YOFC Completes Peru National Broadband Project, Expanding Fibre Connectivity for Local Communities

HUARAZ, Peru, Feb. 2, 2026 /PRNewswire/ — On January 20, a launch event for the newly completed broadband network was held in Peru’s Ancash region, marking the project’s completion and entry into operation. The national broadband project, undertaken by Yangtze Optical Fibre and Cable Joint Stock Limited Company (YOFC), is set to significantly enhance local digital infrastructure, bridge connectivity gaps, and support economic and social development.

Senior government officials, including Raúl García, Vice Minister of Transport and Communications of Peru, and Angelly Epifania, Vice Governor of the Ancash region, attended the ceremony alongside representatives from YOFC’s Peru operations, local community members, and the project team. Together, they celebrated the completion of a major national connectivity initiative that is expected to deliver tangible benefits to local communities.

Six years ago, Raúl García, then representing the Peruvian government, signed a project agreement with YOFC at the Government Palace. After six years of implementation, YOFC has delivered a large-scale national broadband network, drawing on its technical expertise and proven delivery capabilities. The project underscores YOFC’s commitment to fulfilling contractual obligations and achieving sustainable outcomes.

As a key component of Peru’s digital infrastructure upgrade, the network spans four regions, connecting over 1,600 towns and more than one million people while reducing regional disparities in broadband access. Guterres Warns United Nations Risks ‘Imminent Financial Collapse’

UN chief António Guterres warned the UN could face a cash crisis by July, while Laos has fully paid its dues but faces reduced UN aid funding.

AFP and The Laotian Times – United Nations chief Antonio Guterres on 30 January warned that the world body is on the brink of financial collapse and could run out of cash by July, as he urged countries to pay their dues.

The UN faces chronic budget problems because some member states do not pay their mandatory contributions in full, while others do not pay on time, forcing it into hiring freezes and cutbacks.

“Either all Member States honor their obligations to pay in full and on time, or Member States must fundamentally overhaul our financial rules to prevent an imminent financial collapse,” Secretary-General Guterres wrote in a letter.

US President Donald Trump’s administration has in recent months reduced its funding to some UN agencies and has rejected or delayed some mandatory contributions.

Trump has often questioned the UN’s relevance and attacked its priorities.

The organization’s top decision-making body, the Security Council, is paralyzed because of tensions between the United States and Russia and China, all three of which are permanent, veto-wielding members

Trump also launched his “Board of Peace” this month, which critics say is intended to become a rival to the UN.

Untenable

Although more than 150 member states have paid their dues, the UN ended 2025 with USD 1.6 billion in unpaid contributions, more than double the amount for 2024.

“The current trajectory is untenable. It leaves the Organization exposed to structural financial risk,” Guterres wrote.

The UN is also facing a related problem: it must reimburse member states for unspent funds, Farhan Haq, one of the Guterres’ spokespeople, said during a press briefing.

The secretary-general also highlighted that problem, writing in the letter: “We are trapped in a Kafkaesque cycle; expected to give back cash that does not exist.”

“The practical reality is stark: unless collections drastically improve, we cannot fully execute the 2026 program budget approved in December,” Guterres’ wrote, adding: “Worse still, based on historical trends, regular budget cash could run out by July.”

Guterres, who will step down at the end of 2026, this month gave his last annual speech setting out his priorities for the year ahead and said the world was riven with “self-defeating geopolitical divides (and) brazen violations of international law.”

He also slammed “wholesale cuts in development and humanitarian aid”,  an apparent reference to deep cuts to the budgets of UN agencies made by the United States under the Trump administration’s “America First” policies.

Impact in Laos

Laos has fully paid its United Nations membership fees from previous years and has no outstanding arrears. The country’s annual UN regular budget contribution is estimated at USD 200,000 to 250,000, which Laos has already settled for 2025.

However, UN agencies operating in Laos have faced funding disruptions following Donald Trump’s return to office in January 2025. 

In February the same year, USAID suspended operations, furloughing most staff and halting key programs, including health services, malaria control, and UXO clearance projects. Before the cuts, US funding to Laos through USAID was estimated at around USD 50 million.

Funding pressures have continued as US voluntary contributions remain reduced under the “America First” policy, leading to further staff cuts and frozen positions.

These challenges come as Laos continues to manage public debt of about 80 percent of GDP and prepares for its graduation from Least Developed Country status in November 2026.

Lingnan University and partners launch Cetaceans STEAM conservation programme where over 190 secondary students participate in preparing a rare Longman’s beaked whale skeleton

HONG KONG, Feb. 2, 2026 /PRNewswire/ — More than 190 students from 13 local secondary schools will take part in a year-long programme to gain hands-on experience in preparing an extremely rare whale specimen for public exhibitions scheduled for 2027. The Environment and Conservation Fund “Sea” Through Cetacean: STEAM Student Ambassador Programme & Cetacean Conservation Exhibition, organised by the Division of Science of Lingnan University in collaboration with The Hong Kong Polytechnic University, Cetacea Research Institute, and Ocean Park Conservation Foundation Hong Kong, was officially launched on 1 February 2026. This initiative builds on the rare stranding of a Longman’s beaked whale in Hong Kong in 2024, providing students with a unique opportunity to assist in the preparation of skeletal specimens of one of the world’s most mysterious marine mammal species. The project also promotes cetacean conservation and will educate the public in key marine environmental issues, including plastic pollution in the oceans.

The programme has involved over 190 students from 13 secondary schools across Hong Kong. They will assist in the preparation of a complete skeleton of the rare Longman’s beaked whale, with public exhibitions of the specimen scheduled for the second and fourth quarters of 2027.

Dr Eric Cheng Kam-chung, SBS, MH, OStJ, JP Chairman of the Environment and Conservation Fund Committee, delivered a speech at the launch ceremony: “This Environment and Conservation Fund funded project turns a marine ecological conservation event into a highly meaningful educational programme. It is believed that the project will not only raise public awareness of whale and dolphin conservation as well as environmental sustainability but also encourage a deeper reflection on marine ecological conservation.”

Dr Chu Chun-wa, Assistant Director (Fisheries and Marine Conservation) of the Fisheries and Marine Conservation Branch of the Agriculture, Fisheries and Conservation Department (AFCD), said “The AFCD has long been committed to promoting marine conservation. We believe this skeletal preparation programme will cultivate a sense of responsibility among young people towards marine ecology, foster greater interest in fisheries and marine conservation, transform scientific knowledge into action, and facilitate the long-term protection of biodiversity in Hong Kong waters.

Prof Paulina Wong Pui-yun, Head and Associate Professor (Presidential Early Career Scholar) of Division of Science at Lingnan University, agreed “Complete Longman’s beaked whale specimens are extremely rare worldwide, and this has presented a precious opportunity to study rare deep-sea cetaceans. Lingnan University is honoured to host this programme, which allows students to study whale specimens through STEAM interdisciplinary experiences. We hope to teach students to understand marine conservation from multiple perspectives — science, technology, engineering, and arts — so they can become a new generation of ambassadors, spreading conservation messages among the public and raising awareness of the importance of protecting marine ecosystems.”

This two-year project, led by Prof Scott Chui Yik-suen, Research Assistant Professor of the Division of Science at Lingnan University, starts with providing introductory training and guidelines on the preparation of whale skeleton specimens to over 190 students from 13 secondary schools across Hong Kong. Students will assist with an 11-month specimen processing procedure and gain hands-on experience in handling, degreasing, measuring, and documenting the condition of the assigned whale skeletal specimens to preserve them for both scientific study and public exhibition. Throughout the process, they will regularly and systematically monitor and record any changes to the specimens, and will also participate in diverse STEAM-based experiential learning activities, including science and conservation lectures, visits to research facilities and marine animal rescue centres, and field trips to Tai O, as well as creating works of art to exhibit. These multidisciplinary skills will help them become ambassadors advocating for cetacean and marine conservation.

In the second phase, the project will extend its reach to the public through two Cetacean Conservation Exhibitions scheduled for the second and fourth quarters of 2027. These will showcase the Longman’s beaked whale skeleton prepared with the students’ assistance in the first phase, together with specimens of two local cetacean species—the Chinese white dolphin and the finless porpoise. The exhibitions will also display the canvas bag found in the whale’s stomach to highlight the threats of plastic pollution to marine ecosystems. During the exhibitions, student ambassadors will serve as docents, guiding public tours and describing their own experiences to deliver key messages about cetacean ecology and marine conservation. The digital 3D model and 1:1 3D-printed replica of the Longman’s beaked whale skeleton will serve as lasting educational and scientific resources, contributing to 3DTEACH—a newly established educational alliance among universities in Hong Kong. This initiative will create ongoing and lasting value to public education, conservation efforts, and the scientific community.

Prof Chui said “There are typically 20 to 50 cases of dolphin stranding reported in Hong Kong each year, predominantly involving two local cetacean species—Chinese white dolphins and finless porpoises. Strandings of other species are rarer, with only a few reported annually. Cetaceans inhabiting inshore habitats, such as Chinese white dolphins and finless porpoises, are particularly susceptible to threats from human activities, including coastal development, marine traffic, and pollution. Plastic debris and fishing hooks are sometimes found in the stomachs of stranded animals, and entanglement in abandoned fishing nets and gear is not uncommon. One study even found up to 145 microplastic particles in the stomach of a stranded Chinese white dolphin in the Pearl River Estuary, highlighting the critical issue of plastic pollution in the marine ecosystem. We hope to educate the public in environmental issues such as cetacean conservation and marine plastic pollution through this project.”

About the Longman’s beaked whale
The Longman’s beaked whales (Indopacetus pacificus), also known as Indo-Pacific beaked whales or tropical bottlenose whales, belong to the beaked whale family (Ziphiidae) within the order Cetacea. They live in the deep, open, tropic waters of the Pacific and Indian Oceans, and are rarely seen near coastal waters. As of 2021, there have only been seven other complete skeleton specimens of Longman’s beaked whales reported worldwide, and they are widely regarded as one of the most mysterious and least understood marine mammals.

Luang Prabang Wins 21 ASEAN Tourism Awards at Regional Forum

Luang Prabang added 21 more ASEAN tourism awards this year, bringing its total regional accolades to 93 and reinforcing its long-running focus on sustainable and high-quality tourism.

The awards were announced at the ASEAN Tourism Forum 2026 in Cebu City, the Philippines, where destinations and tourism operators from across Southeast Asia were assessed against regional standards for sustainability, cleanliness, and service quality.

Most of Luang Prabang’s latest awards went to the private sector. Hotels and event venues across the province secured 19 recognitions, including 15 ASEAN Green Hotel awards and four ASEAN Event Venue awards for conference and meeting facilities. Authorities said the results reflected steady improvements in environmental practices and closer coordination between tourism businesses and local officials.

Two additional awards went to public sites, with the Luang Prabang National Museum receiving both an ASEAN Sustainable Tourism Award and an ASEAN Clean Tourist recognition. The museum was assessed under the urban tourism category and scored highly for promoting environmentally friendly tourism in a heritage setting.

The Clean Tourist City award marked Luang Prabang’s third win in the category since 2018. The city achieved an average score of 87.96 percent across seven evaluation areas. Officials said that despite progress, waste management, environmental protection, and public cleanliness remain priority areas for further improvement.

The National Museum also earned a four-star national tourist attraction rating. In recent years, provincial authorities have upgraded facilities at the site, including walkways, ticket offices, restrooms, fire safety equipment, first aid services, and accessibility features for visitors with disabilities.

Tourism officials expect further upgrades, with the goal of achieving a five-star national rating. Future improvements will focus on visitor services, cultural activities, and stronger community involvement in conservation efforts.

Provincial authorities said the latest awards reflect Luang Prabang’s broader strategy to balance tourism growth with heritage protection, environmental responsibility, and long-term sustainability.

International searches for Vietnam climb 21%, while domestic travel interest up 14% as travelers explore closer to home

HO CHI MINH CITY, Vietnam, Feb. 2, 2026 /PRNewswire/ — With the new year in full swing, digital travel platform Agoda reveals search data insights looking back at the travel trends that shaped Vietnam in 2025. The company saw 21% growth in international accommodation searches into the country compared to 2024.

The Vietnam National Administration of Tourism recently released data showing with a record-breaking 21.2 million international visitors landing on the nation’s shores in 2025 – a 20.4% increase over the year prior.

“Growing international interest suggests Vietnam is consolidating its position as a leading regional destination, benefiting from improved connectivity, visa policies, and diversified travel experiences,” said Vu Ngoc Lam, Agoda Vietnam Country Director.

South Korea remained the largest source market for international visitors searching for accommodation in Vietnam, with search interest growing 15% year-on-year. Japan climbed to second place with an 18% increase, relegating the United States to third. Thai travel interest rose by 36%, while Philippines interest into Vietnam grew 86% over the previous year, displacing Taiwan in the top five.

The destination leaderboard is largely consistent with 2024, but with increasing interest for all destinations being the key takeaway from 2025.  

Danang led the way, with accommodation searches up 25% year-on-year, ahead of HCMC (+26%), Nha Trang (+2%), Hanoi (+23%) and Phu Quoc rounding out the top five, with travel interest up 49% compared with the previous year.

“The rise in domestic travel interest last year highlights Vietnamese travelers’ continued appetite for local exploration and short breaks within the country,” Lam added. “According to survey results from Agoda’s 2026 Travel Outlook Report, this trend is projected to continue throughout this year, as nearly half of Vietnamese travelers responded they plan to travel more domestically than internationally in 2026.”

Da Nang led domestic search growth, increasing 29% year-on-year. Hanoi (+28%) and Ho Chi Minh City (+17%) also saw rises in travel interest among domestic destinations.
