Japan Supports School Improvements in Bokeo to Reduce Dropout Rates

Laos Government Outlines Plans to Tackle Rising School Dropout Rates

The Government of Japan has awarded a grant of USD 107,000 to improve schools in Bokeo Province, Laos, with the goal of reducing student dropout rates.

On 24 October, Japanese Ambassador Koizumi Tsutomu signed a grant contract with Somphit Chanthavong, Director of the Office of Education and Sports for Huayxay district, in Vientiane. The event was attended by Khamphaya Phompanya, Vice Governor of Bokeo Province.

This funding will be used to construct a new school building and toilet facilities for Toup Kindergarten and Primary School. It will also provide school furniture and relocate the school to higher ground to safeguard it from floods.

Bokeo Province is highly vulnerable to flooding, which disrupts school attendance and damages infrastructure, according to the World Bank. Reports show that Laos faces severe educational challenges in the province, including dropout rates of 30 to 40 percent, particularly in villages that do not offer access to grades 4 and 5.

In the 2023–24 academic year, over 5,000 children dropped out of primary, lower, and upper secondary schools in Bokeo Province, as reported by the provincial education department earlier this year. Factors contributing to this alarming dropout rate include the long distance to schools, lack of student dorms, financial hardships prompting children to work, and a perception that further education is not valuable.

The province has seen a total of 5,781 children drop out, with a decline of 654 enrollments in lower and upper secondary schools compared to the previous year. Poor school management, teacher shortages, and insufficient cooperation among educators, parents, and officials further discourage school attendance.

In response, the Bokeo Provincial Education and Sports Department plans to collaborate with local authorities to improve employment opportunities, enhance school attendance awareness, and upgrade school infrastructure. These efforts align with the government’s goal of improving education quality and increasing enrollment nationwide, as highlighted by a significant drop in university enrollments from over 9,000 in the 2020–21 academic year to 6,688 in 2023–24. The Lao government is committed to addressing these challenges through various projects in its National Socio-Economic Development Plan for 2021-2025.

Since 1992, Japan has contributed over USD 1 million to projects in Bokeo Province, focusing on education, infrastructure, and agriculture.

UPDATED on 28 October at 3:51 PM

Laos will host the Eighth International Association for the Study of Silk Road Textiles symposium and the Ninth ASEAN Traditional Textile Symposium from 3 to 6 November at the Landmark Riverside Hotel in Vientiane.

These events aim to promote traditional textile practices and celebrate the cultural heritage of Southeast Asia. Textiles are key to the region’s cultures, serving both functional and symbolic roles. The symposiums will highlight the traditional weaving, dyeing, and embroidery techniques of various communities.

The 8th International Association for the Study of Silk Road Textiles conference will focus on the theme “Textile Trails: The Legacy of Silk Roads in Southeast Asia,” while the 9th ASEAN Traditional Textile Symposium  (ATTS 9) will carry the slogan “Weaving a Stronger ASEAN Community through Cultural Heritage and Textiles.” Both events are organized by the Traditional Textile Arts Society of Southeast Asia.

The inaugural ATTS took place in Jakarta in 2005 and has since been hosted by various Southeast Asian countries, including the Philippines, Malaysia, and Thailand.

“We hope that this conference will help to spread and raise awareness about Laos silk weaving, emphasizing the cultural heritage and crafts,” said Phaiphone Saiyadeth, ATTS9 Secretariat. “We also feel very honored that Laos has been the host of this culturally meaningful and important event. We are delighted to be able to bring together artists, designers, researchers and those with a passion for textiles. We hope that everyone will gain new knowledge and perspectives from this conference.”

Linda McIntosh, the Program Coordinator for this year’s event, further noted that the symposium will bring together scholars, museum professionals, and textile enthusiasts from around the world.

“This symposium is an invaluable opportunity to share knowledge and foster collaboration among those who care about preserving traditional textile arts,” she said.

The symposium will feature speakers from diverse backgrounds, including a retired curator from the Victoria & Albert Museum, a French expert in natural dyes, and researchers from several countries, including the Netherlands, Malaysia, and the United States.

As the event approaches, participants look forward to valuable discussions and the celebration of traditional textile arts in Vientiane.

Vinhomes: A Sustainable Future for Cities

In the digital age, the way people live in cities is evolving rapidly. While some people are seeking suburban retreats, many Asians are drawn to the convenience and vibrancy of urban life. This preference is fueled by the emergence of mega-complexes like Vinhomes’ projects, which offer a comprehensive range of amenities within the heart of bustling cities. These developments are designed to meet the diverse needs of modern residents, creating a new standard for urban living.

HANOI, VIETNAM- Media OutReach Newswire – 25 October 2024 – The digital age has sparked a fascinating urban migration shift worldwide. In several countries, a mass exodus from major cities is underway, driven by a desire for open spaces, remote work flexibility, and a growing eco-consciousness.

Vinhomes: A Sustainable Future for Cities

However, in Asia, a different trend is emerging. Amidst the vibrant energy of Asian cities, modern, airy housing complexes are springing up, offering residents a harmonious blend of urban convenience and natural serenity.

This growing trend has caught the attention of real estate developers, who are eager to cater to a new generation of city dwellers seeking the best of both worlds. Vietnam’s Vinhomes is a prime example of this emerging trend, leading the charge in creating sustainable, urban living spaces.

Redefining Urban Living: Vinhomes’ Vision for the Future

Vinhomes, Vietnam’s largest real estate developer, is at the forefront of transforming urban landscapes. Their ambitious Ocean City project is a prime example, offering a self-contained community with everything residents need: homes, workplaces, entertainment, and retail, all within a gated environment.

Beyond Ocean City, Vinhomes’ Vinhomes Royal Island project offers another luxurious living experience. Inspired by island getaways, it features extensive parklands, pools, and sports facilities.

These developments are attracting international residents seeking a high quality of life. As the world continues to evolve, Vinhomes’ all-in-one communities are setting the standard for future urban living.

Vingroup, Vinhomes’ parent company and a leading private conglomerate in Southeast Asia, is leading the charge towards a greener future by implementing digital initiatives aligned with ESG principles. Through the strategic use of AI, IoT, robotics, immersive technologies, and blockchain, Vingroup is addressing sustainability challenges across its diverse portfolio, encompassing technology & industry, trade & services, and social enterprise.

As a member of the Vingroup conglomerate, Vinhomes is dedicated to sustainability. The company is harnessing technology to create smart cities that optimize energy consumption, reduce waste, and improve transportation.

The Rise of Mega-Complexes in Asia

The Covid-19 pandemic has reshaped urban living globally. While Western societies have shown a growing preference for natur

e and less dense environments, many in Asia have embraced the convenience and community offered by large-scale residential complexes. This shift is particularly evident in Vietnam.

As the grip of the Covid-19 pandemic loosened, a swift decision took root in the mind of Hien Nguyen, Hanoi, capital of Vietnam. He swapped his cramped city-center dwelling for a sprawling, 1,200-hectare haven within the self-contained mega-complex called Ocean City.

“Even if a pandemic’s shadow falls again,” he mused, “I may be confined to my own backyard, but within its embrace, I’ll have a lake at my doorstep, a hospital a stone’s throw away, and a school, supermarket, gym, pool, and cinema, all woven into the very fabric of my home,” he confided.

In Asian cities, mega-complexes are becoming increasingly popular. Vinhomes’ sprawling developments offer a unique blend of urban convenience and suburban tranquility. With integrated shopping malls, artificial lakes, and extensive recreational facilities, they provide a secure and comfortable living experience.

Residents are drawn to the convenience of having everything they need within walking distance, while also enjoying the benefits of a green and spacious environment.

Vinhomes: A Leader in Sustainable Living

According to the United Nations report “The Future of Asian and Pacific Cities”, Asian metropolises have experienced a dramatic population increase since 1970, growing at a rate of 3.4% annually compared to 1% in developed nations. This rapid urbanization highlights a significant global demographic shift. As Dr. Robert Guild, the Asian Development Bank’s sustainability chief, emphasizes, “Asia’s future is urban”.

Asia currently hosts 17 of the world’s 33 megacities, cities with populations exceeding 10 million. A recent Knight Frank survey further underscores the region’s enduring urban appeal. While global buyers increasingly favor suburban, resort, and coastal destinations, Asian buyers remain steadfastly committed to city living.

As the global demand for environmentally friendly, healthy living experiences grows, Vinhomes is well-positioned to capitalize on this trend.

The company is known for its scale, rapid development, and high-quality services. Vinhomes is driving sustainable development in the Vietnamese real estate market and setting new international standards.

For example, for centuries, Hanoi, Vietnam’s capital, was landlocked, with the nearest beach located 100 kilometers away. Vinhomes’ Ocean City development has transformed this by introducing a 6.2-hectare artificial saltwater lake to the heart of the city. The sand on this beach was carefully imported from Nha Trang, Vietnam’s renowned coastal destination, creating a beachside experience within the urban environment. Additionally, Ocean City features a 24.5-hectare man-made freshwater lake.

Vinhomes is committed to providing exceptional living experiences in urban settings. The company’s developments feature well-planned residential areas, comprehensive amenities, and a clean, green environment. Vinhomes aims to redefine the Vietnamese lifestyle by fostering a strong sense of community, building a vibrant and civilized living environment, and promoting healthy and fulfilling lifestyles.

On 24 October, the Australian Government provided essential learning materials to primary schools in Luang Namtha Province that were affected by recent flooding.

This initiative targeted schools in the Namtha, Nalae, and Sing districts, which experienced significant damage from flooding caused by Typhoon Yagi in September. The floods destroyed buildings and vital teaching resources, impacting around 1,800 students and teachers across 17 primary schools.

In response to an urgent request from the Ministry of Education and Sports, Australia financed the purchase of 7,740 textbooks and 1,530 teacher guides, totaling LAK 330,632,400 (approximately USD 15,081). These materials, which cover subjects like Lao Language, Science, and Social Studies, ensure comprehensive support for all primary grades.

Vice Minister Samlane Phankhavong and Benita Sommerville, Australia’s Deputy Head of Mission, officially handed over the materials, stressing the importance of quickly restoring educational resources. Samlane expressed gratitude for Australia’s ongoing support, highlighting that replacing lost textbooks is crucial for helping classes resume promptly.

  • Responds to AWRC report, ensuring accountants remain pivotal in sustainable business advancement

SINGAPORE – Media OutReach Newswire – 25 October 2024 – KPMG in Singapore and ACCA (the Association of Chartered Certified Accountants) have announced the launch of a pioneering learning programme designed to address the future skills needed for the accountancy profession, as well as equip non-accountancy graduates and strengthen their professional capabilities to enter the field. This initiative is a direct response to the recommendations of the Accountancy Workforce Review Committee (AWRC) report released in May 2024, which underscored the urgent need for enhanced ESG (environmental, social, and governance) capabilities among accountancy professionals.

In alignment with the AWRC report, the programme focuses on equipping accountants with future-ready ESG skills, ensuring the profession remains indispensable to advancing sustainable business practices. Moreover, it creates an inclusive pathway for those without a traditional accounting background, enabling them to transition into the profession through specialised ESG training. This dual focus addresses both the evolving skill requirements and the necessity of diversifying the talent pipeline within the accountancy sector.

Launched today at ACCA’s Annual Conference 2024, this initiative highlights the evolving role of accountants beyond traditional audit and assurance functions. With sustainability reporting becoming increasingly critical, the demand for ESG expertise is surging with accountants now needing to lead the charge in advancing sustainable business practices across various industries.

Alex Koh, Partner and Head of Audit, KPMG in Singapore said: “To redesign the accountancy workforce, we must attract new talent by prioritising adaptability, collaboration and innovation. Today’s accountants are not just guardians but strategic advisors, guiding businesses through complex challenges. Trust remains at the core of our profession, particularly in areas like ESG assurance and AI governance. Our collaboration with ACCA to introduce the ESG future skills programme is more than just providing access— it is about building on qualities and fundamentals that accountants already possess and applying these to emerging areas. This approach ensures that accountants can confidently navigate and address the practical challenges of a rapidly changing business environment, all while maintaining the essential trust that underpins our profession.”

“Sustainability is a top priority for businesses, governments, and the public sector. Finance professionals play a crucial role in driving and implementing sustainable practices across a wide range of organisations,” said Daniel Leung, Country Manager, ACCA Singapore. “ACCA is proud to partner with KPMG to launch this important programme, which will equip industry talents with the skills needed to shape a sustainable future. This initiative also aligns perfectly with our Annual Conference theme, ‘Reinventing the Profession for a Changed World,’ as we continue to foster the flexible skills necessary for the evolving profession.”

The finance and accounting skillset remains highly valuable and versatile, extending beyond traditional roles to create value for organisations, such as advancing a company’s sustainability agenda. Recommendations from the report released by AWRC highlighted that accountants need to be engaged in more diverse and purposeful work, and be recognised as crucial, valued business partners in an organisation.

Supporting these findings, ACCA’s 2024 worldwide survey of employers revealed that some of the most sought-after skills by employers in Singapore include ESG-related skillsets such as ethics and leadership. Demand for skillsets in sustainability in green finance rose from 38 percent to 47 percent this year.

According to KPMG’s research, more than half (56 per cent) of existing financial services job roles, representing more than 50,000 financial services professionals, will require upskilling on sustainability topics as these are increasingly incorporated into their critical work functions. For example, recent regulatory updates have enhanced Singapore listed companies’ climate related disclosure requirements from FY2025, which will require accounting professionals within these companies to be well-versed in these sustainability related regulations to effectively incorporate these into their work tasks and responsibilities.

Those with expertise in ESG will experience higher demand and enjoy diverse career prospects in a landscape where sustainable and ethical practices are increasingly prioritised.
