Grassroots Data Service Zone – Zero Threshold for Users Decision-making is Supported

URUMQI, China, Sept. 2, 2025 /PRNewswire/ — Recently, the grassroots data service zone of State Grid Xinjiang Information & Telecommunication Company, while ensuring data supply for frontline operations, has focused on addressing the “dual challenges” of weak leadership decision-making capabilities and insufficient grassroots data acquisition. It has achieved one-click direct access to business systems and zero-threshold service delivery, continuously deepening operational efficiency, coordinating achievements, and promoting high-value applications. This initiative not only reduces the workload and enhances efficiency at the grassroots level but also empowers leaders with intelligent tools for precise decision-making. 

State Grid Xinjiang Information & Telecommunication Company has collaborated with various municipal units and business departments to deeply explore high-value empowerment scenarios at the grassroots level, promoting the continuous realization of value from achievements in frontline operations. Notably, the power supply risk early warning scenario in the transformer area was selected as one of the eight typical scenarios by the State Grid Headquarters in the first half of 2025. 

Centering on the core indicators of county-level company responsibilities and leadership priorities, the company conducted in-depth research into grassroots data usage demands, establishing a county-level indicator dashboard tailored for the grassroots special zone. This marks a significant leap—from serving frontline operations to supporting strategic decision-making. Currently, the county-level indicator dashboards have achieved 100% coverage in pilot county companies, accumulating 2,000 visits and serving over 800 users. The influence of this initiative continues to expand steadily. 

The director of the Information Center of State Grid Xinjiang Information & Telecommunication Company stated that in the first half of 2025, the grassroots data service zone achieved remarkable results in terms of innovation and large-scale application. At the provincial level, 129 datasets and 71 typical scenarios were developed, covering 14 prefecture-level cities, 83 districts and counties, and 1,278 teams and stations across Xinjiang, continuously stimulating grassroots innovation vitality and providing solid data support for improving the quality and efficiency of grassroots operations. 

Looking ahead, State Grid Xinjiang Information & Telecommunication Company will focus on enhancing the capabilities of grassroots special zones, closely aligning with the dual demands of management decision-making and frontline business operations. It aims to build an integrated service model that combines specialized functions and spans hierarchical levels, continuously cultivating practical and high-value achievements to ensure that decision-making is well-supported and that data usage remains zero-threshold.
