Houaphanh Crackdown Nets 231 in Transnational Gambling Bust

Lao authorities arrested 231 people after dismantling an illegal online gambling network operating across three districts in Houaphanh Province.

According to officials, police began monitoring the group in early March. On 26 March, authorities carried out coordinated raids in Viengxay, Aed, and Sobbao districts.

The operation led to the arrest of 223 Vietnamese nationals and eight Lao citizens. Officers also seized cash, live-streaming equipment, tablets, laptops, and gambling-related materials.

Investigators said the network operated through social media platforms, gambling websites, and custom links, using these channels to promote services and livestream gambling activities to users across borders.

The following day, authorities transferred the Vietnamese suspects to Vietnamese police at the Nam Soy–Na Meo International Border Checkpoint. Lao suspects were handed over to provincial authorities for further investigation.

Officials classified the case as transnational crime, saying such activities violate Lao law and affect social order.

Authorities have called on the public to avoid illegal gambling and report suspicious activities as part of broader efforts to prevent cross-border crime.

Authorities have not released further details on the case.

Published on 21 April by Ten Speed Press, the book traces Lao culinary traditions across generations, from Savannakhet to diaspora communities in the United States, while introducing key flavors such as padaek, jaews, and larb.

The launch event drew a full audience and featured a conversation between Saeng and Lao-American performer Jujubee, focusing on identity, migration, and the cultural significance of Lao food.

Among the dishes presented was a plant-based version of larb leuad pang ped, traditionally made with duck blood. Saeng used beetroot juice as a substitute to retain the dish’s color and flavor while making it more accessible.

The event also brought together members of the Lao community un the US and representatives linked to the Lao Mission to the United Nations.

The release comes as Lao cuisine gains wider international recognition. Through a mix of recipes and personal narratives, the book highlights Lao food as a distinct culinary tradition.

Lao cuisine has historically received limited global recognition, often overshadowed by or grouped with neighboring cuisines in the region. However, dishes such as sticky rice, larb, and tam mak hoong have gradually gained visibility through diaspora communities, restaurants, and social media, helping introduce Lao flavors to wider audiences.

In recent years, Lao chefs and food advocates abroad have played a growing role in documenting and promoting traditional recipes, contributing to a broader understanding of Lao culinary identity. Publications like The Lao Kitchen strengthen this shift, positioning Lao food within global culinary conversations.

Fish Deaths Spread Along Xe Don in Champasak as Water Tests Raise Concerns

Local communities have reported several fish death cases along the Xe Don River in Champasak, with similar incidents previously recorded upstream in Salavan, raising concerns over water quality as authorities continue investigations.

Authorities in Sanasomboun district, Champasak, reported large numbers of dead fish along the river on 3 May.

The provincial Department of Agriculture and Environment conducted field inspections across three villages on 2 May, confirming that fish deaths occurred between 28 April and 3 May. Officials observed carcasses along riverbanks, accompanied by murky water and foul odors.

Initial water quality tests showed unusually high alkalinity levels, ranging from pH 10.16 to 11.3, exceeding the normal range of pH 5 to 9.

Authorities said such conditions could be linked to alkaline substances, including chemicals associated with industrial processes or untreated wastewater. However, no industrial facilities have been identified in the affected area.

Further testing is underway, with water and aquatic samples sent for laboratory analysis. The exact cause and source have not yet been confirmed.

Local authorities in Sanasomboun district have issued warnings following the incident.

Residents have been advised not to consume fish found already dead and to avoid using river water for daily activities or livestock until conditions return to normal. Officials are also removing dead fish and monitoring potential health risks.

Earlier Reports in Salavan

Earlier incidents were reported in Khongxedon district, Salavan, on 23 April, where residents observed dead fish along the riverbank along with a strong odor.

At the time, local authorities attributed the deaths to high temperatures and low water levels, stating that water quality remained within normal limits.

The difference between earlier findings in Salavan and more recent test results in Champasak has prompted further investigation.

Authorities said they are reviewing the situation and will release updates as additional test results become available.

The Adecco Group announces today that 53.01% of the dividend for the financial year 2025 was elected to be paid in the form of new Adecco Group AG shares, while the remaining 46.99% will be paid out in cash.

The reference share price was set at CHF 18.02, based on the daily volume-weighted average price of existing Adecco Group AG shares traded on the SIX Swiss Exchange between April 21, 2026 and May 4, 2026. The issue price of the new shares of CHF 16.94, was set at a 6.0% discount to the reference share price, resulting in a conversion ratio of 16.940.

5,268,324 new Adecco Group AG shares will be issued through a capital increase for the scrip dividend. The delivery of new shares and the total CHF 79 million cash dividend payment is planned for May 7, 2026.

Automation: Intelligent Infrastructure Operations

IBM is announcing IBM Concert platform (available in public preview), an AI-powered operations platform to move organizations from passive monitoring to coordinated, intelligent response. Where traditional tools capture metrics, the Concert platform brings systems together. It correlates signals together into a single view across applications, infrastructure, network, without requiring organizations to rip and replace existing tooling.

Concert delivers this through three interconnected capabilities: cross-domain understanding to eliminate silos and surface what matters most; context-driven decisions that correlate signals across risk and dependencies, so teams act from a shared, clear view; and coordinated execution that moves organizations from insight to action with built-in governance and human oversight.

The threat landscape is changing— AI can now identify and exploit vulnerabilities in hours, not days. IBM Concert Secure Coder (available in public preview) addresses this by embedding security management directly into the developer workflow. Available in IBM Bob and VS Code, it identifies and prioritizes risks as code is written, and can generate automatic remediations to fix vulnerable code, or patch OS, middleware, packages and images. This makes security continuous and proactive and can help identify vulnerabilities before they are exploited.

  • IBM Vault 2.0 (generally available) introduces AI-driven analysis of leaked secrets for rapid triage, dynamic short-lived credentials across major cloud providers, and automated secrets rotation to reduce credential sprawl.
  • IBM zSecure Secret Manager (planned availability June 2026) brings enhanced security automation to RACF mainframe environments, integrating with IBM Vault Self-Managed for IBM Z and LinuxONE to streamline certificate lifecycle management.

Hybrid: Operational Sovereignty
AI embedded into the core of business means it operates in the most sensitive and complex environments: regulated data, critical infrastructure, cross-border jurisdictions. For those contexts, compliance cannot be a configuration choice.

IBM is announcing the general availability of IBM Sovereign Core, a platform that embeds policy at the infrastructure runtime level, so governance can be addressed as regulatory requirements evolve, while prioritizing workload portability. IBM Sovereign Core includes an extensible catalog that organizations can curate for their own users, with their own applications, or populated with pre-vetted IBM, third-party and open-source software and services from an ecosystem of partners that includes: AMD, ATOS, Cegeka, Cloudera, Dell, Elastic, HCL, Intel, Mistral, MongoDB and Palo Alto Networks.

Built on open, enterprise-grade technologies like Red Hat OpenShift and Red Hat AI, IBM Sovereign Core enables organizations to extend existing investments across hybrid and partner environments.
