly in the application of artificial intelligence in biomedical research including AI-assisted data analysis and pattern recognition across global datasets.

“Further longitudinal and mechanistic studies will be important to better define causality and guide interventions,” he added.

The ASPIRE Congress is being held at the China National Convention Centre in Beijing. More than 3,000 scientists, clinicians, nurses and counsellors in assisted reproduction from around the world are attending the Congress.
