The Bolikhamxay Provincial Public Security Headquarters has entered into a 25-year agreement with a Chinese mining company to provide vocational training for prisoners. This is an initiative aimed at rehabilitating people deprived of liberty and equipping them with employable skills.
The agreement, signed by Khenvone Lorvanxay, Deputy Head of the Public Security Headquarters in Bolikhamxay, and a representative of the Chinese mining firm, outlines a collaborative effort to construct a factory within the province. This facility will serve as a training ground where prisoners can learn trades, earn an income, and prepare for reintegration into society upon release.
Under the terms of the agreement, the Chinese company, whose identity has not been disclosed, will invest in building the factory, supplying the necessary materials and equipment, and determining the production methods. The Provincial Police Detention Centre will manage the project, ensuring compliance with regulations and facilitating the participation of prisoners as the primary workforce.
Inmates will receive monthly compensation based on their output, providing them with the financial means to support themselves and their families.
The contract is valid for 25 years, with provisions for biennial reviews to assess the implementation and effectiveness of the program.
This initiative aligns with broader efforts to enhance human resource development in Laos. Recent collaborations, such as the partnership between the Vientiane Capital Skills Development Centre and Guangzhou Pan Yu Polytechnic in China, have focused on developing skills for young people seeking employment with both local and foreign investors.
