Authorities Agree on Rehabilitation, Toll Collection Plan on Road 13 North

On 19 December, Lao authorities agreed to study, survey and design a rehabilitation and maintenance project for a section of National Road 13 North, covering Kasi district in Vientiane province to the Luang Prabang provincial border. The project covers from kilometre 212 to kilometre 246 of the road.

According to officials, the project will follow a mixed model combining a performance-based contract with toll collection on a public road, with the study examining options for toll collection and long-term road maintenance. 

Under the agreement, relevant agencies will carry out economic and technical feasibility studies, assess environmental and social impacts, and evaluate project costs and expected benefits.

The study will also include engineering design work for road rehabilitation and maintenance, with the upgraded road planned to support axle loads of up to 11 tonnes. Traffic volume surveys, drainage and bridge assessments, geological studies, and mapping of priority rehabilitation sections will be conducted over a six-month period.

Meanwhile, repair is also ongoing on National Road 22 (the road that intersects with Road 13) following damage caused by heavy rain, landslides, and soil erosion, with more than 47 percent of the work now completed. 

Emergency repairs have so far restored traffic access, while asphalt paving is expected to begin within two weeks and be completed in three to four months.
