Cross-Border Wind Power Project in Laos to Begin Supplying Vietnam by End of 2025

A major wind power project backed by Vietnamese investment in Laos’ Bolikhamxay Province is now 80 percent complete and is expected to begin full commercial operations by the end of 2025. 

The Truong Son Wind Farm, located in Khamkeut and Xaychamphone districts, is designed to generate 600 megawatts of electricity, which will be exported to Vietnam to support the country’s growing demand for clean energy.

The project is being developed in two phases. Truong Son Wind Project 1 is valued at over USD 371 million, while Project 2 is worth around USD 556 million. 

Both sites are situated at altitudes between 1,400 and 2,000 metres above sea level and are planned to operate for 25 years. 

First surveyed in October 2023, construction began in April 2024. According to Project Director Ruang Jung Anh, construction is moving forward steadily and is expected to be completed later this year, with operations starting before the end of 2025.

Electricity from the wind farm will be transmitted to Vietnam through a 220-kilovolt line connecting to the Do Luong substation in Nghe An Province. This marks the first time a Vietnamese private company has invested in a cross-border transmission line to import power from Laos.

In addition to this nearly finished project, another large-scale wind farm is preparing to begin construction, one more is scheduled to start in 2026, and two others are currently in the contract development phase. 

In late September, Laos launched the Monsoon Wind Power Project (600 megawatts), Southeast Asia’s largest onshore wind farm and Asia’s first cross-border renewable energy venture, covering 68,000 hectares in Sekong and Attapeu provinces. 

These projects align with the Vietnam-Laos agreement, under which the Vietnamese government plans to purchase 3,000 megawatts from Laos by 2025, with potential increases to 5,000-8,000 megawatts by 2030 and up to 11,000 megawatts by 2050.
