Vietnam Lawmakers Approve Merging Provinces, Slashing Nearly 80,000 Jobs

AFP – Vietnam’s National Assembly on 12 June approved plans to merge provinces and cities, slashing nearly 80,000 state jobs, as part of major reforms to the country’s administrative structure.

Lawmakers voted to reduce the country’s 63 provincial and city administrations to just 34, as the government looks to radically cut state expenditure.

The move comes after the government cut the number of ministries and agencies from 30 to 22 in February, resulting in 23,000 job losses.

Vietnam’s top leader To Lam has said the drastic restructuring of the country’s governance is needed if it is to achieve “fast, stable and sustainable development.”

In Thursday’s vote, the assembly, a rubber-stamp body in a one-party system, approved the government’s plans by 461 ballots to one, with three abstentions.

Only 11 provinces and cities are left unchanged by the reform, with the rest all merged.

Interior Minister Pham Thi Thanh Tra said it amounted to the “biggest ever revolution since the country was founded” in 1945, state media reported on Wednesday.

“79,339 officials will have to be streamlined, quitting their jobs or submitting for early retirement following the merge,” Tra told the National Assembly.

One provincial official told AFP he was “shocked and sad” as he will have to leave his position after more than 30 years of public service.

“I may receive some billion dong (around USD 38,000) in compensation, but I am not happy,” the 58-year-old party member said, speaking on condition of anonymity.

“I don’t know what to do now though I think I am still completely fit for work.”

Native Province Gone

The streamlined administrative bodies will be expected to “shift from passive management to active service to the people,” said Lam, the Communist Party general secretary and most powerful figure in the country.

“I think the merge is good for all and I fully support it,” said Nguyen Thang Loi, 52, from northern Thai Binh Province, which is being merged.

“Though I feel really sad as the name of my native province, which has lasted generations, will now be gone. It’s so weird to say I come from Hung Yen,” Loi told AFP.

According to the government, all cities and provinces will announce their new leadership on 30 June and start full operation at the beginning of July.

In the next few days, the National Assembly will vote on an amended national constitution, under which the country’s three-level administrative structure of province, district and commune will be reduced to two.

The middle district level will be eliminated and the commune level expanded.

Vietnam, a global manufacturing hub, recorded economic growth of 7.1 percent in 2024 and is aiming for eight percent this year as it targets “middle-income country” status by 2030.

But the economy is dependent on exports and Trump’s threatened 46 percent tariff on Vietnam has sent officials racing to negotiate a reduction.

The reforms to the structure of government follow a sprawling, high-profile anti-corruption campaign in recent years.

Dubbed the “blazing furnace”, the drive has swept up dozens of business leaders and senior government figures, including two presidents and three deputy prime ministers since 2021.

The radical reforms piloted by Lam come after a long period in which change came slowly, with the government emphasizing stability and calm to build a reputation for predictability that foreign investors found appealing.

Wildberries plans to build a $150 million warehouse in Uzbekistan

TASHKENT, UZBEKISTAN – Media OutReach Newswire – 12 June 2025 – Wildberries, a leading e-commerce platform in Eurasia, plans to spend $150 million on building a flagship warehouse in Uzbekistan to bolster the infrastructure of the country’s growing e-commerce market.

The company will construct a warehouse spanning 180,000 square meters (1.9 million square feet) in the Tashkent region and has already identified a land plot for it, Robert Mirzoyan, CEO of the merged company Wildberries & Russ, said at the IV Tashkent International Investment Forum.

Over the past two years, the sales volume of Uzbekistan-based sellers on the Wildberries platform exceeded USD 1 billion, according to Mirzoyan. Deliveries of Uzbek textiles to Kyrgyzstan, Belarus, and Kazakhstan via Wildberries doubled last year, and exports of Uzbek products to Russia — the company’s largest market — grew by 63%.

“Our goals in Uzbekistan are to create a full-fledged e-commerce infrastructure through logistics and fintech, unlock the country’s export potential and integrate Uzbek products into global trade chains,” said Mirzoyan.

As part of its support for local sellers, Wildberries has partnered with Uzbekistan’s National Agency for Prospective Projects on the launch of a “Green Corridor” for exporters. This initiative will simplify cross-border sales for Uzbek entrepreneurs on Wildberries, which currently operates in 10 countries.

During the Tashkent International Investment Forum, the company also announced the launch of its Growth Platformin Uzbekistan, an initiative aimed at supporting and scaling up small and medium-sized businesses. Laos Agricultural Exports Reach USD 977 Million in Early 2025, Eyes Expansion into New Markets

Laos has made significant progress in agricultural exports, generating USD 977 million in revenue during the first five months of 2025, achieving 65 percent of its USD 1.5 billion annual target. The country now plans to expand its export markets, including new trade with Bangladesh.

These figures were announced by the Lao Prime Minister Sonexay Siphandone during the 9th General Meeting held on 9 June. 

China remains the largest importer of Lao agricultural products, with major exports including 442 tons of farm-raised pangasius fish and 90 tons of fresh mangoes.

Enhanced agricultural productivity has also contributed to the sector’s growth. Paddy rice was cultivated across 84,715 hectares, yielding approximately 423,830 tons, 94 percent of the national target. This marks a slight decrease of 3,000 tons from the previous year, largely due to farmers shifting to alternative crops such as corn, vegetables, and soybeans.

Food crop production has exceeded expectations, with 136,630 hectares cultivated, 7.23 percent above the planned area. The total cultivated area rose to 146,520 hectares, an increase over the same period in 2024. White rice is currently being prepared for export to Brunei.

In the second half of the year, Laos plans to export 74 different agricultural products to various international markets. This includes the planned export of 200,000 tons of white rice annually to Bangladesh. 

China will continue to serve as a primary market, with ongoing negotiations to begin exports of frozen meat and meat-based products. Laos also aims to export approximately 1,500 tons of mangoes to China within this year.

To support these efforts, the government is also working to upgrade local slaughterhouses to meet international standards for food safety and quality.
