Luxembourg has handed over state-of-the-art blood cold chain equipment to the Lao Red Cross, valued at approximately 2 million Euros on 13 September in Vientiane. This significant contribution aims to strengthen the Laos’ blood transfusion services and ensure a reliable and safe supply of blood products across Laos.
The handover ceremony took place in Vientiane Capital and was attended by key dignitaries, including Khamlavanh Chanthalavanh, President of the Lao Red Cross, Phaivanh Keopaseuth, Vice-Minister of Health, Thomas Lammar, Chargé d’affaires of the Luxembourg Embassy in Laos, Chanthala Souksakhone, Director of the National Blood Transfusion Institute, Robert de Waha, Resident Representative of LuxDev Asia office, as well as representatives from the Lao Government and LuxDev, the Luxembourg Development Cooperation Agency.
The high-tech blood cold chain equipment, provided through the Health and Nutrition Programme (LAO/035), implemented by the Ministry of Health and LuxDev, will be distributed at central, provincial and district levels. This investment will play a crucial role in maintaining the integrity of the blood cold chain across the country, while responding the ambitious goals in terms of increased blood donations across the country. It will ensure that blood products are stored and transported safely from donation centers to hospitals and health facilities to help and rescue emergency cases timely and effectively nation-wide.
The equipment includes a range of 243 essential components, such as freezers, storage units, digital control devices, and mobile cold chain units for outreach campaigns and safe transportation of blood products at district and village levels. Furthermore, the contract includes an extended warranty period and preventive maintenance and training to ensure the effective utilization and maintenance of the equipment.
Khamlavanh Chanthalavanh, the President of the Lao Red Cross, emphasized the importance of this donation: “The Lao Red Cross is grateful for the generous support from Luxembourg Aid & Development. Through a comprehensive seven-month programme, CHIEF participants will reimagine the purpose of capital, explore the impact landscape, assess the viability and scalability of impact projects, and delve into how various financial models may be suited to different contexts.
The programme is developed in collaboration with the London School of Economics (LSE) Marshall Institute, known for its 100x Impact Accelerator that offers grants and support to a new generation of social unicorns. Stephan Chambers, Director of the Marshall Institute at LSE, remarked, “We are thrilled to partner with WMI in co-designing the innovative CHIEF Programme. In addition to LSE’s world-class curriculum, participants will also learn directly from global pioneers such as Jed Emerson, the creator of Total Portfolio Management[2], and Bruno Roche, founder of the Economics of Mutuality[3]. The CHIEF Programme will also include learning journeys to the UK and Asia, offering practical on-ground exposure to transformative social innovations and culminating in a roadmap for the participants’ personal impact ambition.
To foster collaboration and exchange of ideas between wealth owners and social innovators, the ACC will award scholarships to exceptional social innovators in Asia to participate in the CHIEF programme. This initiative aims to bridge diverse perspectives, enabling both wealth owners and social innovators to co-create solutions that address complex challenges. It is part of ACC’s broader commitment to building capabilities in philanthropy.
The ACC is a learning lab for impact capital, equipping impact investors, entrepreneurs, and advisors to purposefully channel their resources and passion for a better tomorrow. Since its launch, the ACC has trained 250 participants through its philanthropy courses, including the Certified Impact Philanthropy Professional (CIPP) programme. This certification, the first of its kind in Asia, has been mapped to industry skillsets and is designed to equip wealth advisors and family office professionals with the expertise needed to confidently strategize, advise, and implement impact initiatives.

The selection process for the program was highly competitive, with over 200 top-performing agents from seven markets across Asia chosen based on rigorous performance criteria. The cohort comprises a diverse mix of new and seasoned agency leaders and agents, with the program co-designed and tailored to meet the unique needs of each segment within the agency force.
Structured around four core modules – Communications, Customer Psychology, Leadership, and Entrepreneurial Mindset & Strategies, the program ensures participants can directly apply their learnings through Action Learning Projects, which are critical for program completion and professional growth.
