Toku launches Makimoto: open-source conversational AI built for Asia-Pacific data residency

A composable architecture that keeps customer data in-country from day one and outlasts the components inside it.

SINGAPORE, April 27, 2026 /PRNewswire/ — Toku, a Singapore Exchange (SGX) Catalist-listed AI-powered customer experience platform, today launched Makimoto, its open-source initiative for conversational AI in Asia-Pacific. The first release, Makimoto Kawa (“Kawa”), will be available from 1 July 2026 as a managed transcription API1 service hosted in Singapore. Additional country-specific APIs and a containerised, self-hostable release will follow, enabling deployment in the customer’s cloud, data centre, or jurisdiction of choice. The waiting list for early access opens today at makimoto.ai. Alongside the waiting list, Toku is opening ten Singapore-based roles on the Makimoto team for recent graduates.

A response to a fragmenting regulatory landscape

Data-processing regulations across Asia-Pacific are tightening and diverging. Indonesia’s Personal Data Protection Law, Vietnam’s Personal Data Protection Law, and recent updates to Singapore’s PDPA have all raised the weight that enterprises place on where audio, transcripts, and customer conversations are processed. For teams building voice and chat automation across the region, the primary engineering question is no longer which model is most accurate: it is which deployment satisfies each regulator while scaling across markets.  

Makimoto is designed to answer that question on day one, and to keep answering it as requirements evolve. Kawa’s first release runs exclusively in Singapore, keeping customer audio and transcripts within the country and supporting in-country processing for customers subject to Singapore’s PDPA and regulated-sector guidelines, including those issued by the Monetary Authority of Singapore.  

Makimoto gives teams optionality for markets such as Indonesia and Vietnam, which enforce among the strictest in-country data-processing mandates on real-time communications and transcription services, frequently requiring local servers for critical or personal data.

Orchestration-first: composable by design  

Makimoto Kawa is an open-source orchestration framework that assembles, configures, and runs multiple open-source components as a production-grade transcription pipeline. What Toku open-sources under the MIT licence2 is the orchestration layer itself: the glue code, configuration, and APIs that allow every component in the pipeline to be swapped without rewriting the surrounding system.  

Kawa will be offered through two APIs at launch: one for real-time transcription, which developers can use to build live voice agent experiences, live captioning, or in-conversation analytics; and one for post-conversation transcription, suited for recorded calls, voicemail, and batch analytics of archived conversations. Under the surface, both APIs run the same five-stage modular pipeline: audio resampling, noise filtering and audio enhancement, voice activity detection with speaker diarisation, speech-to-text inference, and post-processing for normalisation, temporal ordering, speaker labelling, and structured output. Operators can swap or tune any individual stage to optimise for a given language, domain, or deployment environment.

Makimoto is a natural extension of the composable customer engagement approach recognised by Gartner in its Cool Vendor research.

Over subsequent releases, Toku will progressively open additional layers of the pipeline, working towards full transparency and community modifiability of every component. This phased approach lets the Makimoto community review, contribute to, and eventually replace each part of the stack while Toku maintains production stability for early-access users.

SoftBank Corp. and TOPPAN Holdings Develop Lightweight, Durable Skin for Solar HAPS Aircraft Wings

Skin’s compatibility with stratospheric conditions such as extreme UV rays and ultra-low temperatures makes longer HAPS operations possible

TOKYO, April 27, 2026 /PRNewswire/ — SoftBank Corp. (TYO: 9434) (President & CEO: Junichi Miyakawa, “SoftBank”) and TOPPAN Holdings Inc. (TYO: 7911) (President & COO: Satoshi Oya, “TOPPAN Holdings”) jointly developed a lightweight, durable skin for use on solar High-Altitude Platform Station (HAPS) aircraft wings and devised a testing method that replicates the stratosphere’s environment. Test production will go forward, and the aircraft wing skin is planned for use with HTA-type[1] HAPS, which SoftBank plans to deploy for commercial services from 2029 onwards.     

This jointly developed HAPS aircraft wing skin and test method that reproduces stratospheric conditions were made possible by combining SoftBank’s HAPS expertise and TOPPAN Holdings’ know-how accrued over years of creating advanced multi-layered film technology designed for packaging and construction materials. TOPPAN Holdings also leveraged its proprietary technology that evaluates weather resistance. This joint development mitigates film damage (degradation) caused by strong ultraviolet (UV) rays and ultra-low temperatures of almost -100°C. As a result, the aircraft can stay in the stratosphere for longer periods. 

Development Background
HAPS, also referred to as “base stations in the sky,” provide communication services from uncrewed aircraft that remain airborne in the stratosphere. Being able to keep an aircraft with a communications payload airborne for extended periods of time would make it possible to provide an alternative means of communications in the aftermath of large-scale natural disasters, as well as provide communication services to under-connected areas, such as mountainous regions and remote islands. As these platforms operate from the stratosphere at an altitude of approximately 20 km above, they offer wider-area coverage than base stations on the ground, while also providing high-quality, high-volume, low-latency communications superior to satellite-based communications. However, at this altitude in the stratosphere, UV ray and ozone exposure is far greater than at ground level, and with exposure to extremely cold temperatures that sometimes drop to almost -100℃, impaired efficacy due to these environmental factors had been a serious issue with conventional all-purpose skins. Responding to this challenge, SoftBank and TOPPAN Holdings jointly developed a new ultra-lightweight, high-durability skin for aircraft wings capable of withstanding the harsh conditions of the stratosphere, along with a specialized methodology for its evaluation.     

Wing Skin & Evaluation Method Characteristics
1. Use of impact-resistant advanced resin and proprietary structure to achieve both lightweighting and safety
Leveraging converting technology[2] developed for packaging by TOPPAN Holdings, an optimized skin structure was achieved by precisely layering original materials and impact-resistant advanced resin suitable for use at extremely low temperature conditions. The resulting skin weighs the same as or less than average conventional all-purpose skin, and even if damage to the skin were to occur, the break-resistant design keeps damage from spreading, allowing for both a safe and lighter HAPS airframe.    

2. Advanced durability to address harsh stratospheric conditions
SoftBank has contributed real-world data from its stratospheric HAPS flights, including actual temperature measurements and deep ultraviolet (UV-C) ray exposure conditions, and has also defined requirements such as weight reduction and other performance criteria. This has enabled TOPPAN Holdings to design a skin that addresses exposure to the harsh environmental conditions of the stratosphere by applying technology developed for construction materials. These conditions particular to the stratosphere include everything from extremely low temperatures (approximately -50℃ to -95℃) to extreme heat (approximately 100℃) from direct sunlight. The skin is also resistant to short wave UV-C and high-concentration ozone (10-20 ppm, parts per million) exposure that are far stronger than at ground level. This durability will allow for extended HAPS operation periods.      

3. Establishing a testing method that simulates stratospheric conditions to ensure reliability
TOPPAN Holdings leveraged its knowledge of packaging film testing and accelerated durability testing of construction materials, to construct a new test environment that assesses the skin under a simulation of the ultralow temperatures of the stratosphere, while also facilitating the testing of simultaneous exposure from short wave UV rays and the ozone. By using this test environment, it is possible to understand the detailed mechanisms of deterioration particular to the stratosphere and to use that knowledge for improved product design. This understanding and design adjustment makes it possible to carry out a more precise and more reliable evaluation compared to former testing methods.

Future Developments
SoftBank and TOPPAN Holdings will proceed with research to make the skin material developed within the scope of this project even lighter and stronger by fiscal 2027 (the year ending March 31, 2028). Additionally, while evaluating durability in the stratosphere, both companies will also attempt to establish mass production technology capable of ensuring sufficient supply and reliable quality by fiscal 2028. Also, based on testing outcomes, additional functions will be added, and the skin is expected to be used by SoftBank on HTA-type HAPS aircraft that provide commercial services, planned for launch from 2029 onwards. Both companies also plan to apply this skin to other fields that require a high level of durability.

Lao Electricity Exports to Vietnam Hit Record High on Renewable Boom

Laos delivered a record volume of electricity to Vietnam in early 2026, as a wave of newly commissioned renewable projects and strong cross-border links drove an increase.

Laos exported 2.92 billion kilowatt-hours (kWh) of electricity to Vietnam during the first three months of the year, accounting for 3.8 percent of total output. The figure marks an increase of nearly 120 percent compared to the same period in 2025, according to Vietnamese media.

Vietnam Electricity (EVN) credited the surge to rapid project deployment across Laos throughout 2025 and the completion of new transmission infrastructure along the shared border, including the 81-kilometer transmission lineTuong Duong-Do Luong that entered service in November 2025.

By end-2025, Vietnam had approved electricity imports from 47 Lao projects totalling 8,260 megawatts (MW) in combined capacity. Projects already delivering power reached 2,379 MW of operational capacity as several long-planned developments moved from construction into commercial operation.

The largest of these is the Monsoon Wind Power Project, a 600 MW onshore wind farm spanning Sekong and Attapeu provinces in southern Laos. It began commercial operations in late 2025, becoming both Southeast Asia’s largest wind farm and Asia’s first cross-border renewable energy project. The plant ships power to Vietnam through a 500 kV transmission line under a 25-year power purchase agreement with EVN.

The Truong Son Wind Farm, a 250 MW plant in Bolikhamxay province operated by the Vietnam-Laos Energy Investment Joint Stock Company, is now more than 80 percent complete and will supply electricity to Vietnam via the 220 kV Do Luong substation in Nghe An province once operational. 

Meanwhile, the first phase of the Savan 1 wind plant in Savannakhet province, developed by a subsidiary of a Vietnamese private company, with now completed over 585 percent, contributing an expected 0.9 billion kWh per year at a grid integration rate above 90 percent.

Grid operators moved in parallel to expand transmission capacity. 

EVN’s National Power Transmission Corporation brought the Tuong Duong-Do Luong line, stretching nearly 81 kilometers, into service in November 2025, strengthening the key corridor that carries hydropower from Laos into Nghe An province and onto Vietnam’s national grid.

Vietnam targets 5,000 MW of imports from Laos by 2030, rising to 11,000 MW by 2050.

By leveraging advanced recycling equipment and a well-established processing system, the initiative introduces a breakthrough approach—rinse-free recycling. Customers no longer need to wash out bottles or disassemble components. Instead, they simply hand over used fragrance bottles or skincare cosmetics containers to store staff for collection. The materials are then sent to The Loops’ Hong Kong facilities for processing and ultimately transformed into recycled resources—lowering the barrier to recycling and making participation far more convenient.

Hong Kong’s first rinse-free recycling program

“Green is Eternal” is built on two key advantages: rinse-free and all brands. It greatly simplifies the recycling process—customers do not need to wash away any residue left in the bottles, nor do they need to remove decorative elements from packaging. Eligible glass or plastic bottles can be handed directly to store staff at designated Eternal Beauty locations to complete the recycling process.

The eligible recycling scope includes fragrance bottles, skincare product bottles, home fragrance bottles, and cosmetics packaging from various brands. Excluded from the program are personal care products (such as shampoo and hair-care products, body wash, body-care products, aerosol spray containers, and makeup tools), as well as fragrance bottles with a capacity of less than 10ml.

To encourage widespread public participation, the program features an incentive mechanism: for every eligible fragrance or skincare cosmetics bottle recycled, customers receive an electronic stamp. After collecting 10 electronic stamps, they can redeem them for a shopping voucher.

The program is already up and running at the Group’s eight outlets and offices across Hong Kong. The Group has also provided dedicated environmental recycling training for frontline staff to ensure the recycling process is standardized, efficient, and seamlessly woven into everyday customer service. Throughout the year, the Group will collaborate with a local charity to host recycling facility tours, guiding the public and students through the inner workings of recycling operations—raising environmental awareness and helping cultivate lasting recycling habits.
