Woodfibre LNG awards EPFC contract to McDermott
Collaboration to design and build the lowest-emission LNG facility in the world
SINGAPORE – Media OutReach – 26 November 2021 – Woodfibre LNG has signed an Engineering, Procurement, Fabrication, and Construction (EPFC) contract with McDermott International. The EPFC contract is an important step in advancing detailed engineering and construction scheduling work in advance of Woodfibre LNG issuing a notice to proceed.
Responsibly produced natural gas is a necessary part of making a successful global transition from heavy-emitting fuels to renewables. By harnessing the low-carbon gas resources of British Columbia’s Montney region to replace coal-fired energy sources in Asia, Woodfibre LNG will reduce global emissions by 3.5 million tonnes CO2e per annum, equivalent to removing 5 per cent of B.C.’s annual emissions from the atmosphere each year. McDermott and Woodfibre’s collaboration on front-end engineering and facility design, relative to typical LNG facilities, will result in an ~86 per cent reduction in carbon dioxide emissions per tonne of LNG produced.
Woodfibre LNG, a subsidiary of Pacific Energy Corporation (Canada) Limited which is a member of the Singapore-headquartered RGE group of resources-based companies founded by Sukanto Tanoto, will be the cleanest liquefied natural gas export facility on earth, achieved through the adoption of a low-emission philosophy across every element of engineering and design. The facility will use hydroelectricity for the main liquefaction process, and includes state of the art technology that enables liquefaction machinery to restart without flaring, a recycling system for “boil-off” gas, and additional transformers, switchgear and transmission lines. Altogether, this results in the most groundbreaking technical achievement in the world of LNG, and sets a new standard for efficient plant design. This next-generation LNG production is in high demand. Woodfibre LNG has two offtake agreements signed with BP, meaning over 70 per cent of Woodfibre’s annual throughput has already been sold.
McDermott’s industry-leading NetZero Modular LNG strategy has been fully utilized during the development of this advanced onshore gas processing and liquefaction facility with floating storage near Squamish, British Columbia, Canada. The strategy provides multiple pathways through design, execution and construction to reduce operational and project emissions.
“Our contract with McDermott is a positive step forward for this substantial piece of clean energy infrastructure,” said Christine Kennedy, president of Woodfibre LNG. “Together, we will be building the lowest-emission, most sustainable and innovative LNG export facility in the world. A particular point of pride for us is that the Squamish Nation serves as a full environmental regulator for this project. Serving as a unique example of economic Reconciliation, this is the first arrangement of its type for an LNG facility.”
McDermott will manage onshore construction, leveraging Canadian-based contractors and commitments included in Woodfibre LNG’s Impact Benefit Agreements with the Sḵwx̱wú7mesh Úxwumixw (Squamish Nation). It is estimated that 650 people will be working on the Woodfibre LNG site at peak construction. The EPFC contract commits McDermott to Woodfibre LNG’s hiring priority for qualified Squamish Nation members and local workers first, followed by British Columbians and then Canadians. The joint priority is to create a safe, inclusive and respectful workplace that brings benefits to the project’s Indigenous partners and community.

In addition to the EPFC work, McDermott will also be responsible for commissioning and start-up services Pre-installation work for the project is planned for early 2022 and will gradually ramp up to September 2023, when major construction is targeted to begin. Major works will continue through to substantial completion, expected in Q3 2027.

The Woodfibre LNG project is located approximately 7 km west-southwest of Squamish, British Columbia (located midway between Vancouver and Whistler). The project is gearing up to start pre-construction of a single train, liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site. Highlights of the facility include Singapore’s first production-scale High Moisture Extrusion (HME) line owned by a local SME. The new facility also features Singapore’s first fully automated large-scale production line for plant-based products, which will handle manufacturing, freezing and packaging. The automation enables the company to enjoy greater economies of scale and to offer great quality products at better prices. It will have the ability to produce 4,000 metric tons of products in a single year.

PolyU launches its 85th Anniversary celebration, pledging to help Hong Kong shine as an international innovation and technology hub

The launch ceremony was officiated by Mrs Carrie LAM CHENG Yuet-ngor, Chief Executive of the Hong Kong Special Administrative Region; Mr LIU Guangyuan, Commissioner of the Ministry of Foreign Affairs in the Hong Kong SAR; Professor TAN Tieniu, Deputy Director of the Liaison Office of the Central People’s Government in the Hong Kong SAR; Professor JIANG Jianxiang, Director-General of the Department of Educational, Scientific and Technological Affairs of the Liaison Office; Mr Kevin YEUNG, Secretary for Education; Mr Carlson TONG, Chairman of the University Grants Committee; Dr LAM Tai-fai, Council Chairman of PolyU; Professor Jin-Guang TENG, President of PolyU and other University management.
Under the theme of “We Are PolyU * Together We Excel”, more than 600 distinguished guests, alumni, staff and students attended the occasion, which shared the accomplishments the University had made over the years and paid tribute to its supporters.
The 85th Anniversary milestone also represents a time when PolyU is embarking on a new journey aiming to strengthen its position as a leading university with world-class education and research, help Hong Kong shine as a leading innovation and technology hub, and further contribute to a better and more prosperous future for the Nation and the world.
Among the new initiatives in the years to come, the recently established PolyU Academy for Interdisciplinary Research (PAIR) will spearhead the University’s interdisciplinary research efforts in cutting-edge areas such as artificial intelligence, carbon neutrality, deep space exploration, smart cities, and smart energy.

An anniversary gala dinner next November will wrap up the celebration on a high note.
Speaking at the launch ceremony, Mrs Carrie LAM CHENG Yuet-ngor, Chief Executive of the Hong Kong Special Administrative Region, said that PolyU has become a global powerhouse in university education and continues to attract gifted innovation and technology academics from around the world.
Mrs Lam added she fully supported the University’s initiatives to nurture innovation and technology talents and help young entrepreneurs to thrive in the GBA. The latest Research Assessment Exercise rated 70 percent of PolyU’s research as “world-leading” or “internationally excellent”. “We were all thrilled and proud of how the Surface Sampling and Packing System developed by PolyU played a vital part in the Nation’s first lunar sample return mission. This is indeed one of the best testimonies of your leading status in applied research,” Tong said.

The Launch of the 2021 Taiwan Open of Surfing in Jinzun and Shanyuan, Taitung
TAITUNG, TAIWAN – Media OutReach – 25 November 2021 – Taitung has hosted the Taiwan Open of Surfing, the largest of its kind in Taiwan, in Jinzun, Taitung County for 11 consecutive years. This year’s event kicked off on November 20. Due to the pandemic, the event will only feature domestic competitions. Nevertheless, the Taitung County Government has continued to collaborate with the World Surf League (WSL) to obtain WSL authorization to host high-level domestic competition. In addition, running the Taitung Challenge as a Specialty Event has made Taiwan the only country in APEC (Asia-Pacific Economic Cooperation) to put on a surfing competition in 2021.

For the first time ever, the Taiwan Open of Surfing will also host events at Shanyuan Bay this year. The East Wave Festival will utilize a dual-venue structure to launch 10 large-scale themed events such as the Large Kite Expo, Seaside Starry Night Movie Theater and Taiwan SUP Speed Challenge. These events will take surfing to the next level and change your preconceptions about the ocean. Additionally, Yang Chin-yuan, professor at Taipei National University of the Arts, has built the world’s only Stewart Surfing Platform. This device creates a lifelike simulation of real waves that allows people to enjoy the fun thrill of surfing indoors.
Taitung County Magistrate April Yao stated that Taitung’s 176 kilometer coastline, the longest in Taiwan, is a great place for developing water sports events such as surfing, kite surfing and SUP. In the future, Taitung will continue to utilize its geographic advantages to turn the east coast into a gateway for aquatic recreation on the Pacific Ocean. Taitung is also home to many Austronesian languages and has a vibrant maritime culture. The County hopes that competitors and visitors can do more than merely participate in an event when they come to Taitung. The Taiwan Open of Surfing is also a chance to get to know Taitung, a diverse maritime city, and experience the charm of the slow economy.
