Laos Economy Inches Forward as Inflation Eases in September, Exports Keep Rolling

Laos’ inflation eased to 4.5 percent in September, slowing price rises but housing and healthcare costs remain high.

The cost of living in Laos is still rising, but not as fast as before. New data from the Lao Statistics Bureau shows that prices across the country grew by 4.5 percent  in September compared to the same month last year. This is a small improvement from August, when prices had increased by 5 percent. 

This change means that while things are still getting more expensive, they’re not rising as quickly as they were a few months ago, a welcome sign for families and businesses who have been struggling with rising costs.

To track inflation, experts use something called the Consumer Price Index or CPI. This index is like a shopping basket that includes the prices of many common items people buy regularly. 

In September, the CPI in Laos was 256.9, meaning prices were almost 11 points higher than in the same month last year. That’s an increase, but it’s slower than what we saw earlier in the year.

So far this year, from January to September, prices in Laos have gone up by an average of 8.8 percent.

By category, housing, water, electricity, and cooking fuel recorded the highest annual increase at 14.8 percent. Prices for other goods and services rose by 18.2 percent, followed by healthcare and medicine at 12.9 percent.

Education increased by 9.7 percent, household goods and clothing and footwear by 7.3 percent each, and alcohol and tobacco by 7 percent. Restaurants and hotels climbed 6.4 percent, recreation and leisure by 4.9 percent, while communication and transportation rose by 3.3 percent. Food and non-alcoholic beverages were up 1.9 percent.

Economic Growth and Outlook

At a recent government meeting in August, officials said that Laos has earned about LAK 47,000 billion (roughly USD 2.16 billion) so far this year. That’s 69 percent of what the government hopes to earn in 2025, which is considered on track.

Agricultural exports continued to support the national economy, with crop and vegetable exports reaching nearly 325,000 tons, valued at over USD 88 million. Livestock exports also contributed another USD 1.16 million, reinforcing the sector’s importance for foreign exchange earnings.

Yet, while inflation in Laos is easing, growth in the next months is expected to be slow. 

The World Bank, Asia Development Bank, and the ASEAN+3 Macroeconomic Research Office forecast  between 3.5 and 4.4 percent growth, mentioning challenges such as high public debt, inflation, currency changes, and financing pressures. 

The country’s public debt currently stands at 116 percent of GDP, according to a World Bank report.

Thailand is approaching a “senior tsunami,” with the population aged 60 and above expected to rise from 20% to 30% within the next decade, transforming the nation into a super-aged society. Professor Dr. Vipan Prachuabmoh, project director, explains that the large population born between 1963–1983 will contribute nearly one million new elderly annually. Longer life expectancies, combined with chronic diseases and dependence, pose societal and welfare challenges.

Launched in 2018 with C2F funding, Chula ARi aims to enhance the elderly’s quality of life and prepare society for aging. Thailand faces unique pressures due to low birth rates and limited elderly support infrastructure compared to nations like Japan and Korea. The project emphasizes collaboration, community engagement, and actionable research across multiple disciplines, including medicine, engineering, architecture, and social sciences.

Chula ARi operates on three levels: conducting policy-driven research, raising public awareness, and piloting community-focused elderly support initiatives. The project has developed master plans for national and Bangkok-specific elderly action strategies. Between 2018–2022, ten urban communities in Bangkok were piloted, implementing health programs, home adaptations, green spaces, and learning centers. Surplus vegetable gardens generated income, and communal facilities fostered intergenerational interaction.

Technology, particularly robots, plays a critical role in elderly care. Rehabilitation robots, telemedicine devices, and limb therapy systems have been deployed in several Bangkok communities to improve the efficiency and accessibility of care. Building on these successes, Chula ARi expanded to 15 additional Bangkok communities, collaborating with the Bangkok Metropolitan Administration and regional universities to form Thai-ARi, extending support systems nationwide.

The project emphasizes future planning for pre-senior citizens, encouraging lifelong learning, health management, financial preparation, and mental resilience to navigate crises. Care for the elderly focuses on three dimensions—mind, body, and environment—promoting emotional support, active lifestyles, nutrition, and safe, accessible living spaces.

Professor Dr. Vipan Prachuabmoh, project director, explains that the large population born between 1963–1983 will contribute nearly one million new elderly annually. Longer life expectancies, combined with chronic diseases and dependence, pose societal and welfare challenges.

Launched in 2018 with C2F funding, Chula ARi aims to enhance the elderly’s quality of life and prepare society for aging. Thailand faces unique pressures due to low birth rates and limited elderly support infrastructure compared to nations like Japan and Korea. The project emphasizes collaboration, community engagement, and actionable research across multiple disciplines, including medicine, engineering, architecture, and social sciences.

Chula ARi operates on three levels: conducting policy-driven research, raising public awareness, and piloting community-focused elderly support initiatives. The project has developed master plans for national and Bangkok-specific elderly action strategies. Between 2018–2022, ten urban communities in Bangkok were piloted, implementing health programs, home adaptations, green spaces, and learning centers. Surplus vegetable gardens generated income, and communal facilities fostered intergenerational interaction.

Technology, particularly robots, plays a critical role in elderly care. Rehabilitation robots, telemedicine devices, and limb therapy systems have been deployed in several Bangkok communities to improve the efficiency and accessibility of care. Building on these successes, Chula ARi expanded to 15 additional Bangkok communities, collaborating with the Bangkok Metropolitan Administration and regional universities to form Thai-ARi, extending support systems nationwide.

The project emphasizes future planning for pre-senior citizens, encouraging lifelong learning, health management, financial preparation, and mental resilience to navigate crises. Care for the elderly focuses on three dimensions—mind, body, and environment—promoting emotional support, active lifestyles, nutrition, and safe, accessible living spaces.

Chula ARi exemplifies a holistic, research-driven, and community-centered approach to aging, aiming to create sustainable urban elderly communities and serve as a model for Thailand and beyond.

HZICC: Hangzhou Cements Role as Key BRICS Cooperation Hub Following High-Impact Dialogue and Matchmaking

HANGZHOU, China, Sept. 29, 2025 /PRNewswire/ — The 2025 Dialogue on BRICS Special Economic Zones and its supporting activities, collectively recognized as the first major event gathering nearly all BRICS members and partners since China Center for Cooperation on Special Economic Zones in BRICS Countries was launched in Hangzhou this March, concluded during the 4th Global Digital Trade Expo.

The main dialogue on September 25 set a strategic tone. Chinese officials of national and provincial level, and H.E. Hussain Ibrahim Al Hammadi, Ambassador of the UAE to China delivered opening remarks, underscoring the role of SEZs as engines for shared growth.

The session yielded key outcomes, including the signing of four BRICS cooperation projects, namely Malaysia Sarawak School Co-construction Project, Qiantang BRICS Fund Project, Framework Agreement on Financing for Alumina Production Line Construction in Indonesia, and Memorandum of Understanding on Cooperation between Hangzhou and the Arab Digital Economy Alliance.

The dialogue also saw the release of two major reports: the BRICS Electronic Bill of Lending Report (2025) and the BRICS SEZ Economic and Trade Cooperation Development Report (2025). The fruitful day also witnessed the launches of the Hangzhou Initiative on AI Industry Cooperation and Development and the Initiative on International AI Cooperation and Service Alliance.

The following roundtable dialogue, under the “Greater BRICS” framework, brought together key representatives, including government officials from Egypt and Brazil, academic experts from Westlake University, and industry leaders from Alibaba Cloud and Export-Import Bank of China, for in-depth discussions on AI innovation and collaborative opportunities within BRICS SEZs.

The next day commenced with foreign delegates visiting leading Hangzhou-based companies, Sanhua(Hangzhou)Industrial Park and Hangzhou High Store Technology Co., LTD., to witness advanced manufacturing and smart logistics firsthand.

The visits were followed by a dynamic roadshow and matchmaking session where SEZ authorities from Malaysia, Belarus, Uzbekistan, and Indonesia presented investment opportunities.

Subsequently, over 40 Chinese enterprises, including Alibaba.com and DingTalk, engaged in targeted one-on-one talks with international representatives, fostering immediate business connections. Multiple enterprises scheduled follow-up meetings to advance cooperation in sectors including pharmaceuticals, digital infrastructure, and smart logistics.

The activities transitioned from macro-level dialogue to micro-level partnership building, bridging BRICS SEZs with Chinese enterprises, in an attempt to reinforce Hangzhou’s position as a vital international cooperation hub and inject tangible momentum into the “Greater BRICS” framework, paving the way for sustainable and inclusive economic collaboration.
