New Vice President Elected as Laos Confirms Top Leadership for New Term

The inaugural session of the 10th Legislature of the National Assembly. Vientiane Capital, Laos. 23 March 2026

Laos has re-elected President Thongloun Sisoulith and Prime Minister Sonexay Siphandone for another five-year term as the 10th National Assembly opened on Monday. But the session’s most closely watched outcome was the election of Sonexay’s older sister to the country’s second-highest office.

Vienthong Siphandone, a former President of the People’s Supreme Court, was elected Vice President, placing two members of the Siphandone family among the highest government offices.

Meanwhile, Laos has confirmed its three top leaders for another five-year term after the 10th National Assembly convened its first session in Vientiane on Monday, following the general elections held on 22 February.

The results came as no surprise. All three incumbents were returned to office by comfortable margins, extending a leadership lineup that will now guide the country through the 2026–2030 development cycle.

Thongloun Sisoulith was re-elected President, securing 171 of 173 votes cast by the National Assembly members present. The result makes him the most powerful figure in the country by some distance.

He already holds the position of General Secretary of the Lao People’s Revolutionary Party, to which he was reappointed on 8 January at the closing session of the party’s 12th National Congress. At 80, Thongloun now simultaneously leads both the party and the state.

Sonexay Returns as Prime Minister

Prime Minister Sonexay Siphandone was returned to office with 170 of 173 votes. First appointed to the role in late 2022, Siphandone will continue to lead the government through what is expected to be a defining period for Laos’ economic development, including the implementation of the National Socio-Economic Development Plan for 2026–2030.

Lastly, Xaysomphone Phomvihane retained the presidency of the National Assembly, confirmed by the majority of lawmakers. He will be joined by four vice presidents of the legislature: Sounthone Xayachack, Kongkeo Xaysongkham, Vilayvong Bouddakham, and Monexay Laomouaxiong.

Five-day session, five-year agenda

The session runs from 23 to 27 March.

Over five days, lawmakers will review and approve the country’s major national agendas, including the National Socio-Economic Development Plan for 2026–2030, legislative priorities, and institutional frameworks. The 10th National Assembly will hold a total of ten sessions over its five-year mandate.

How the System Works

Laos held its general elections on 22 February, when approximately 4.7 million eligible voters, out of a total population of over seven million, cast ballots to elect all 175 National Assembly members. Under Laos’ political system, it is those legislators, not the public directly, who then vote to confirm the President, Prime Minister, and National Assembly President.

Seats are allocated by constituency, with each province holding a minimum of five and a maximum of 19, based on population. National elections take place once every five years.

Atomic Precision Innovation Center Opens in Singapore to Power the Next Era of AI Hardware

Applied Angstrom Technology’s first-of-its-kind R&D facility strengthens Singapore’s position in the Angstrom Era of semiconductor manufacturing

SINGAPORE, March 23, 2026 /PRNewswire/ — Applied Angstrom Technology (AAT), a semiconductor technology company developing wafer fabrication equipment and process solutions for the Angstrom Era, has officially opened its Atomic Precision Innovation Center (APIC) in Singapore. A first-of-its-kind research and development facility, APIC integrates Front-End-of-Line (FEOL) semiconductor equipment design, testing and production capabilities.

As AI adoption accelerates worldwide, demand is exponentially rising for more advanced logic and memory devices, including more powerful GPUs for processing, higher density SSDs for data storage and High Bandwidth Memory (HBM) for seamless, data-intensive workloads. APIC is designed to meet this need while reinforcing Singapore’s strategic role in the semiconductor equipment supply chain.

AAT has a clean-sheet, AI-native etch system that is purpose-built for the Angstrom Era – the next-generation of semiconductor manufacturing defined by atomic-scale precision. Rather than iterating on decades-old platform designs, AAT’s vision is to build next-generation equipment from the ground up, powered by Agentic AI from day one and accelerated by Physical AI for future development.

“The chips that power AI need equipment that is itself powered by AI,” said Dr Richard Yang, Ph.D., Founder and CEO, Applied Angstrom Technology. “The global semiconductor industry is entering the Angstrom Era, making precision, speed and ecosystem proximity matter more than ever. By mastering atomic-level precision and AI-native design, and establishing APIC close to major foundries, we aim to bolster Singapore’s role in deep tech innovation.”

Yang, who pioneered Atomic Layer Etch (ALE) and transitioned cryogenic etch to fab scale at Lam Research and Intel, founded AAT in Singapore in 2022 to redefine the etch process. Ted Taylor, who has held senior leadership roles at Intel, ASML and Micron, has been advising AAT on technology and market strategy.

APIC is located at the Yishun Industrial Park, within 15-minutes of Singapore’s major fabs. It features a 2,000-square-foot facility, including a Class 100 (ISO 5) cleanroom, within a larger 10,000-plus-square-foot facility. At full capacity, APIC can support the simultaneous development of more than three systems and deliver an annual turnaround of eight or more atomic-precision semiconductor systems. This will boost manufacturing throughput in Singapore and the wider region, and enable agile production of the most advanced 3D devices.

“The Atomic Precision Innovation Center (APIC) plays an important role in strengthening Singapore’s position as a resilient and diversified semiconductor supply chain hub,” said Mr Wong Zeng Yi, Assistant Managing Director, Manufacturing, Enterprise Singapore. “By supporting home-grown innovators like Applied Angstrom Technology, EnterpriseSG aims to anchor complex and technologically intensive capabilities that are foundational to the world’s AI hardware requirements. APIC provides a collaborative environment where innovators can work together to capture emerging opportunities in the global AI supply chain.”

About Hemophilia A

Hemophilia A is a genetic disorder caused by the deficiency of factor Ⅷ, and it is characterized by reoccurring, spontaneous bleeding episodes within joints, muscles, and soft tissues. Reoccurring joints bleeding can result in joint deformity, and disability in severe cases. In China, the hemophilia prevalence rate stands between 2.73 and 3.09 per 100,000 people. There are over 30,000 registered cases of hemophilia A. Currently, most patients rely on factor Ⅷ as a replacement therapy, despite the risk of exposure to infection, together with inconvenience of administration. Furthermore, patients with hemophilia A face multiple challenges, including limited treatment options and a lack of standardized diagnostic and therapeutic procedures. Consequently, there is a pressing unmet need for better medical care among these patients. [3]

HONG KONG SAR – Media OutReach Newswire – 23 March 2026 – DFI Retail Group (DFI or the Group) is pleased to announce its 2025 Sustainability Disclosure, highlighting the Group’s continued progress and commitment to advancing sustainability across Asia.

DFI Retail Group Sustainability Disclosure 2025
DFI Retail Group Sustainability Disclosure 2025

In 2025, DFI delivered strong progress on key sustainability commitments:

  • 22% reduction in Scope 1 and 2 greenhouse gas emissions compared to the 2021 baseline, with a target of 50% reduction by 2030.
  • Waste diversion rate improved to 66%, up from 61% in 2024, with a target of achieving 80% by 2030.
  • Invested US$3.9 million in community initiatives across markets.

The Group also advanced Scope 3 decarbonisation across supply chain of four key commodities – rice, coffee, dairy and beef. Initiatives included the launch of 380 tonnes of Low-Carbon Rice achieving a minimum 30% on-farm emissions reduction, sourcing 100% deforestation-free certified coffee beans for 7CAFÉ Hong Kong, Macau, and Singapore, and IKEA, and partnering with The Mills Fabrica to launch the DFI Sustainability Innovation Challenge to identify global solutions for beef and dairy emissions.

Scott Price, Group Chief Executive, DFI Retail Group shared, “We remain committed to our purpose of sustainably serving Asia for generations with everyday moments. In 2025, we made clear progress on our pathway to reduce Scope 1 and 2 emissions by 50% by 2030, with investments in refrigerant management, energy efficiency and behaviour change initiatives across our operations. At the same time, we continued to deliver affordable, sustainable products that meet customer expectations, including the introduction of Low-Carbon Rice in Hong Kong and the expansion of our ‘Grounds to Green programme’ at 7Eleven. These efforts, together with disciplined waste and packaging management, keep us firmly on track to meet our 2030 sustainability targets.”

Erica Chan, Group Chief Legal, Sustainability and Corporate Affairs Officer added, “Strong governance and transparency remain central to how we deliver on our sustainability ambitions. By streamlining our disclosure and enhancing our materiality assessment, climate scenario analysis, and transition plan, we are aligning with global standards such as IFRS S1 and S2. This ensures stakeholders gain a clear, holistic view of our progress and priorities, while reinforcing our commitment to creating long-term value across People, Products, and Planet.”

In 2025, DFI continued to be guided by its Sustainability Framework, centred on the three pillars of People, Products and Planet, with Governance as the cornerstone. This framework remains integral to the Group’s approach, ensuring robust leadership and oversight while driving initiatives that empower people, expand sustainable product choices, and reduce environmental impact across operations and supply chains.

Highlights of 2025 Initiatives:

  1. People: DFI Group and its business formats continued to support communities through Our Community Giveback initiatives, investing US$3.9 million and reaching 1.25 million beneficiaries across 12 markets. The Health and Beauty segment launched professional health services at Mannings and Guardian, extending access across more than 450 pharmacies in all markets. For team members, capability building was strengthened through major initiatives such as the launch of DFILEARN, enhanced leadership programmes, and structured career development frameworks, empowering growth across all levels of the business. At the same time, DFI upheld rigorous standards for suppliers, maintaining 100% ethical audits of Own Brand factories in high-risk countries and reinforcing responsible practices across supply chains through comprehensive assessments, audits, and engagement.
  2. Products: In 2025, 48% in-scope Own Brand products carried third-party sustainability certificates, up from 28% in 2024. At the same time, 83% Own Brand plastic packaging component that is recyclable, reusable or compostable, keeping us on-track to meet the target of at least 85% by 2030. The expansion of the 7Eleven’s ‘Grounds to Green” Coffee Grounds Upcycling Programme further reflected our efforts to embed circularity principles where relevant. The programme repurposed used coffee grounds into natural fertiliser to grow fresh produce, which was then incorporated into 7-SELECT juices and ready-to-eat items.
  3. Planet: DFI recorded a 22% reduction in Scope 1 and 2 emissions in 2025, compared to our 2021 baseline, on track towards our 50% reduction target by 2030. As refrigerant leaks remain one of the primary sources of these emissions, the Group continued upgrading refrigeration systems and, in April 2025, commissioned the first CO₂-based natural refrigerant system in Hong Kong’s food retail sector at the Cloudview Market Place store in North Point. This was followed by the installation of a sub-critical CO₂ refrigeration system in Oliver’s The Delicatessen in Central Hong Kong in September 2025, marking important milestones in advancing low-carbon operations across the portfolio. Waste diversion improved from 61% to 66% in 2025, as part of our efforts to achieve 80% waste diversion by 2030.

By embedding sustainability into our strategy, operations, and value chain, we are not only tackling today’s challenges but also building a resilient, responsible business that creates lasting value for our customers, communities, and the environment.
