Laos, Vietnam Enhance Cooperation on Propaganda Affairs

A bilateral meeting between a delegation of the Party Central Committee’s Propaganda and Training Board led by its Head Kikeo Khaykhamphithoune, and their Vietnamese counterparts led by Vo Van Thuong, Chairman of the Central Propaganda and Training Committee of Vietnam was held on Dec 22.

The Vietnamese delegation was on a working visit to Laos on Dec 22-23 to enhance the friendly relations, special solidarity and comprehensive cooperation between the two Parties, governments and fraternal people of Laos and Vietnam, especially the relations and cooperation between the two propaganda and training committees.

Both sides noted that they have maintained exchanges of lessons and information over the past years and agreed to continue to enhance the cooperation between the two commissions over the next five years (2016-2021) in a concrete and constant manner.

Both sides agreed to continue to promote the exchange of visits of senior and retired officials and technical staff so that they can exchange lessons on propaganda affairs.

The Vietnamese side agreed to host short and medium term training courses for Lao propaganda and training staff at central and local levels.

Both sides also agreed to hold several activities in 2017 to commemorate the 55th anniversary of diplomatic relations and the 40th anniversary of the signing of Laos – Vietnam Treaty of Amity and Cooperation.

VCDs Promote Gender Equality without Violence against Women

VCDs containing five short films on the topic Promoting Gender Equality without Violence against Women (VAW) will be disseminated to the general public following a handover ceremony which took place on Thursday, December 22 in Vientiane Capital.

The Gender Development Association (GDA) presented the VCDs to the Commission for Women’s Advancement, Mother and Child of the Ministry of Information, Culture and Tourism (MICT).

The VCDs were presented by Director of the Gender Development Association Manivanh Suyavong to Deputy Minister of Information, Culture and Tourism Savankhone Razmountry.

In collaboration with the Commission for Women’s Advancement, Mother and Child of the MICT, GDA implemented a drama contest on VAW under the theme of promoting gender equality through the rule of law and good governance project funded by Oxfam and the EU.  The winning short films are featured on the VCD.

The VCDs were produced by the Film Department of the MICT and feature five short stories including “To Breath”, “Mommy, Daddy & Me”, “Opportunity”, “Violence of Love in Learning Ages”, and “Belief”.

“The problem of violence is everywhere in the world and not only rural or remote areas.  It has been a problem for a long time, but today we have this VCD to raise awareness throughout society about the importance of eliminating violence against women,” said Mr Savankhone.

He said that the VCDs also promote gender quality to achieve socio-economic development goals and reduce poverty.

Mr Savankhone thanked the participants and supporters of the production of the VCDs while giving assurances that they would be disseminated to the public in society in the continuing efforts to eliminate all violence in society.

“The VCDs will be disseminated in communities and to training organizing.  I hope that they will benefit society in promoting gender equality as well as raising awareness about this issue throughout the country,” said Ms Manivanh.

She is calling on the public to work together to solve the problem of violence in the country.

Front President Meets with Russian Guest

President of the Lao Front for National Construction Xaysomphone Phomvihane received on Dec 22 a courtesy visit from Andrey Klichkov, Vice President of the Commission on Religions and Mass Organisations of Duma of Moscow on the occasion of his working visit to Laos on Dec 20-26.

At the amicable talks, Mr Xaysomphone highly valued the visit to Lao by the Russian  delegation as a contribution to enhancing and promoting the longstanding relations between the two Parties and people of Laos and Russia.

The host also briefed the guest about the socio-economic achievements in the Lao PDR including the successful 10th Party Congress of the Lao People’s Revolutionary Party and expressed gratitude to the Communist Party and people of Russia upon their priceless support and assistance to the Lao PDR in the past and present time.

The host also appreciated the Communist Party of Russia upon its active performance.

In reply the guest congratulated Laos upon the achievements in socio-economic development the Party, government and people of Laos have recorded over the past years.

The Russian delegation is on a working visit to Laos to enhance the longstanding relations and cooperation between the two parties as well as to discuss preparations for celebrating the 100th anniversary of the Great October Socialist Revolution and to extend the invitation to the host Party leaders to take part in such celebration in Moscow in 2017.

Earlier, on Dec 21, Mr Andrey and his delegation met with Mrs Sounthone Xayachak, Head of the Party Central Committee’s Commission for External Relations where both sides informed each other of their respective socio-economic development and highly valued the cooperation and relations between the Lao People’s Revolutionary Party and the Communist Party of the Russian Federation and direction of cooperation between both sides in the years to come.

The visiting delegation also paid courtesy calls to other senior officials.

Lao stock market mixed on Thursday, as energy stock jumped by 50 kip to close at 5,000 kip, posting trading volume of 19,000 shares. Unfortunately banking stock opened slightly lower by 50 kip to close at 5,000 kip posted of 2,200 shares matched.

Today, the index slightly higher by 0.75% or 7.52 points to 1,012.72 points, with trading volume of 21,500 shares higher compare to previous day, worth around 106 million kip.

Blood Transfusion Centre still Understocked

The Lao Red Cross National Blood Transfusion Centre is still unable to provide enough blood to meet demand because more and more is needed for road accident victims.

The rapid increase in the number of road accident victims is a big problem for the centre when it comes to evaluating the amount of blood it needs and providing that blood, according to the Director, Dr Chanthala Souksakhone.

Speaking to Vientiane Times yesterday at a blood donation event to mark National Day, Dr Chanthala said that from March to October this year the centre had used about 30 percent of its stocks for road accident victims.

But he also said that blood transfusion services had steadily improved.

The centre has integrated its services with the health care system to ensure the availability, safety, and quality of blood and blood products for hospital patients.

About 200 students from schools in Vientiane donated their blood at yesterday’s event.

This year, the centre aimed to collect 38,000 bags of blood for public use and was able to achieve that target between March and October.

While the centre is pleased with its success in getting more people to donate blood, it is unable to fulfil the hospital’s needs because about 60,000  bags of blood are needed each year, Dr Chanthala said.

The centre can supply 80 bags of blood a day but hospitals need about 170 bags a day.

“I would like to thank all donors and point out that Laos needs more blood donations to save the lives of road accident victims,” he added.

Regular, voluntary, unpaid blood donors are the safest group of donors as the prevalence of blood-borne infections is lowest among these donors.

According to the World Health Organisation (WHO), about 107 million units of blood are collected globally every year. Nearly 50 percent of these blood donations are collected in high-income countries, home to 15 percent of the world’s population.

In Laos, almost 35,000 units were collected in 2013, which constitutes only 58 percent of the 60,000 units recommended by the WHO for a country the size of Laos.

About 40 countries are still dependent on family donors and even paid donors when a family member needs a blood transfusion, Dr Chanthala added.

The WHO hopes to mobilise youth, communities and society as a whole by raising awareness on this issue, and asking everyone to come together and make a difference.

Working with the Ministry of Health in Laos, the WHO advocates for regular voluntary unpaid blood donations and thanks people who are already donating regularly for their life-saving gift.

Vientiane Authorities Promote Road Safety

The Traffic Police Department of the Ministry of Public Security, in partnership with Lao Brewery Co., Ltd, is continuing its road safety awareness project to reduce the rising number of accidents and traffic congestion.

Director General of the Traffic Police Department, Colonel Khamthavai Phetouthai noted at the road safety awareness project ceremony on Thursday in Vientiane that The number of vehicles is continuing to increase, which is leading to more accidents and traffic congestion in the country.

In 2014, there were 5,072 road accidents around the country, in which 9,264 people sustained injures while there were 1,054 fatalities.

In 2015, there were 4,349 road accidents nationwide, in which 6,686 people sustained injuries while there were 797 fatalities. The cost of damages was estimated at over 90 billion kip, he said.

According to the department, from January to August 2016, there were 3,746 accidents recorded nationwide during this time, including 714 fatalities. Some 5,935 people were injured and 6,883 vehicles were damaged.

Meanwhile, motorbikes were involved in 95 percent of the accidents, with 90 percent of those dying in accidents being male.

The majority of accidents occurring around the country still involved drunken driving and high speeds.

The project will be handing out information on the traffic regulations and the dangers of careless driving. The on-going activities have helped participants have a better understanding about traffic rules and the danger of accidents.

The project is focused on enforcing the traffic regulations along the national roads, setting up checkpoints to monitor motorists’ speeds and assessing their levels of sobriety along important roads.

In particular, the project has highlighted the meaning of road safety and traffic signs, the anti- drink-driving message, and also distributed stickers and brochures at schools, roadsides and to participants during activities.

Following the campaign, the authorities hope society will have a much better understanding of the traffic regulations, especially students at man y schools, as young people are over represented in road statistics.

The project will run from December 2016 to March 2017 and then they will summarise their results.

A ceremony for the road safety awareness project launch took place at the Traffic Police Department office on Thursday and was attended by Deputy Director General of the General Police Department, Brigadier General Dr Thongsavanh Vongsavath, Director General of the Traffic Police Department, Colonel Khamthavai Phetouthai, and President of Lao Brewery Co., Ltd., Mr Sounthone Phommachack. Lao Brewery Co., Ltd supported this year’s operations with funds totalling 260 million kip.

Residents Await Laos-China Railway Compensation Payments

Preliminary counts have been completed in the provinces through which the Laos-China railway will pass, to pave the way for compensation to be paid to the affected villagers and residents who will be relocated.

However affected residents in the provinces through which the railway will pass, and particularly the owners of parcels of land and buildings that will be used or demolished to make way for the railway, have yet to receive any compensation. Director of the Luang Prabang provincial Public Works and Transport Department, Mr Fasanan Thammavong, told the press in the prefecture that the preliminary surveys for the affected people and counts for compensation payments have already been completed.

The compensation to be paid for property owners in Luang Prabang has still not been approved by the Laos-China railway project’s committee, Mr Fasanan said.

The railway bridge will be part of the planned 427-km Laos-China railway running from the Chinese border to Vientiane through the four provinces of Luang Namtha, Oudomxay, Luang Prabang, and Vientiane to the capital and linking to the Thai border.

In Luang Prabang province, the railway will run through 29 villages over a length of 80 kilometres taking in the three districts of Chomphet, Luang Prabang and Xiengngeun.

Mr Fasanan added that officials in Luang Prabang will also be examining compensation payments in Oudomxay and Vientiane provinces in order to compare them to ensure that they are equivalent with the other provinces.

Prime Minister Thongloun Sisoulith will officially launch the construction of the Laos-China railway project at a ceremony on December 25.

The ceremony to kick off railway construction will take place in Luang Prabang district’s Phonxay village where a railway bridge spanning the Mekong River will be built.

On Sunday, Luang Prabang will be the site of the official launch of the project and provincial authorities intend to seek clarification from the Chinese construction company about where within Luang Prabang they intend to start initial works so that they can meet with affected villagers for mediation.

Luang Prabang has already prepared the parcels of land for relocation for the railway-impacted villages.

Meanwhile in Oudomxay, there are 40 villages in the three districts of Xay, Nga and Namor through which the railway will pass, over a distance of 126 kilometres.

In Luang Namtha, the three villages of Boten, Tinsan and Nateuy are located within the vicinity of the construction site, which runs through the province for only a distance of 16.9 kilometres.

The Laos-China Railway Project is estimated to cost about US$6 billion and will run from the border area of Boten in Luang Namtha province to Vientiane. It is scheduled for completion in 2021 and is 70 percent owned by China and 30 percent by Laos.

Conference Boosts Big Data Use

The use of core information technology, which provides results in terms of innovation, is being discussed by experts in these fields who are meeting in Vientiane this week.

The IT and technology experts are meeting for the 3rd International Conference on Big Data Applications and Services (BIGDAS-L) running from December 20 to 23.

The Department of Computer Engineering and Information Technology at the NUOL’s Faculty of Engineering, in cooperation with the Big Data Research Institute of Chungbuk National University, is organising the conference.

Power to change the world, Big Data is the main topic of discussion during the conference. Information technology experts from Cambodia, Vietnam, the Republic of Korea, Japan, and Laos are attending the conference to share their information technology experience and ideas.

In his opening remarks at the conference yesterday, President of the Korean Big Data Society, Mr Jooyeon Lee reminded participants about big data as a core technology, which he said provides innovative solutions in many fields such as healthcare, manufacturing, and social life.

The aim of big data is to present innovative results, encourage academic and industrial interaction, and promote collaborative research in big data and digital management worldwide, Mr Lee said.

Eight technical sessions and one workshop session have taken place at the conference at the venues of Landmark Mekong Riverside Hotel, and the NUOL. The topics of technical sessions include big data models and algorithms, big data architecture, big data applications, big data security, big data visualisation, big data for public sector, big data in business, and big data in industry.

The ability to connect, not just with data scientists and technologists, but also business people, is really going to make big data go mainstream for decision-making.

Speaking at the ceremony, Dean of the Faculty of Engineering under the NUOL, Prof. Dr Boualinh Soysouvanh said it was essential to bring together experts in the field of big data application services so that they can realise the potential of big data together.

In his address at the ceremony, the NUOL’s Vice President Assoc. Prof. Dr Oudom Phonekhampheng noted the conference as a good venue and opportunity.

According to the conference organising committee, many high quality papers were accepted at the BIGAS-L, which have been presented in oral and poster sessions.

The committee expected that the publication of the conference will be a cornerstone for further related research and technology improvements in the field of big data.
