Fashion as Cultural Diplomacy: Southeast Asia’s Presence in BRICS+ Summit

In early October, while Laos was immersed in ASEAN responsibilities, the BRICS+ Fashion Summit in Moscow brought together over 80 countries, including several Southeast Asian nations. The summit spotlighted how fashion and textile traditions can drive cultural diplomacy and strengthen international ties.

With Asia’s textile market projected to hit USD 236.8 billion by 2024, ASEAN Fashion Week President Hayden Ng praised the summit as a “crucial communication platform for emerging nations, as it amplifies their voices on the global stage, fosters cross-cultural exchange, and enables collaboration in fashion innovation.”

Held alongside Moscow Fashion Week, from 3 to 5 October, the summit also aimed to highlight the rising influence of Asian designers in the global fashion scene.

A highlight of the summit was the “Heritage” exhibition, featuring cultural diversity from over 40 countries. Notable Asian brands included China’s KENSUN, which integrates traditional painting techniques into textiles, and Laos’s LeLao, which merges cultural heritage with sustainability.  Designers like Indonesia’s RAEGITAZORO and India’s NITIN BAL CHAUHAN also spotlighted the creative power of emerging economies.

Cultural Appropriation Concerns Arise with Rising Interest in Southeast Asian Textiles

However, as global interest in Southeast Asian textiles and fashion grows, so do concerns over cultural misappropriation. 

Traditional garments like the sarong, batik, and Ao dai hold deep significance, often disregarded by international brands, said Nguyen Vi Huu Canh, Head of Fashion Sector, VDAS Vietnam Design Association, and CEO of Cooper & Co., highlighting the event’s importance in enabling emerging countries to learn, access new technologies, and bolster their national brands for international competition.

“Cultural appropriation is a sensitive issue globally, including in Southeast Asia (SEA), where cultural symbols, attire, and traditions are often commercialized without acknowledging their roots,” he said.

Cultural appropriation became a focal point of the summit’s discussions, with smaller nations expressing concerns over the misuse of their deeply rooted traditions. 

“There’s a real problem when cultural symbols are commercialized without recognition or respect for their roots,” Canh remarked.

A notable example is Victoria’s Secret’s 2017 runway show, which faced criticism for using Southeast Asian motifs without acknowledging their origins. Canh pointed to the inherent similarities in textile patterns across Vietnam, Laos, and Malaysia, yet cautioned that each design carries a unique cultural narrative. 

“When I randomly changed the colors of a Vietnamese pattern, it coincidentally resembled a Lao one. However, the three stories behind the patterns and garments are entirely different. I believe that the narrative conveyed behind them is what makes the difference when we talk about culture,” he explained.

ASEAN Designers Advocate for “Slow Fashion” to Preserve Cultural Integrity

In the globalized fashion industry, Southeast Asian nations increasingly advocate for ethical practices to honor their traditional patterns. Canh highlighted that cultural appropriation raises pressing issues around respect, ownership, and collaboration, pointing out that misusing cultural elements often reflects colonial patterns, where powerful groups benefit from marginalized communities without giving back.

The rapid advancement of technology, particularly AI, presents both challenges and opportunities for Southeast Asian fashion. While some worry that mass production or algorithm-driven designs could dilute cultural authenticity, others view technology as a means to preserve and innovate. For instance, Vietnamese designer Công Trí has experimented with using technology to enhance traditional hand-weaving techniques, incorporating Lanh My A, the traditional silk fabric from the craft village of Tân Châu, which is woven and dyed using a rare black fruit called ‘Mac Nua,’ to create contemporary collections.

Nguyen Huu Canh spoke more about the use of AI in retail and fashion in one of the BRICS+ panels on 5 October. 

“As AI becomes more prevalent in design, there’s a concern that these cultural patterns may lose their authenticity if mass-produced or manipulated by algorithms without understanding their historical significance,” Canh said.

However, consumers are increasingly aware of the importance of sustainability and cultural integrity in fashion. Southeast Asian designers are now advocating for “slow fashion,” where technology is used not to replace tradition, but to support artisans in keeping these cultural expressions alive, the Vietnamese designer noted. 

This approach not only supports local artisans but also aligns with BRICS’ broader sustainable development goals.

In this context, Laos, along with other Southeast Asian nations, is leveraging cultural diplomacy to establish meaningful global partnerships. In its pursuit of BRICS membership, Laos aligns with a broader movement among developing countries aimed at joining the global market, focusing on cultural identity and modern sustainability. 

The recent BRICS summit in Kazan, held from 22-24 October, marked a crucial moment for Laos, which sought to deepen international partnerships and promote multilateral collaboration among the BRICS community.

Through platforms like BRICS, Laos and its Southeast Asian neighbors are finding ways to navigate global pressures while remaining true to their cultural roots, making fashion, among other industries, crucial diplomatic instruments for both cultural expression and economic cooperation.

SIBUR to use green energy to reduce carbon footprint of production


MOSCOW, RUSSIA – Media OutReach Newswire – 31 October 2024 – SIBUR, Russia’s largest producer of polymers and rubber, has agreed to purchase additional electricity from renewable sources to reduce the carbon footprint of its production sites, in line with its ESG strategy.

The company plans to purchase 62,000 MWh of electricity generated at TGC-1 hydroelectric power plants to meet the energy needs of two of its production facilities: SIBUR-PETF and POLIEF, both of which manufacture polyethylene terephthalate.

The agreement will enable SIBUR to operate one of the sites, SIBUR-PETF, entirely on renewable energy, thus achieving one of the most ambitious goals outlined in its sustainability strategy.

In addition, the deal will increase the use of green energy at POLIEF, which already operates a solar power plant that provides approximately 25% of the electricity used for the production of Vivilen granules, which are made with recycled plastic (rPET).

Military Metals Enters Definitive Agreement to Acquire European Union Antimony Deposits

Two Antimony and One Tin Project in Slovakia

(the “Target“), and the controlling shareholder of the Target pursuant to which the Company will acquire 100% of the issued and outstanding common shares in the capital of the Target (the “Target Shares“) by way of a three-cornered amalgamation (the “Amalgamation“).

About the Target
The Target owns three brownfield projects in Slovakia. Of the three projects, Trojarova is the most advanced (“Trojarova”). Located in western Slovakia, it potentially hosts one of the European Union’s most significant known primary antimony deposits. 63 holes were historically completed into the deposit during the 1980-1900s over a strike length of 1.5 kilometers, along with nearly 1.7 kilometers of underground workings; the deposit hosts historical (non-compliant) antimony and accessory gold resources classified in the Soviet era Russian classification system.

Additionally, Military has acquired both a tin and second antimony property in Slovakia. The tin property (“Medvedi-Potok”), likewise features significant historical drilling, underground development, and features a historical (non-compliant) tin resource. The Tiennesgrund antimony property features over two dozen small underground workings along its 10-kilometer length where historical production is reported.

Consideration for the acquisition of 100% of the Target Shares comprises 10,000,000 common shares in the capital of the Company (the “Company Shares“), at a deemed issuance price of $0.56 per Company Share, valued at a sum of CAD $5.6 million. The Company will also assume the Target’s obligations in respect of its outstanding share purchase warrants, which will provide holders the right to acquire up to 3,499,997 Company Shares at an exercise price of $0.10 per share.

Antimony, a vital component in everything from battery technologies to advanced military applications such as night vision and infrared sensors, is classified as a critical mineral by the United States, Canada, the European Union, and the United Kingdom. Currently, over 90% of global antimony reserves are concentrated in China, Russia, and Tajikistan. Military seeks to target antimony with the goal of contributing to the global antimony supply, and filling a gap that is present in the ability of Western countries to obtain this critical mineral.

About the Projects
Discovered in the late 1970s, Trojarova was the focus of extensive surface and underground exploration from 1983 to 1995, with 63 core holes for a total of 14,330m, and 1.7km of underground workings completed. Efforts continued over the years as additional trenches were dug and holes were drilled. Starting in 1990, underground development work began ultimately comprising a 300-meter-long adit connected to a 700-plus meter-long drive in the footwall of the mineralized zone with seven crosscuts into the mineralized zone for sampling purposes. These efforts culminated in a multi-volume study comprising drill logs, analyses, drill plans, maps and sections, deposit model studies, petrographic studies, metallurgical studies and more, culminating in a multi-volume compendium of reports produced by the Slovak Geological Institute published in 1992 (the “1992 Report“). Upon completion of the Amalgamation, the Company will move forward to verify this historical estimate by confirmation drilling so that it is able to classify mineral resources at Trojarova as current, in accordance with National Instrument 43-101. The historical estimate at Trojarova was classified using the Slovak version of the newly post-Soviet Russian classification system, which is not directly comparable to or compatible with the western system as defined by the Canadian Institute of Mining, Metallurgy & Petroluem (“CIM Definition Standards for Mineral Resources & Mineral Reserves”).

The Slovak Geological Institute, the state agency that carried out all exploration and underground development work at Trojárová, classified the resource as “P1” in the Slovak version of the Russian classification system. P1 is closest within the Canadian Institute of Mining, Metallurgy & Petroleum’s (“CIM”) classification system to “Inferred Mineral Resources,” which is defined by the CIM as that part of a Mineral Resource for which quantity and grade or quality are estimated on the basis of limited geological evidence gathered through appropriate sampling techniques from locations such as outcrops, trenches, pits, workings and drill holes.

Considerable work remains to be completed before it will be possible to classify mineralization documented at Trojarova as current mineral resources. The historical drill logs need to be translated and transcribed into a logging format suitable for resource estimation purposes. All collar locations along with the underground maps need to be digitized and georeferenced. Depending upon the assessed quality and reliability of these data, it will be possible for a resource estimation geologist to determine the extent of confirmation drilling necessary so that mineralization documented at Trojarova can be classified as current mineral resources. A qualified person has not done sufficient work to classify the historical estimate as current mineral resources or mineral reserves. Military is not treating the historical estimate as current mineral resources or mineral reserves.

The Tiennesgrund antimony project, located in eastern Slovakia, comprises a 10-kilometer-long license covering a large, fault/shear-hosted antimony-gold vein system hosting multiple adits and a long artisanal-scale mining history. The nearby Medvedi-Potok property hosts a classic tin vein system in a greisened intrusive; it features underground workings and a historical (non-compliant) resource. Additionally, on completion of the Amalgamation, the Company will inherit a small processing facility in Slovakia owned by the Target. Its inclusion in our strategic narrative underscores our commitment to efficiency and innovation, making it a key differentiator in today’s market.

Mengniu Partners with Alliance for Water Stewardship to Promote Water Conservation Initiatives across the Global Dairy Industry

Mengniu Partners with Alliance for Water Stewardship to Promote Water Conservation Initiatives across the Global Dairy Industry


HONG KONG SAR – Media OutReach Newswire – 30 October 2024 – China Mengniu Dairy Company Limited and its subsidiaries (together as “Mengniu”, the “Company” or the “Group”) (Stock Code: 2319) has signed a Memorandum of Understanding (“MOU”) with the Alliance for Water Stewardship (“AWS”) during the Shanghai Sustainable Water Management Forum to enhance collaboration in facilitating AWS certification, promoting water conservation among consumers, standardizing sustainable water practices in the dairy industry, and establishing a benchmark for water management in China.

AWS is a global collaborative network that includes businesses, NGOs, and public sector organizations. Members of AWS contribute to the sustainability of local water resources by adopting and promoting a universal framework for responsible water use – the International Water Stewardship Standard, or AWS Standard. The framework drives, recognizes, and rewards exemplary water management practices.

Mengniu has been actively enhancing its water management initiatives in recent years. In 2020, the Company set a goal to achieve a 6% reduction in freshwater consumption per tonne of dairy product by 2025, compared to 2020. As of 2023, the Group has successfully reduced its water consumption per tonne of dairy product by 3.8% since 2020, resulting in annual water savings of 1,062,000 tonnes.

Meanwhile, Mengniu has achieved a series of significant milestones in water resource conservation.

  • Governance: Mengniu’s Sustainable Development Committee oversees its water resource management initiatives. Additionally, an Energy Conservation and Emissions Reduction Working Group was established to monitor the progress of business units on both a monthly and annual basis.
  • Operations: Mengniu has implemented the WWF Water Risk Filter tool to create water risk and watershed maps aligned with operational needs, facilitating systematic water risk management. The Group’s water conservation strategy, encapsulated in the “3U Strategy” – “Save Use”, “Recycle Use” and “Common Use” – empowers each business unit to actively identify opportunities and enhance technological innovations to reduce water consumption.
  • Certification and Standards: Mengniu has contributed to the formulation of several national and industry water conservation standards. As a result, 27 of the Group’s entities have been recognized as water-saving enterprises. Notably, Mengniu was the first company in the domestic dairy industry to receive AWS water management certification for three of its facilities.
  • Water Footprint: Milk Deluxe (Dream Cap), an organic pure milk product, received the first Water Footprint Verification Statement for organic pure milk in China. Additionally, Mengniu’s Dangyang facility also earned the first Organization Water Footprint Verification Statement in China, with the factory serving as the verification boundary.

Building on their shared commitment to sustainable water management developed over the years, Mengniu views this strategic partnership as a pivotal opportunity to enhance its water resource management practices.
