GPE Launches Virtual Reality Film on Climate Change And Education

Education in the eye of the storm invites users to experience how extreme weather events are impacting education and how children and their communities are adapting.
Cyclone Freddy, the longest-lasting tropical cyclone on record, hit Mozambique twice – on February 24 and March 11, 2023 – causing strong winds combined with heavy rains and wreaking havoc on the lives of hundreds of thousands of families.
“Viewers will experience Cyclone Freddy’s intensity and get a visceral understanding of the challenges faced by the community during this natural disaster,” said Laura Frigenti, GPE’s Chief Executive Officer. “Education is an underestimated but critical pillar of climate action. GPE will continue helping partner countries develop climate-smart education systems,” added Frigenti.
“As the climate crisis intensifies, Mozambique continues to face recurrent cyclones and climate shocks, which are putting children’s ability to learn in serious jeopardy. That’s why UNICEF is working with Government of Mozambique and partners to invest in climate resilient classrooms, which can stand up to the strongest storms and make sure children remain in school – even after disasters strike,” said Maria Luisa Fornara, UNICEF Representative in Mozambique.
Through a 360° immersive experience, users can access videos, photos, interviews and other content to understand the scale of the destruction caused by Cyclone Freddy and its consequences for children’s education.
Keeping children in school through climate-related event starts with building resilient education systems. This includes risk-sensitive planning, climate-resilient infrastructure, and advancing curricula and teacher training on climate and disaster risk reduction.
To fully harness the potential of education for climate action, GPE is working with partners to offer technical support to include climate-risk in countries’ plans, fosters cross-sector coordination and financing for adaptation efforts.
With almost one third of GPE grants supporting climate change response efforts, GPE also launched the Climate Smart Education Systems initiative in partnership with Save the Children and UNESCO, to enhance countries’ capacities to include climate change adaptation and environmental sustainability into education sector plans and budgets.

Lao PM Meets with Saudi, Vietnamese Delegations on ASEAN-GCC Sidelines
Laos’ Prime Minister Sonexay Siphandone met with Crown Prince and Prime Minister of Saudi Arabia Mohammed bin Salman and Vietnamese Prime Minister Pham Minh Chinh on October 20 on the sidelines of the Association of Southeast Asian Nations (ASEAN) – Gulf Cooperation Council (GCC) Summit in Riyadh.
As the summit was in full swing, PM Sonexay engaged in diplomatic talks with the Crown Prince of Saudi Arabia. In the discussion, the pair brought up potential ways to strengthen the ties between their two nations and foster greater cooperation on a variety of fronts, including investment, agriculture, and tourism.
According to Sonexay, this meeting marked an important moment in the diplomatic relations between Laos and Saudi Arabia. In 2022, Laos has expressed its interest in exploring the possibility of importing fuel from Saudi Arabia and exporting agricultural produce to the oil-rich nation. Although no specific details have been released about the timeline or method for the import of fuel from Saudi Arabia, further discussions and studies are scheduled to take place in the upcoming years.
This new move towards further economic cooperation is expected to benefit both nations and strengthen their existing relationship. To mark the occasion, PM Sonexay also conveyed his heartfelt congratulations to the Crown Prince for successfully hosting the ASEAN-GCC summit.
During the talk, both sides expressed their admiration for each other’s country and cherished the friendship and long-lasting relations that had developed between them since 1990, when the first formal contact between ASEAN and the Cooperation Council for the Arab States of the Gulf or the Gulf Cooperation Council (GCC) took place.
The Lao delegation was eager to update the Saudi side on the national economic situation, as well as their preparations for the ASEAN chairmanship and the country’s goal to attract visitors from all over the world during the Lao Tourism Year in 2024.
As the conversation drew to a close, PM Sonexay extended a warm invitation to the Saudi Crown Prince to visit Laos in the near future.
In another gathering – on the ASEAN-GCC summit’s sideline, the Lao delegation met with Vietnamese Prime Minister Pham Minh Chinh and expressed its commitment to carry on with the ongoing cooperation projects between the two countries, including the Vietnam-Laos Strategic Cooperation Agreement (2021 – 2030), the Vietnam-Laos Bilateral Cooperation Agreement (2021 – 2023).
The parties also discussed infrastructure development, mentioning the recent approval of the Vung Ang port projects 1, 2, 3 and the strengthening of railway infrastructure between Laos and Vietnam.
The ASEAN representatives will gather in the next GCC-ASEAN summit Malaysia in 2025.

Representatives from the Lao Ministry of Industry and Commerce (MOIC), ASEAN Secretariats, and the World Intellectual Property Organization held a brainstorming meeting on 17-20 October in Vientiane Capital to develop a 10-year ASEAN Intellectual Property Cooperation Action Plan (2026–2035) and upgrade the ASEAN Framework Agreement on Cooperation in Intellectual Property.
Australian Prime Minister Announces China Visit Hours Before Leaving for US to Meet Biden

CANBERRA, Australia (AP) — Australian Prime Minister Anthony Albanese said he will visit China in early November to meet President Xi Jinping, making the announcement Sunday hours before he departed for the United States to meet with President Joe Biden.
The Chinese visit dates were confirmed a day after Beijing agreed to review the crippling tariffs it levied on Australian wine that have effectively blocked trade with the winemakers’ biggest export market since 2020.
Albanese will become the first Australian prime minister to visit China in seven years when he travels to Beijing and Shanghai on 4-7 November.
“It’s in Australia’s interest to have good relations with China,” Albanese told reporters at Australian Parliament House, adding that his focus in the coming days will be on the visit to the United States.
“With Australia’s closest partner, talking about the future of our alliance, the future which has been upgraded by the AUKUS arrangements, a future based upon our common values, our commitment to democracy, and our commitment to the international rule of law and stable order throughout the globe,” Albanese added, using the acronym for Australia, the United Kingdom and the United States.
Under the trilateral pact, the U.S. and Britain will cooperate to provide Australia with a fleet of submarines powered by U.S. nuclear technology to counter a more assertive China.
Albanese said he will meet with Xi and Premier Li Qiang in Beijing and then attend the China International Import Expo in Shanghai.
The visit to China and a potential breakthrough in the wine dispute mark a further repair in relations since Albanese’s center-left Labor Party won elections last year after nine years of conservative government in Australia.
China has agreed to review its tariffs on Australian wine over five months, Albanese’s office said. In return, Australia has suspended its complaint against its free trade partner to the World Trade Organization.
China confirmed that the two sides had reached a consensus on resolving the issues “appropriately” regarding Australian wine.
“We are willing to work with Australia to continue to meet each other halfway through dialogue and consultation and jointly promote the stable and healthy development of bilateral economic and trade relations,” the Chinese Ministry of Commerce said.
A similar dispute resolution plan led to China removing tariffs on Australian barley.
Albanese said reopening the Chinese wine market would be worth more than 1 billion Australian dollars ($631 million) to exporters.
“We’re very confident that this will result in once again Australian wine, a great product, being able to go to China free of the tariffs which have been imposed by China,” Albanese said.
“It is important that we stabilize our relationship with China. That is in the interests of Australia and China, and it is indeed in the interests of the world that we have stable relations and that is what this visit will represent,” he added.
Australian Grape and Wine chief executive Lee McLean, a national wine industry advocate, described the breakthrough as a “really positive step.”
“The diversification effort needs to continue … but we absolutely also need to look at opportunities in China as well,” McLean said.
“It’s one market that is going to be important to us,” he added.
Albanese’s visit will come near the 50th anniversary of Labor Party leader Gough Whitlam becoming the first Australian prime minister to visit the People’s Republic of China in 1973.
Albanese accepted an invitation weeks ago to visit China this year, but finding suitable dates had been challenging.
Albanese is visiting Washington to meet with Biden this week and will return to the United States after his China trip to attend the Asia-Pacific Economic Cooperation leaders’ forum in San Francisco on Nov. 15-17.
It will be the ninth time Biden has met with Albanese as prime minister. The first meeting was in Tokyo hours after Albanese was sworn in as government leader in May last year for a leaders’ summit of the Quad strategic partnership that also includes Japan and India.
As well as the AUKUS deal, the leaders will also seek more cooperation on clean energy, critical minerals and climate change.
Albanese’s department announced Friday that it decided after an investigation not to cancel a Chinese company’s 99-year lease on the strategically important Darwin Port despite U.S. concerns the foreign control could be used to spy on its military forces.
Some security analysts interpreted the decision to let Shandong Landbridge Group keep the lease signed in 2015 and long criticized by Albanese as a concession to China ahead of his visit.
China’s release of Australian journalist Cheng Lei this month after she spent three years in detention in Beijing on espionage allegations was widely seen as a concession to Australia.
Albanese said the breakthrough on wine “has not been transactional,” meaning Australia did not make any corresponding concessions to Chinese demands.
“We’ll continue to put our case on matters that are in Australia’s national interest,” he said.
“I’ve said very consistently: We’ll cooperate with China where we can, we’ll disagree where we must, and we’ll engage in our national interest, and that’s precisely what we’re doing,” he added.
