Seafood stakeholders call for a level playing field for Sustainability


HONG KONG SAR – Media OutReach Newswire – 6 March 2025 – A consortium of civil society organisations today called on the Hong Kong government to urgently address critical gaps in the city’s seafood import regulations. The coalition warns that Hong Kong’s current regulatory framework dates back to the 1940s and fails to ensure the safety, sustainability, and traceability of seafood products entering the city, posing risks to public health, marine ecosystems, and consumer trust.

“Our call for action responds to the findings of research released over decades by different academics and NGOs, that continue to point to the same systemic issues which remain unresolved today,” said Sophie le Clue, CEO of ADM Capital Foundation.

The most recent research released in December 2024 found that of all the data necessary to ensure sufficient traceability, the Hong Kong authorities are only requiring collection of 12% of such data, in stark contrast to other countries. The call for action comes at a time when many of Hong Kong’s trading partners (Mainland China, Japan, South Korea, Indonesia, the EU and the USA) are making substantial efforts to develop and implement measures to facilitate traceability—benefiting both suppliers and buyers who wish to source responsibly and sustainably, as well as consumer health and well-being.

“To remain competitive, Hong Kong must align with international standards and best practices by strengthening import controls,” said Benjamin So, Founder of 178 Degrees, a seafood importer. “While certain leading businesses in the industry have been promoting sustainable seafood for years, and expending resources to ensure their seafood is sourced responsibly and sustainably, the issue is ignored by many in the sector–and without government intervention and support, there is no level playing field or motivation for the industry to change,” he added.

Both the Hong Kong Sustainable Seafood Coalition (HKSSC) and WWF-Hong Kong’s Sustainable Seafood Business Membership Programme are at the forefront of driving changes in industry practices and promoting seafood sustainability. As HKSSC Secretariat Mandy Wong explains, “The HKSSC was established by industry leaders to advance sustainable seafood practices in Hong Kong and Macau. Our corporate members are deeply committed to responsible sourcing and are dedicated to mainstreaming sustainable seafood. However, without government policies and legislation to address unethical practices and encourage responsible procurement, there are limits to what we can achieve.”

Echoing these concerns Lydia Pang, Head of Oceans Conservation at WWF-Hong Kong explains that “whilst some businesses are proactive and engaged, without sufficient traceability requirements, we continue to risk consuming seafood that may be harmful to our health, sourced through illegal fishing practices, or contributing to the depletion of global fish stocks.”

Hong Kong ranks among the top importers of seafood by value and volume. The city serves as a major hub for seafood trade in Asia, with a substantial portion of its imports being re-exported to mainland China and other regional markets. Its seafood consumption is exceptionally high due to its dense population, affluent economy, and cultural preference for fresh seafood. This makes Hong Kong a critical player in the global seafood supply chain.

The city is also a hub for high-demand luxury products such as live reef food fish, shark fin, and fish maw, but traceability for these imports is insufficient. A study by the University of Hong Kong (HKU) iterated the finding of previous research on significant data gaps in the live reef food fish trade, valued at over USD 2 billion. “Such gaps lead to a multitude of issues – environmental harm through overfishing and ecosystem damage, economic losses, and illegal fishing. They also give rise to ethical concerns, such as labour exploitation, health risks, and present a slew of regulatory challenges.” Said Prof. Celia Schunter from HKU.

The consortium has submitted a formal letter to the Hong Kong government and is calling on it to consider their concerns and prioritise a review of Hong Kong’s existing legislation and policy developments in relation to the seafood trade. Recommendations include traceability, health and safety, port measures and stakeholder collaboration.

1. Traceability:
a. Add Key Data Elements (KDEs) like species’ scientific name, catch/farming method, and location.
b. Develop digital traceability standards and align with Global Dialogue for Seafood Traceability (GDST).
c. Amend the Fish Marketing Ordinance to include live fish, crustaceans, and molluscs.
d. Require all Class III fish carrier vessels to comply with Marine Department clearance.

2. Health & Safety:
a. Mandate health certificates and stricter import checks.
b. Land all seafood at designated ports for quarantine and monitoring.

3. Port Measures:

a. Require Hong Kong-registered vessels to report entry/exit.
b. Align with FAO’s Transshipment Guidelines.

4. Stakeholder Collaboration:

a. Promote best practices through coalition or business networks such as the Hong Kong Sustainable Seafood Coalition.
b. Foster collaboration among government, industry, and NGOs.

Former Slovenian president: China a key pillar of global economic stability

China’s annual “two sessions” are being held in Beijing from March 4 to March 11. With a target of hitting 134.9 trillion yuan in 2024, China has set its 2025 GDP growth target at around 5%, announced at the third session of the 14th National People’s Congress when Chinese Premier Li Qiang delivered the government work report on March 5.

“5% growth in China equates to 1/3 of the global growth. If we think about this, we can see the stabilizing effect of Chinese growth, and its stable growth benefits the whole world,” said Danilo Türk, former President of Slovenia, as well as President of Club de Madrid in an exclusive interview with GDToday.

Structural changes do not mean “economic collapses”

In recent years, some Western media or institutions have been suspicious of China’s economic growth. Some have alleged that China’s economy is in recession, as the growth of GDP in 2024 (5%) is lower than that of 2023 (5.2%).

“The high level of growth in China inevitably brings moments of structural changes, which means some sectors will grow slowly, while other sectors will grow more quickly,” said Türk.

According to the government work report, foreign trade made a new historical record, while statistics show that export volume had increased by 7.1% year on year. Although the export of labor-intensive products decreased in 2024, the export of mechanical and electrical products increased by 8.7% and accounted for nearly 60% of the total export volume. Furthermore, electric vehicles, 3D printers, and industrial robots increased by 13.1%, 32.8%, and 45.2% in comparison with 2023, which shows the outcome of China’s structural change from labor-intensive to high-end manufacturing.

In his opinion, China is the main factor of stability in the global economy, saying, “The growth of China is an immensely important factor in the economic situation. We have to remind ourselves that 5% growth in China means 1/3 of the global growth.”

He believes that the growth target at around 5% is achievable for China in 2025.

China has demonstrated that its policymaking has credibility.” When answering the target for GDP growth in China in 2025, Türk stressed that, based on his observation, unlike most cases around the world, China can achieve the goal because every objective has been repeatedly deliberated by meticulous experts.

2025 marks the final year of China’s 14th Five-Year Plan (2021-2025) period. In Türk’s opinion, this is a transition between the 14thFive-Year Plan and the 15thFive-Year Plan, which will show the long-term orientation of China and attract worldwide attention.

While China is facing an aging society, which is a major challenge in Europe, Türk demonstrated that encouraging the younger generation to be innovators can guarantee the continuation of a high level of development, which China has achieved in the past decades.

At the beginning of 2025, a large-scale AI model called DeepSeek gained worldwide attention because of its low cost and efficient large-scale capabilities, which are regarded as a milestone of China’s innovation. DeepSeek was founded in 2023 by Liang Wenfeng, a 39-year-old programmer born in Guangdong’s city of Zhanjiang.

“It is not surprising that technological innovations come from young people, and DeepSeek has surprised the world with a very strong involvement of young people,” said Türk.

AFP-One of Thailand’s main airlines is suspending flights between Bangkok and a northern province for more than a month because of poor visibility caused by air pollution, the carrier confirmed on 5 March.

Air pollution spikes in Thailand, especially in the north, between December and April as farmers burn stubble to prepare land for the next crop season.

Domestic carrier Bangkok Airways is halting flights from Bangkok to the northwestern town of Mae Hong Son because smog was expected to make visibility too poor to land, an airline official told AFP.

“We experienced the same problem last year when smog levels were extremely high,” the Bangkok Airways official at Mae Hong Son airport said.

The airport authority in Mae Hong Son, a popular stop on the backpacker trail in northern Thailand, announced on Facebook last week that flights would be suspended from 15 March to 20 April.

“Smog affects vision and safety of the airlines,” the post said.

The air quality index for Mae Hong Son was 7.9 times greater than World Health Organization guidelines, according to IQ Air data, which measures global air pollution.

Thailand has become increasingly alarmed about the effects of air pollution, which causes millions of people to need medical treatment each year.

The government banned crop burning early this year, with violators facing fines and legal action, although it is not yet clear what impact the measures are having.

The Department of National Disaster Prevention and Mitigation was ordered to “update the actual situation to restore confidence among business operators”, the government said in a statement after the Bangkok Airways flight suspension.
