Cushman & Wakefield : CRE investment activity back on the rise. Half-year transaction volume increased by 97% y-o-y

Industrial buildings and development sites being sought after Hotels show potentials of long-term appreciation

  • Commercial real estate investment market has recorded 89 deals in 1H21, and a total consideration of HK$43.1 billion, an increase of 97% y-o-y
  • Full year deal count is expected to reach 200 cases, the most active year since 2018.

HONG KONG SAR – Media OutReach – 15 July 2021 – Global real estate services firm, Cushman & Wakefield, announced the Hong Kong investment market 2021 Q2 review and forecast today. As local pandemic situation calms down and the economy recovers, local and institutional investors with abundant capitals have turned active and looked for investment opportunities in the market, resulting in upsurge in commercial real estate (CRE) transaction volume in 1H21. Half-year transaction volume has surpassed that of the annual number in 2020, with the industrial sector newly under the spotlight. The hotel sector is also expected to show potential for capital value growth in the long run.

CRE investment deals and consideration

CRE investment sentiment has gradually recovered since the end of 2020. Driven by local investors and a few institutional investors, this trend has continued into the first half of 2021. 89 transactions (with deal size over HK$100 million) were recorded in this period, making a total consideration of HK$43.1 billion, an y-o-y increase of 97%, marking the most active half year since 2H18. The average deal size was HK$485 million (Figure 1).

Mr. Keith Chan, Cushman and Wakefield’s Director, Head of Research, Hong Kong, shared, “We expect the number of transactions for this year will hit 200 cases. Yet, investors remain cautious due to the uncertain economic outlook. Deals will mostly be in small size in the near term. The total consideration for this year will likely reach half of the peak in 2017 or 2018.”

CRE investment by sector

Amongst the transactions, the office sector was most active in 1H21, accounting for 40% of the total consideration, mainly driven by a single transaction. On the other hand, the retail sector recorded the highest number of deal count as local investors were in favour of smaller assets but greater chance for long-term growth. Yet, with office and retail rents still declining in the near term, capital looked into industrial and development sites with value-add potential in the longer term. In particular, industrial properties emerge as the most investible asset class in 1H21, accounting for 30% of total consideration, a significant increment compared to the average of 14% in the last decade (Figure 2).

The surge in industrial property transaction was mainly due to its relatively low unit price and a set of favourable policies by the government. For instance, “the new industrial building revitalization scheme” announced in 2018 allows revitalized buildings fulfilling certain requirements to achieve additional GFA; The launch of the pilot scheme of “Land Premium Standard Rates” in March 2021 also enhanced the flexibility and clarity for decision making. In addition, the potential for traditional industrial buildings to be converted into other modern usages such as mini-storage, cold storage, logistics warehouse and data centers will match with new business demand and create value in the post-pandemic era.

Although hotel transactions have been muted, it possess great value-add potential for long-term investors. Mr. Tom Ko, Cushman and Wakefield’s Executive Director, Head of Capital Markets, Hong Kong, said, “The hospitality industry has been facing many challenges during the pandemic and hence associated investment activity has frozened at present. Yet, the hotel industry has been proactively reacting to the situation by launching monthly rental plans, in an attempt to benefit from the red-hot residential market.

Notably, investors have been looking into the long-term investment value of hotel properties, especially high-quality assets at discount. As such, we anticipate that hotel transactions will pick up in the second half of the year.”

Investor breakdown

With travels between Hong Kong and the mainland, and most part of the world still being restricted, local capital has effectively dominated the market, accounting for over 70% of the total transactions in 1H21. That said, institutional investors, particularly those have local presence, also actively looking for investment opportunities. Notable transactions include an en-bloc industrial building on Hung To Road in Kwun Tong, and a portion of Wharf’s Cable TV Tower in Tsuen Wan. Mainland investors, however, were relatively quiet, accounting for only 13% of the transaction volume (Figure 3).

New market spotlight

In addition to the abovementioned projects, Kwu Tung North will become the upcoming spotlight in the property market. Thanks to the improved transportation and ancillary facilities, such as the new Kwu Tung Station to be constructed in 2023 and completed in 2027, this area has been increasingly appealing to major developers. With the recent confirmation of more upcoming development projects in Kwu Tong, as well as the nearby developments in the Lok Ma Chau Loop and the Hong Kong-Shenzhen Innovation and Technology Park (HSITP), developers are expected to pay increasing attention to the area in the next one or two years (Figure 4).

Mr. Tom Ko concluded, “We believe the commercial real estate investment market will continue to be active in 2H21, and the investment sentiment remains cautiously optimistic. With some stocks already under their belt, local investors will take a wait-and-see approach before they invest further when the market upward trend is fully confirmed. Travel restrictions have hindered local deals by mainland and institutional investors for some time. Once restrictions are relaxed, they will become more aggressive. We expect investors will be keen on industrial assets. Long term focus is on hotel assets which give better prospects.”

Zhuhai Port Completes the Acquisition of 11.96% Interest in Tian Lun Gas, Officially Becomes the Second Largest Shareholder

Enters into Strategic Cooperation Agreement with Zhuhai Port to Explore In-depth Cooperation in the Field of New Energy

HONG KONG SAR – Media OutReach – 15 July 2021 – China Tian Lun Gas Holdings Limited (1600.HK) (“Tian Lun Gas” or the “Company“, together with its subsidiaries, the “Group“) announced that the Board of the Company was informed by Mr. Zhang Yingcen, the controlling shareholder of the Company, that the share purchase agreement with IFC Global Infrastructure Fund, LP and International Finance Corporation (“IFC“) and the share disposal agreement with Zhuhai Port Co., Ltd. (“Zhuhai Port“, SZSE stock code: 507.SZ) have been completed on 14 July 2021 and 15 July 2021 respectively. Immediately upon completion of the aforementioned transactions, IFC ceased to be a substantial shareholder and Zhuhai Port (Hong Kong) Development Co., Limited, a wholly-owned subsidiary of Zhuhai Port, became the second largest shareholder, holding 11.96% of the total issued shares capital of the Company.

Tian Lun Gas also entered into a 5-year strategic cooperation agreement (the “Strategic Cooperation Agreement“) with Zhuhai Port on 15 July 2021, both parties agreed to establish a long-term, stable, win-win and comprehensive strategic partnership, as well as to continuously deepen and explore the cooperation between both parties in the field of new energy. The Company utilizes its gas terminal market and service capabilities deployed nationwide, whereas Zhuhai Port utilizes its investment and technological advantages in the field of new energy, thus both parties will be able to share their resources, achieve co-development, and explore the construction of a new energy service system which combines both new energy technology, such as wind power and photovoltaics, and traditional gas services.

Pursuant to the Strategic Cooperation Agreement, the parties will cooperate in the following three aspects:

1. In order to grasp the strategic opportunities arising from the “double-carbon” target, both parties will, on the foundation of the Company’s original natural gas industries, combine Zhuhai Port’s layout in the field of new energy with the Company’s customer resource advantages across the country, jointly investigate the application scenarios and industrial cooperation opportunities of various types of new energy, and focus on exploring cooperating opportunities in areas such as photovoltaics, wind power, energy storage, hydrogen energy and carbon emission reduction.

2. Being the fastest growing segment in Zhuhai Port’s three major business segments, the key strategic directions of new energy industry are domains such as the development and operation of affordable photovoltaic power station, energy storage ancillary industries, and the utilization and development of hydrogen energy. The Company relies on the customer resources that have been accumulated in its urban gas business, and both parties will make full use of their respective resources. While deepening the depth of cooperation and communication among their respective quality business segments, both parties will actively explore the green hydrogen production in photovoltaic and wind power stations as well as its application scenario when combining with natural gas.

3. Both parties will combine the Company’s advantage as a pioneer of rural gasification, continue proceeding with rural revitalization, and explore the combined application of rooftop distributed photovoltaic development with natural gas. And by integrating with Zhuhai Port’s technological advantages in clean energy fields such as wind power, photovoltaic, and natural gas power generation, both parties will jointly carry out in-depth research in the areas such as rural distributed photovoltaic, distributed heat supply, and clean energy comprehensive application plans, so as to assist villages in building a multi-energy synergy and complementary efficient energy system, accelerating rural clean energy replacement, and thus improving the life quality of residents.

Zhuhai Port is a company listed on the SZSE (stock code: 507.SZ) and is principally engaged in port shipping logistics, new energy and advanced manufacturing. In recent years, Zhuhai Port has vigorously developed the new energy sector, including power energy, new energy industry and pipeline gas. ACT Genomics Hong Kong Laboratory Earns CAP Accreditation NGS Testing and R&D Capacity Strengthened

HONG KONG SAR – Media OutReach – 15 July 2021 – ACT Genomics Holdings Co. Ltd. (“ACT Genomics” or “the Group“) announced today that its NGS testing-focused operation and laboratory at the Hong Kong Science Park has been accredited by the Accreditation Committee of the College of American Pathologists (CAP). With two already CAP accredited laboratories in Taipei and Kanagawa, Japan, and now the latest addition, the Group has notably strengthened NGS testing services and R&D capacity.

The CAP accredited ACT Genomics HK Laboratory, which started operation at the Hong Kong Science Park in July, 2019, made it through stringent CAP tests in the accreditation process. And, external quality assurance tests will be conducted twice a year hereafter to ensure the laboratory meets required standards at all times.

The laboratory has a dual NGS testing platform from Illumina and Thermo Fisher. Spanning 3,500 square feet, it is run by a team of eight qualified laboratory technicians, including one PhD, three with master’s degree, and four registered Medical Laboratory Technologists. The newly accredited laboratory can play a major supportive role in the region.

Apart from boosting the capacity of the Group for providing services and support, the three laboratories will continue to pursue research projects, helping develop new products to enrich the Group’s product portfolio and enable it to seize other business opportunities.

According to the facility’s Director Alfa Bai, PhD (Dr. rer. nat.), the accreditation is substantive, in the 18-month accreditation process, on top of on-site visit to the laboratory, CAP also assigned tests to the team – altogether 20 external quality assurance reference samples and over a thousand achieved research samples for testing at the laboratory – to confirm the accuracy and consistency of its work.

Bai says the CAP accreditation process is more stringent than the others of its kind, requiring not only very high management standard, but also meticulous technical and operational details. Though there had been a delay because of the Covid-19 pandemic, the accreditation came within two years the laboratory opened. In the past, samples of Hong Kong patients were sent to the Taipei laboratory for testing, and now the results could be known sooner. The Taipei laboratory will have a lighter load and for the Group, it will have a bigger capacity to serve cancer patients in the region.

Hua Chien Chen, PhD, Chief Executive Officer of ACT Genomics Holdings Co. Ltd. says, “Our laboratory in Hong Kong is fully functional for NGS testing. Although it is not required by law to obtain international accreditation to conduct clinical tests for patients, ACT Genomics is determined to seek the CAP recognition that it may ensure the laboratory maintains the highest professional standards. With our three laboratories in full-swing, we can serve more patients and are well-backed up in delivering professional and timely services. We will also be able to collect more cancer-related data of Asians to add to the data we have collected over the years, to the benefit of R&D of cancer treatment.”

The CAP Laboratory Accreditation Program, recognized by the U.S. federal government, was launched in the early 1960s, as being equal-to or more-stringent-than government inspection programs.

The CAP accreditation process is designed to ensure a laboratory affords the highest standard of care for all patients it serves. Inspectors from CAP examine a laboratory’s records and quality control of procedures in the preceding two years, and laboratory staff qualifications, equipment, facilities, safety program and record, and overall management audits are carried out on an ongoing basis.
